RECOMMENDATION
Staff and the Reedley Planning Commission recommends that the City Council conduct a public hearing and take the following actions:

A) APPROVE Environmental Assessment No. 2025-08, a "common sense" exemption under State CEQA Guidelines Section 15061 (b)(3).

B) APPROVE General Plan Amendment Application No. 2025-02 pertaining to an amendment to the General Plan Land Use Map of the City of Reedley. Changes to the map include updating the Reedley City Limit and Sphere of Influence lines to reflect recent annexations, map cleanup, and reformatting.

EXECUTIVE SUMMARY
The General Plan Land Use Map of the City of Reedley is proposed to be updated, cleaned up, and reformatted in order to reflect approved land use designation changes, annexations, and sphere of influence (SOI) amendments that were previously noticed and previously approved since 2016.

Page 1 of 3 ends

The appropriateness of the proposed project has been examined with respect to its consistency with guiding land use principles, goals and policies of the Reedley General Plan Update 2030 and regulatory standards set forth in the Reedley Municipal Code and its compatibility with surrounding existing or proposed uses. General Plan Amendment Application No. 2025-02 was evaluated and processed in accordance with provisions of the California Environmental Quality Act.

Staff is presenting Environmental Assessment No. 2025-08 and General Plan Amendment Application No. 2025-02 to the Planning Commission for their consideration and to receive public comment.

PROJECT DESCRIPTION/BACKGROUND
The proposed amendment to the General Plan Land Use Map is strictly the update of a map to reflect current land use information that does not provide entitlements to any specific development projects and would not result in any direct or indirect physical changes to the environment. The proposed map is included as Exhibit A attached to Resolution No. 2025-04. The proposed layout of the General Plan Land Use Map matches the recently adopted Official Zoning Map of the City of Reedley.

The proposed changes are only to the map layout to reflect projects that have already been noticed, assessed, and approved, which would maintain consistency with the adopted City of Reedley General Plan 2030 and its Final EIR.

GENERAL PLAN AND ZONING ORDINANCE CONSISTENCY
General Plan Amendment Application No. 2025-02 pertains to updating the General Plan Land Use Map to reflect recent annexations, map cleanup, and map reformatting . By updating the Land Use Map to reflect changes to the map since 2016 that were previously deemed consistent with the General Plan, the City of Reedley is achieving consistency with its General Plan.

PUBLIC NOTICING
Pursuant to the Government Code Section 65091 (Planning and Zoning Law), if the number of owners to whom notice would be mailed or delivered pursuant to this paragraph or paragraph ( 1) is greater than 1,000, a local agency, in lieu of mailed or delivered notice, may provide notice by placing a display advertisement of at least one-eighth page in at least one newspaper of general circulation within the local agency in which the proceeding is conducted at least 10 days prior to the hearing. The amendment to the General Plan Land Use Map involves the reformatting of the map in its entirety, including reflecting annexation applications that were previously noticed and previously approved, and if a notice was to be mailed to all affected property owners within 300 feet of each affected parcel, that would require noticing of more than 1,000 property owners. Pursuant to state law, City staff was only required to publish the notice in the newspaper. On August 14, 2025, a public hearing notice was posted in the Mid-Valley Times and was posted on the City of Reedley website.

ENVIRONMENTAL ASSESSMENT
Environmental Assessment No. 2025-08 determined that the project is exempt as a "common sense" exemption under California Environmental Quality Act (CEQA) Guidelines Section 15061 (b)(3). See Attachment 1 a.

• On July 17, 2025, the Reedley Planning Commission , with a 3-0 adoption of Planning Commission Resolution No. 2025-04, unanimously recommended that the City Council of the City of Reedley approve Environmental Assessment No. 2025-08 and approve General Plan

PROJECT TITLE: Environmental Assessment No. 2025-08 for General Plan Amendment Application No. 2025-02 (General Plan Land Use Map)
PROJECT LOCATION: The General Plan Land Use Map covers the entire City of Reedley City Limits and Reedley's Existing and Proposed Sphere of Influence, which is approximately 7,100 acres in total within the boundaries of South Lac Jae Avenue, East Adams Avenue, South Englehart Avenue, and the Fresno/Tulare County line.

EXEMPT STATUS: Categorical Exemption
PROJECT DESCRIPTION: The General Plan Land Use Map of the City of Reedley is proposed to be updated, cleaned up, and reformatted in order to reflect approved land use designation changes, annexations, and sphere of influence (SOI) amendments that were previously noticed and previously approved since 2016.

This project is exempt under the Common Sense Exemption, Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines.

EXPLANATION: The proposed amendment to the General Plan Land Use Map is strictly the update of a map to reflect current land use information that does not provide entitlements to any specific development projects and would not result in any direct or indirect physical changes to the environment.

The proposed amendment to the General Plan Land Use Map does not include specific amendments to any land use regulations at this time. Subsequent amendments to the City's land use or zoning regulations would be subject to separate CEQA review at the time those amendments are prepared, if required . Therefore, it can be seen with certainty that the City of Reedley proposed Housing Element would not have a significant effect on the environment and is therefore exempt from CEQA review.

The proposed project is an exemption characterized under Section 15061 (b)(3) of the California Environmental Quality Act (CEQA) Guidelines.

EVENT EXPENSES
APPROVED: Nicole Zieba, City Manager~/'

RECOMMENDATION
That the City Council authorize the City Manager to organize a luncheon event in Fall 2025 called the "Mayor's Legacy Lunch", and adopt Resolution No. 2025-060 appropriating $1,500 in the General Fund for the event expenses.

EXECUTIVE SUMMARY
The City has a proud history of electing visionary, committed Councilmembers. Over the decades, these elected officials made votes on important projects and issues that have benefitted the community. Once these Councilmembers retire or are no longer serving on Council, the City often doesn't have an opportunity to interact with them, hear their wisdom on various topics, and share the subsequent successes of projects that began in their tenure.

The City of Clovis established and hosts a "Mayor's Legacy Lunch" each year to bring their current and former elected officials together to discuss community issues. This allows the former Councilmembers to give their opinions and perspectives on current issues impacting the city, with a free-flowing conversation between former and current officials. The meeting is agendized and posted as a Special Meeting, with a Public Comment period, to comply with all Brown Act requirements. Reedley staff have consulted with the City of Clovis about how they organize the event and facilitate the discussion.

Should the Council approve this event for Reedley, staff will organize the event for October or November of 2025. The event would be open to the public to attend.

FISCAL IMPACT
The lunch event is not expected to exceed $1,500 for food, rental fees, invitation and ancillary expenses.

Funds will come from the unallocated General Fund balance.

RECEIVE, REVIEW, AND FILE THE QUARTERLY INVESTMENT REPORT FOR FOURTH QUARTER ENDING JUNE 30, 2025 FOR FISCAL YEAR 2024-25 Paul A. Melikian, Assistant City Manager~
Nicole R. Zieba, City Manager w::=:

RECOMMENDATION
That the City Council receive, review, and file the Quarterly Investment Report for 4th Quarter Fiscal Year 2024-25, ending June 30, 2025, as required by the City's Investment Policy last adopted on January 14, 2025. No action is required other than to receive, review, and file the report.

EXECUTIVE SUMMARY
Portfolio earnings, net of fees, for 4th quarter ending June 30, 2025 total $1,631,625. Prior 4th quarter net portfolio earnings for the same 12-month period one year ago were $1,711,937, a record for the City. This year's Adopted Budget assumed $644,925 in interest earnings for the entire fiscal year; therefore, actual earnings are about 253% of budget at fiscal year-end. Earnings were 4. 7% less than last fiscal year primarily due to lower short-term interest rates.
1nterest earnings are expected continue a slow downward trend following short-term interest rates. In December 2024, the Federal Reserve ('Fed') reduced its benchmark rate by 0.25 percentage points amid cooling, but persistent, inflation. The Fed has now trimmed rates by 1 percentage point since September 2024, and although leaving rates unchanged in June 2025, they (Fed) are expected to deliver some level of reduction to the policy rate by the end of 2025. As a result, staff expects to continue earning strong interest earnings on idle public funds, though not quite at the same level as the last couple of years.

The attached investment/pooled cash report shows additional detail for cash balances by City fund . The 'treasury pool' for the City, representing the cumulative balance of all funds , totals $34, 152,883 as of June 30, 2025, slightly higher than cash on hand of $31,092,636 from last quarter ending March 31, 2025. The treasury pool from the same 12-month period one year ago was $35,288,301 as of June 30, 2024. The cash balances in individual City funds are at a point in time only, and do not reflect pending receivable or payable amounts.

BACKGROUND
All financial investment instruments are constantly monitored and assessed for safety, liquidity, and yield , in that order. It is important to note that the City's principal value of these investments is always secure, and the values that are being reported are the market values at a specific point in time. All investments in the portfolio are compliant with the City's current Investment Policy, and staff does not anticipate any issues regarding the City's ability to meet expenditure requirements for the next six months. (Government Code section 53646)
On January 14, 2025 the City Council approved the annual statement of investment policy. The policy includes a self-imposed, 'best practice' reporting requirement to implement a Government Finance Officers Association (GFOA) recommendation that an agency's investment policy explicitly require periodic reporting. The attached Pooled Cash Report for the end of 4th quarter fiscal year 2024-25 shows cash balances/market value and interest earnings for every cash account and investment vehicle as of June 30, 2025. It is important to note that the pooled cash report also includes restricted funds such as enterprise funds, deposits in trust, funds held for groundwater treatment, and RDA Successor Agency funds. Full account statements for all accounts are on file with the Administrative Services Department and available for inspection at any time.

Cash balances are pooled for investment and banking purposes, as it is not practical to have separate investment accounts for each City fund. Interest earnings are apportioned to each City fund based upon the percentage that a particular fund balance makes up of the total. For instance, if the City's General Fund balance was 10% of the total cash balances of the City, it would be credited with 10% of the investment interest earnings for the period.

It is recommended that the City Council receive and review the quarterly expense & travel report for elected and appointed officials as required by Resolution No. 2018-091 that established an Expense Reimbursement and Travel/Conference Policy for Elected and Appointed Legislative Body Officials.

EXECUTIVE SUMMARY
The Expense Reimbursement and Travel/Conference Policy for Elected and Appointed Legislative Body Officials provides that, official travel and credit card expense reports shall be provided quarterly to the City Council as a receive & review item on the Council's agenda.

Attached is a breakdown of City-paid travel and/or other expenses incurred by Elected and Appointed Legislative Body Officials for the period of April 1 through June 30, 2025.

It is in the best interests of the City that elected and appointed officials remain informed and trained in activities, developments and professional trends affecting the affairs of the City, and that attendance at institutes, hearings, meetings, conferences, or other gatherings is of value to the City and its citizens.

The Expense Reimbursement and Travel/Conference Policy applies to City Councilmembers and all appointed legislative body officials including Planning Commissioners, and other volunteer members of City boards, commissions, and committees.

The Policy is designed to provide guidance to elected and appointed legislative body officials on the use and expenditure of City resources, as well as the standards against which those expenditures will be measured, all in compliance with the requirements of AB 1234 (Government Code§§ 53232.2, 53233.3).

After being sworn in, any elected or appointed legislative official of the City is required to sign a statement formally acknowledging receipt and acceptance of the policy.
