This is due to the high amount of pedestrian volume that utilize that intersection to get to and from Grant School and Mountain View School. Mayor Tuttle said he wanted City staff to confirm with the school district if they would like a stop sign at this location. If Kings Canyon Unified would like a single stop sign, Council would recommend adding a crosswalk as well. Staff will conduct research and bring item back at a later meeting.

Council Member Arriaga motioned for a stop sign to be installed at C Street and 10th Street. The motion failed due to lack of a second.

After reviewing the information for E Street and 15th Street there was no motion made from council regarding this intersection.

RATIFY THE AUTHORIZATION FOR CITY MANAGER TO EXECUTE

AIRPORT CAPITAL IMPROVEMENT PROJECT (ACIP) FUNDING
SUMMARY FOR FISCAL YEARS (FY) 2027-2031 AND ALL

SUPPORTING DOCUMENTS TO THE FEDERAL AVIATION

ADMINISTRATION (FAA) CJ
Sarah Reid, Community Services Dire toNicole R. Zieba, City Manager ~

RECOMMENDATION
Ratify the authorization for City Manager to execute Airport Capital Improvement Project (ACIP) Funding Summary for Fiscal Years (FY) 2027-2031 and all supporting documents to the Federal Aviation Administration (FAA).

EXECUTIVE SUMMARY
The Airport Improvement Program (AIP) grant funding supports qualifying airports infrastructure projects such as runways, taxiways, airport signage, airport lighting and airport markings. The national Airports Capital Improvement Plan (ACIP) is an internal Federal Aviation Administration (FAA) document that serves as the primary planning tool for identifying and prioritizing critical airport development and associated capital needs for the National Airspace System. Participating airports, including the Reedley Municipal Airport, are required to submit an ACIP annually communicating to the FAA the funding priorities for the next five years.

Project priorities have remained consistent over the past few years with minimal changes.

Because of the increase in construction costs and limited discretionary funding currently available to the FAA, the Reedley Municipal Airport can only plan for projects that can be fully funded through the annual entitlement allocation or by local sponsor (City of Reedley) to cover any shortfalls. As a result, several projects identified over the five-year plan have been pushed out by one or two years to allow entitlement funding to buildup.

The project for FY26 is the construction phase for the Above-Ground Fuel Farm, which is the currently in the design phase for FY25. The FY27 is construction of the Runway End Lights, also being designed in FY25. The Runway Edge Light Replacement with LED Design/Build is planned for FY28, followed by an update to the Airport Layout Plan and Obstruction Survey in FY29. There is no project for FY30. In FY31 the Airport anticipated a Taxiway A Pavement Preservation project, including crack seal and seal coat design and construction . Per the FAA request, staff has also identified a Taxiway Edge Light Replacement with LED Design/Build in FY32.

FISCAL IMPACT
The Reedley Municipal Airport receives $150,000 annually in AIP entitlement funding. The Reedley Municipal Airport received an allocation of funding from the Bipartisan Infrastructure Law each fiscal year from 2022-2025 for a total amount of $585,000. Using these two funding sources available to the Reedley Municipal Airport, the FAA pays 90% of capital project costs and the Airport Enterprise Account pays 10% of the capital project costs. Each year the State of California determines if it can contribute 4.5% of capital project costs but this is never a guarantee. For years the funding is available, the local match decreases to 5.5%. The project costs for each fiscal year are included during the Proposed City of Reedley Annual Budget Process.

At the time the Grant Application for FY26 project is brought to the City Council, a breakdown of estimated construction costs will be provided in more detail.

PRIOR COMMISSION ACTIONS
The Airport Commission recommended approval for the Airport Capital lm.provement Project (ACIP) Funding Summary for Fiscal Years (FY) 2027-2031 at its meeting on November 20, 2025.

APPROVED:

RECOMMENDATION
Staff recommends that the City Council approve and authorize the City of Reedley City Manager to execute the amendment to Encroachment Agreement with Alta Irrigation District (AID) for the Vesting Tentative Subdivision Map No. 6488 (VTSM 6488) Project (Project).

EXECUTIVE SUMMARY
AID has an existing pipeline running in the north south direction along the west side of Buttonwillow Avenue that turns and heads east on the south side of Duff Avenue. The Project will install a new sewer main that will cross under the existing AID pipeline, that required an encroachment agreement be executed with AID. The original encroachment agreement that was approved called for a 15" ductile iron sewer main to be installed, however, it was found that ductile iron pipe is not made in 15" diameter, therefore, the pipe size had to be increased to a 16" diameter pipe. The amendment to encroachment agreement revises the pipe diameter from 15" to 16". Al D informed staff that this change would not hold up construction as it was just an amendment. Construction of this item was allowed by AID with this change and was performed the first week of December.

FISCAL IMPACT
There is no fiscal impact for this item as the developer is responsible for the fees associated with the AID encroachment permit.

TITLE: ADOPTION OF ORDINANCE 2025-005, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REEDLEY, ADDING CHAPTER 5
TO TITLE 6 OF THE REEDLEY MUNICIPAL CODE REGULATING
THE USE OF E-CONVEYANCES WITHIN CITY LIMITS.

SUBMITTED: Marc A. Ediger, Chief of Police QAPPROVED: Nicole R. Zieba, City Manager V

RECOMMENDATION
Staff recommends that the City Council approve the adoption of Ordinance No. 2025-005, adding chapter 5 to title 6 of the Reedley Municipal Code, regulating the use of econveyances (electric bicycles, electric scooters, etc.).

BACKGROUND
In recent years the City has experienced significant growth in the use of e-conveyances including e-bikes, e-scooters, and similar electric mobility devices. Alongside this growth, there is a rising incidence of collisions, injuries, and public safety concerns statewide. The purpose of the proposed ordinance is to establish clear, enforceable rules governing the -operation, equipment, and use of e-conveyances in Reedley, with the goals of:
• Reducing collisions , injuries, and fatalities
• Clarifying rider responsibilities and conduct
• Providing enforcement tools to the Police Department
• Encouraging safe use through education and regulation "E-bikes" and similar devices have seen rapid growth in purchase and use, driven by their convenience, affordability, and appeal as an expedient mode of transport, especially for school aged youth. Many jurisdictions in California and across the U.S. are grappling with how to integrate them into existing traffic systems while maintaining safety. Statewide data suggests a clear and upward trend in e-conveyance-related incidents:

Page 1 of 3 ends

to integrate them into existing traffic systems while maintaining safety. Statewide data suggests a clear and upward trend in e-conveyance-related incidents:
• According to UC San Francisco researchers, e-bicycle injuries doubled every year between 2017 and 2022, reflecting a steep rise in risk exposure. • Over that same period, e-bike riders presenting with head trauma increased nearly 49- fold (despite modest declines in helmet usage).
• In California, the number of reported accidents involving e-bikes rose from 184 in 2018 to 3,429 in 2023, a nearly 18-fold increase in five years. • Between 2018 and 2022, there were an estimated 104 fatalities nationwide linked to ebike crashes.

Under the California Vehicle Code, e-bikes are subject to certain classifications (Class 1, 2, 3) and operational rules (e.g., speed limits, helmet requirements for minors). However, many operational behaviors such as reckless riding, sidewalk use, trail speeding, equipment safety, and age restrictions beyond state minimums should be addressed at the local level. Several California cities have already adopted or proposed local econveyance ordinances (e.g. Santa Barbara; Laguna Beach; Lathrop) to fill these gaps.

In conjunction with the implementation of this proposed ordinance, the City will enact a speed limit of 10 miles per hour along the Rail to Trail, in its entirety. Safety concerns for pedestrians, bicyclists and e-conveyance operators sharing the trail space suggest the implementation of a speed limit. The City has the authority to enact speed limits on public trails and spaces to reduce safety concerns.

KEY AREAS AND PROVISIONS
Below is a summary of recommended components for the ordinance.

Topic Suggested Provision
Define "e-conveyance," "e-bike (Class
Definitions 1/2/3)," "motorized scooter," "operator,"
"unsafe operation," etc.

Potentially prohibit operation of certain
Age restrictions classes (e.g. throttle-equipped Class 3) by riders under a specified age (e.g. 16)
Rationale / Notes
Clear definitions avoid
ambiguity and aid
enforcement.

Youth are disproportionately
represented in injury data.

Helmet
requirement
Bridges gap between state law Require minor operators of e-conveyances and stricter local safety to wear properly secured helmets standards.

Cap speeds on bike paths, sidewalks,
Speed limits & multiuse trails to 10 mph, and prohibit
zones operation above certain speeds in
designated areas
Sidewalk access Prohibit operation of e-conveyances on
prohibition public sidewalks
Right-of-way &
yielding
Explicit rules for yielding to pedestrians,
signals, passing, safe distances
Helps protect pedestrians and
reduce high-speed collisions.

Pedestrian safety concern;
many collisions occur due to
sidewalk riding.

Reinforces safe interaction
among users.

Page 2 of 3 ends

Topic
Lighting &
equipment
lmpoundment /
confiscation
Fines &
penalties
Suggested Provision
Require front and rear lights, reflectors,
brakes,
Authorize law enforcement to impound econveyances used dangerously or by minors; release upon conditions (e.g.
parental retrieval, education)
Establish administrative fines, warnings,
and progressive penalties
Rationale / Notes
Ensures visibility and safe
operation in low light.

Provides enforcement teeth;
progressive consequences for
repeat offenders
Enables proportional
enforcement.

This ordinance is necessary to try to reduce the number and severity of collisions by curbing unsafe behaviors, controlling speeds, and improving rider awareness. Particularly vulnerable populations such as pedestrians, children and the elderly may benefit from stricter restrictions on sidewalk or trail riding, and speed control. Education and infrastructure support like signage, signage enforcement and increasing bike lanes will amplify safety benefits designed in this ordinance.

If approved, the roll out of this ordinance will establish a 30-day education period prior to enforcement for stakeholders. During this education period, the Police Department will generate education materials including rules, regulations, safety tips, and new signage recognition. The education will be administered through social media, local media, and educational information for schools to provide to their students.

FISCAL IMPACT
Infrastructure signage will incur one-time cost for production and installation along the Rail to Trail. The signage will enact a 10-mph speed limit across the length of the Trail.

PRIOR COUNCIL ACTIONS
A Public Hearing on the introduction and first reading of Ordinance 2025-005 was held at a regularly scheduled City Council meeting on November 18, 2025.

A. The purpose of this chapter is to regulate E-Conveyances within the city limits of Reedley.

B. The City supports the usage of Electric Bicycles, Electric Scooters, and other E-Conveyances as an alternative mode of transportation. The City also recognizes the increased usage has created safety concerns among operator interactions with other motorists and pedestrians, warranting a higher level of regulation.
6-5-2: Definitions
A. E-CONVEYANCE: any electric bicycle, electric scooter, electric skateboard, or other device propelled by an electric motor, and designed to convey one (1) or more people.

B. ELECTRIC BICYCLE: an electric bicycle, or "e-bike", which is a bicycle equipped with fully operable pedals and an electric motor of 750 watts or less, and is categorized by the following:

Class 1 - an electric bicycle equipped with a motor that provides assistance only when the rider is pedaling, and that ceases to provide assistance when the bicycle reaches a speed of 20 miles per hour.

Class 2 - an electric bicycle equipped with a motor that may be used exclusively to propel the bicycle, and that is not capable of providing assistance when the bicycle reaches a speed of 20 miles per hour.

Class 3 - an electric bicycle equipped with a motor that provides assistance only when the rider is pedaling, and that ceases to provide assistance when the bicycle reaches a speed of 28 miles per hour and is equipped with a speedometer.

C. ELECTRIC SCOOTER or E-SCOOTER: a two or three-wheeled device that has handlebars, has a floorboard that is designed to be stood upon when riding, and is powered by an electric motor. All E-Conveyances shall have reflectors on both wheels and on the rear of the EConveyance.

9. It shall be unlawful to transport a passenger on an E-Conveyance designed for a single person, or cling to or attach oneself to an E-Conveyance with an operator or rider on board, to any moving vehicle or motorized or non-motorized wheeled device.

10. Operators must obey all applicable California Vehicle Code requirements.

11. Operators shall allow the inspection of E-Conveyances upon lawful contact with police officers to determine if the rider is legally allowed to operate said E-Conveyance. 6-5-4: E-Conveyance Sales/Rentals

RECOMMENDATION
Adopt Resolution No. 2025-093, approving the Final Map for Tentative Parcel Map Application No. 2024-01.

EXECUTIVE SUMMARY
The owner of Tentative Parcel Map Application No. 2024-01 is requesting the City Council of the City of Reedley approve the final map associated with the application in accordance with the Reedley Municipal Code (RMC Section 11 .80.140).

BACKGROUND
Tentative Parcel Map Application No. 2024-01 was filed by Habitat for Humanity Fresno, Inc. and deemed complete by the Community Development on January 17, 2025. Tentative Parcel Map Application No. 2024-01 pertains to the subdivision of land from one 10,506 square foot vacant lot (APN 370-131 -07) located at 181 North Justine Avenue into two 5,253 square foot lots (Parcels 1 and 2) for single unit residential development. Proposed Parcels 1 and 2 would be approximately 50 feet in width by approximately 105 feet in depth . The Community Development Department has determined that the proposed project is consistent with the Low Density Residential General Plan Land Use Designation and the requirements and standards of the R-1-6 (Low Density Residentia0 Zone District.

The project location, 181 North Justine Avenue, is located on the west side of North Justine Avenue, north of the intersection of East Springfield Avenue and North Justine Avenue. The

Page 1 of 2 ends

subject property used to have a single residential unit on the property, but the house was demolished in 2019. Habitat for Humanity Fresno, Inc. purchased the vacant property in 2021 and is the current property owner and applicant of Tentative Parcel Map Application No. 2024-01.

On March 6, 2025, the City of Reedley Planning Commission reviewed and approved the applicant's request for a 2-lot subdivision at the above referenced property subject to the Conditions of Approval, dated March 6, 2025, which were attached to Planning Commission Resolution No. 2025-01. Since no appeals to this action were received during the 10-working day appeal period (Section 11.04.90), the final approval date of Tentative Parcel Map Application No. 2024-01 was March 21, 2025.

The existing parcel is surrounded by residential uses. Additionally, there is existing curb, gutter, and a driveway approach adjacent to the property along Justine Avenue. The single driveway approach will be removed and two driveway approaches will be installed along with sidewalk along the entire frontage of the two parcels. Future development of proposed lots 1 and 2 will also require tie in for water and sewer service for each lot, in accordance with City standards. Since the needed improvements off-site are minor, there is no need for an improvement agreement between the developer and the City of Reedley.

The City Surveyor and City Engineer have reviewed the final map submission for conformance to boundaries, public easement locations, dedications, closure calculations and other required information. The City Engineer has consequently found the map to be in substantial compliance to the tentative map approval, has determined that the improvements required for the development have been properly identified, and submits said map to the Council for their approval and consideration.

The developer has already annexed the property into the CFO as required within the agreement prior to final map recordation.

FISCAL IMPACT
All fees associated with the processing of Tentative Parcel Map Application No. 2024-01 were paid prior to Planning Commission action. Fees associated with the final map were paid prior to City Council consideration and action. The developer will pay for all development impact fees prior to issuance of a building permit.

ITEM NO: 7 ----
TITLE: ADOPT RESOLUTION NO. 2025-094 ESTABLISHING THE CITY'S INTENT

TO VACATE A STREET RIGHT OF WAY AND SETTING A TIME AND

PLACE FOR A PUBLIC HEARING THEREOF
SUBMITTED: Marilu S. Morales, P.E. , 1 \ l
City Engineer J.AY'
APPROVED: Nicole R. Zieb
City Manager

RECOMMENDATION
Adopt Resolution No. 2025-094 establishing the Reedley City Council's intent to vacate a portion of an undeveloped unnamed street that was dedicated as part of the Bloyd Subdivision and designate January 13, 2026 at 7:00 p.m. in the Reedley City Council Chambers as the time and place for a public hearing.

BACKGROUND
In 1920 as part of the Bloyd Subdivision two 30' streets were offered for dedication, however, were not improved. It is believed that the roads were dedicated in anticipation of residential traffic being able to access Manning Avenue from Myrtle Avenue, however, as development occurred along the southern side of Manning Avenue between Haney Avenue and Buttonwillow Avenue no additional street right of way was acquired, therefore the two streets will not access Manning Avenue. The western most street of the Bloyd Subdivision had additional right of way dedicated and was partially improved and designated as North Kady Avenue when the mini storage facility was developed. The other street, however, did not have any additional right of way dedicated and has remained a dirt road without a street name since it was originally dedicated.

The City was approached by the owner of the parcels to the west of the street dedication (APN 370-100-18 and 370-100-19) and asked if the road could be vacated because of the mess and track out that is created every time it rains as well as the dust during the summer.

The owner intends to improve the surface with gravel or decomposed granite. The parcel to the east of the street dedication (APN 370-100-60) has historically accessed the rear of its parcel through the existing street dedication, therefore, an ingress and egress easement will

Page 1 of 2 ends

be retained to allow the parcel to continue to access the rear portion of the parcel. In addition, an ingress and egress easement will be retained for APN 370-100-19 so that if in the future that parcel is sold it will still have access to Myrtle Avenue. The street dedication currently does not have any utilities within it, however, an easement for utilities will be established with the proposed vacation should the need arise for utilities to be provided to APN 370-100-19.

Such an easement will not impact the proposed improvements.

In accordance with Sections 8300 to 8363 of the California Streets and Highways Code, a public hearing is required for this proposed vacation. A tentative public hearing regarding the vacation of the roadway has been set for January 13, 2026. Property owners within a 300' radius will be notified of the upcoming hearing, with public notices also posted in the local newspaper for the two consecutive weeks preceding the hearing date. Signs will also be posted on-site with the required vacation and public hearing information.

FISCAL IMPACT
The City Surveyor fees and publication fees incurred for the road vacation will be paid through the General Fund. An indirect benefit to the City from the proposed right of way vacation is the savings it will realize from not installing the improvements in the future or maintaining said improvements.

PRIOR COUNCIL ACTIONS
No prior actions associated with the formal vacation of this right-of-way have taken place.

APPROVE AND AUTHORIZE THE CITY MANAGER TO SIGN ON BEHALF OF REEDLEY, A 10-YEAR AGREEMENT WITH AXON ENTERPRISE, INC.,

FOR BODY-WORN CAMERAS, TASERS, AXON SKY HERO DRONE

PACKAGE, ENHANCED REPORT WRITING AND TRANSLATION

TECHNOLOGIES, DIGITAL EVIDENCE MANAGEMENT, AND INTERVIEW ROOM SYSTEM; BEGINNING FEBRUARY 1, 2026 THROUGH JANUARY 31, 2036.

APPROVED: Nicole R. Zieba, City Manager

RECOMMENDATION
That the City Council approve and authorize the City Manager to sign on behalf of Reedley, a 10-year agreement with Axon Enterprise, Inc. for body-worn cameras, Tasers, Axon Sky Hero drone package, enhanced report writing and translation technologies, digital evidence management, and an Interview room system; beginning February 1, 2026 through January 31, 2036.

EXECUTIVE SUMMARY
In 2021, the Police Department entered into a five-year agreement with Axon Enterprise, Inc. to provide body-worn cameras (BWC), conducted energy weapons, commonly known as Tasers (CEWs), and Axon's digital evidence management platform. This partnership has been highly successful in supporting transparency, officer safety, and evidence reliability.

The current contract is nearing expiration, June 30, 2026. After reviewing available technology providers, assessing long-term costs, and evaluating operational needs, Axon remains the industry leader in law-enforcement technology, digital evidence systems, and emerging Al capabilities.

BACKGROUND
Axon has supported the Police Department with reliable technology, comprehensive training, and a unified evidence management system over the past five years. During the previous contract period, Axon systems enhanced:
• Patrol operations
• Investigations and case preparation
• Digital evidence reliability for prosecutors
• Transparency and community trust; resolution to complaints filed • Officer safety during high-risk encounters
Axon has also expanded its platform to include artificial intelligence (Al) tools that reduce administrative workload and increase operational efficiency for officers in the field, Detectives, the Property and Evidence Officer and Records.

The advancement in technology, and Axon platform capabilities have expanded significantly over the period of the previous contract. The new proposed agreement will include many of the advanced features that Axon is currently offering, providing the Department with the most up to date, efficient, legally compliant hardware and software available on the market. Listed are some of the key hardware and software components:

Body-Worn Cameras (BWC); 28 Units
• Latest-generation cameras with improved video, low-light performance, and integrated Al capabilities.
• Automatic activation features to capture critical incidents Tasers (CEWs); 28 Units
• Updated models with enhanced safety, accuracy, and reliability Axon Sky Hero Drone System; 1 Unit
• Unmanned aerial systems for tactical deployments, critical incidents, search-andrescue, and collision reconstruction Mobile Robotic Camera & Pole Camera; 1 Unit each
• Tools for confined spaces, hazardous environments, and surveillance operations Digital Evidence Management
• Continued use of Evidence.com with new Al enhancements • Unlimited cloud storage
• Secure, integrated workflows for all divisions and for prosecutors

Artificial Intelligence Integration
A major advancement in the new 10-year contract is Axon's integrated Al suite, designed to support officers in the field and streamline investigative and reporting processes.

Al Instant Translation (BWC)
• Real-time translation displayed on the body-worn camera • Enhances communication with non-English speaking residents • Supports de-escalation and improves overall service delivery Al-Assisted Report Writing
• Automatically derives information directly from an officer's body-worn camera • Creates a draft report using captured audio and video context • Officers maintain full control and finalize all narratives • Reduces administrative time, allowing officers more time in the field • Improves clarity, consistency, and completeness of documentation Al Evidence Management Enhancements
• Automated video tagging
• Improved search features
• Streamlined digital discovery for prosecutors
• Enhanced workflow for detectives and records staff
To ensure legal compatibility and maintain prosecutorial integrity, the Police Department consulted with the Fresno County District Attorney's Office regarding the use of Axon's Al technology. The District Attorney's Office fully supports the implementation of Axon's Al systems, noting that they have been receiving Al-assisted police reports from the Fresno Police Department for more than a year.

These reports meet all standards for evidentiary integrity and criminal filing . Al tools have improved readability, consistency, and the speed of case submissions. Officers will have authorship and final report approval, maintaining legal compliance. Supervisors will also be required, as standard practice, to review all reports. This endorsement provides confidence that the adoption of Al tools will be smooth, legally sound, and beneficial to investigative and prosecutorial workflows.

Hardware Replacement Cycle
Under the new agreement, Axon will replace all major hardware every 2½ years, ensuring that Officers have the most current and reliable technology, improved video quality, battery life, and device performance. The mid-agreement upgrade cycle will provide avoidance of large capital expenditures by the City to replace outdated hardware and software.

Page 3 of 4 ends

The software components will be upgraded within the agreement period to support ongoing Al and software advancements. This aggressive refresh cycle is a major value factor that keeps the department aligned with national best practices.

Cost Efficiency & Advantage of a 10-Year Agreement
The most prevalent benefit in negotiating with Axon for a 10- year services agreement provides "locked-in-pricing" for the term of the agreement, and prevents price inflation.

A 5-year agreement would most likely result in a 50-60% cost increase at renewal. The 10- year agreement avoids a mid-decade pricing spike and provides for predictable capital budgeting. The proposed agreement includes four full h-ardware refresh cycles, and ensures Officers are always using top-tier equipment at a fixed rate.

The Police Department has developed an MOU agreement, beginning in 2025, with the Reedley Fire Department, to provide 2 BWC / CEW's for the designated Fire Investigators, including all software and hardware benefits within the Axon agreement. This MOU provides the Fire Investigators with the same hardware equipment, software, District Attorney's Office portal for criminal case filings, and digital evidence management. The Police Department will conduct all required training and certifications required for Axon hardware components, with "certified in-house" Police Department instructors.

FISCAL IMPACT
The City has previously budgeted $85,000 annually for the past two years as an installment, under the current services agreement with Axon Enterprise. The past and current fiscal expenditures have been allocated within the Police portion of PSST. The newly proposed contract would require the following yearly fiscal allocations:

1. FY2026-27 ($120,066.70) Police PSST expenditure/ $4,500 allocated from Fire PSST

2. FY2027-28 ($119,920.92) Police PSST expenditure/ $4,500 allocated from Fire PSST

3. FY2028-29 ($119,920.92) Police PSST expenditure/ $4,500 allocated from Fire PSST

4. FY2029-30 ($119,920.92) Police PSST expenditure/ $4,500 allocated from Fire PSST

5. FY2030-31 ($119,920.92) Police PSST expenditure/ $4,500 allocated from Fire PSST

6. FY2031-32 ($119,920.92) Police PSST expenditure/ $4,500 allocated from Fire PSST

7. FY2032-33 ($119,920.92) Police PSST expenditure/ $4,500 allocated from Fire PSST

8. FY2033-34 ($119,920.92) Police PSST expenditure/ $4,500 allocated from Fire PSST

9. FY2034-35 ($119,920.92) Police PSST expenditure/ $4,500 allocated from Fire PSST

10. FY2035-36 ($119,921.00) Police PSST expenditure/ $4,500 allocated from Fire PSST • FY-25-26 ($3,000) Police PSST expenditure (Currently allocated in PSST 25-26 FY) The new 10-year services agreement would begin in February 2026, if approved. The current agreement with Axon ends June 30, 2025. This three-month overlap window would ensure a seamless installation and transition into the new hardware/ software technologies.

This would allow for minimal disruption for Officers in the field. AXON would require a $3,000 initial payment to begin the agreement and implementation. The initial installment of the new 10-year agreement would be due July 1, 2026.

INTRODUCTION OF ORDINANCE NO. 2025-007, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REEDLEY AMENDING SECTION 1-12-8 OF CHAPTER 12, OF TITLE 1 OF THE REEDLEY MUNICIPAL CODE

CONCERNING FINES ASSESSED FOR ADMINISTRATIVE CITATIONS

RECOMMENDATION
Staff recommends that the City Council approve the introduction of Ordinance No. 2025-007, an Ordinance of the City Council of the City of Reedley amending Section 1-12-8 of Chapter 12, of Title 1 of the Reedley Municipal Code concerning fines assessed for administrative citations.

BACKGROUND
On June 25, 2013, the City Council of the City of Reedley adopted Ordinance No. 2013-003 which established an administrative citation program. The creation of an administrative citation program allowed the City's enforcement officials to issue administrative citations for violations of the Reedley Municipal Code, as opposed to criminal citations. Administrative citations carry civil monetary penalties that are payable directly to the City. Since the establishment of the program, the citation amounts have not been updated, and the existing program does not reflect compliance with state law, particularly Gov. Code §§ 36900 and 53069.4, as amended.

The proposed ordinance seeks to amend the program by updating the schedule of fees. The maximum fine for a General Law City is $1,000. Currently, a citation for the first offense carries a lesser fine with fines escalating to the $1,000 maximum. The current schedule is $50-$100-$200-$500-$1,000. The schedule proposed in the ordinance is $250-$500-$1,000.

A typical violation under this schedule would include tall grass and weeds, graffiti, and or accumulation of garbage. For violations that are deemed infractions in the Reedley Municipal

Code, the maximum fine is $500, and not $1,000. An example of an infraction violation would be a violation of the noise ordinance.

Additionally, the proposed ordinance provides a schedule for building and safety code violations. The schedule provided for in the proposed ordinance is $130-$700-$1,300-$2,500.

The schedule is consistent and compliant with state law, specifically Gov Code § 36900.

There is no change proposed for penalties pertaining to fireworks and illegal dumping. Both violations are added to the ordinance for formatting purposes.

FISCAL IMPACT
There is no negative fiscal impact to the City.
