APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE
AWOS INSPECTION, VERIFICATION A MAINTENANCE SERVICES
AGREEMENT WITH EVEREST COMM NI 7 IONS
1/
Sarah Reid, Community Services Direc-0
Nicole R. Zieba, City Manager ~
RECOMMENDATION
Approve and authorize the City Manager to execute the AWOS Inspection, Verification and Maintenance Services Agreement with Everest Communications.
EXECUTIVE SUMMARY
An Automated Weather Observing System (AWOS) is a fully configurable airport weather system that provides continuous, real-time information on airport weather conditions. Reports generated by the system are available to pilots via phone, radio and the internet. This information is critical for pilots as they plan flights and prepare for the weather conditions they may encounter. The current AWOS at Reedley Municipal Airport was installed in 2022.
The Federal Aviation Administration (FAA) requires AWOS systems to undergo one annual verification and inspection, as well as two tri-annual verifications and inspections, performed by a certified technician. Since 2013, the City has maintained an AWOS Inspection, Verification, and Maintenance Services Agreement with AVCOM Company. Under this agreement, a technician would travel from Washington State and complete the required services within one day. The City was recently notified that AVCOM Company is transitioning its services out of California and recommended Everest Communications as a replacement provider. Everest Communications worked alongside AVCOM Company to become familiar with the City's AWOS.
Staff researched available AWOS service technicians within California. At this time, the manufacturer of the City-owned AWOS does not provide service technicians. With AVCOM Company no longer operating in California, Everest Communications represents the most viable service option.
The proposed service agreement with Everest Communications is very similar to the previous agreement with AVCOM Company. The primary difference is an increase of $2,161 per 1 inspection. Everest Communications is based in Arizona; unlike AVCOM Company, which traveled by air, Everest Communications will drive to California and requires an overnight stay.
To minimize costs, Everest Communications has coordinated service visits for multiple AWOS systems throughout California during a single trip, helping to reduce the overall fee increase.
FISCAL IMPACT
The AWOS Inspection, Verification, and Maintenance Services Agreement with Everest Communications will result in an additional annual cost of $2,161 to the Airport Enterprise Fund.

RECOMMENDATION
Staff recommends that the City Council hold the Second Reading and Adopt Ordinance No. 2025-007, an Ordinance of the City Council of the City of Reedley amending Section 1-12-8 of Chapter 12, of Title 1 of the Reedley Municipal Code concerning fines assessed for administrative citations.
BACKGROUND
On December 9, 2025, City Council unanimously approved Introduction and First Reading of Ordinance No. 2025-007. Ordinance No. 2025-007 seeks to amend the program by updating the schedule of fees. The maximum fine for a General Law City is $1,000. Currently, a citation for the first offense carries a lesser fine with fines escalating to the $1,000 maximum. The current schedule is $50-$100-$200-$500-$1,000. The schedule proposed in the ordinance is $250-$500-$1,000. A typical violation under this schedule would include tall grass and weeds, graffiti, and or accumulation of garbage. For violations that are deemed infractions in the Reedley Municipal Code, the maximum fine is $500, and not $1,000. An example of an infraction violation would be a violation of the noise ordinance.
Additionally, the proposed ordinance provides a schedule for building and safety code violations. The schedule provided for in the proposed ordinance is $130-$700-$1,300-$2,500.
The schedule is consistent and compliant with state law, specifically Gov Code § 36900.
There is no change proposed for penalties pertaining to fireworks and illegal dumping. Both violations are added to the ordinance for formatting purposes. The effective date for the new
schedule of fees is thirty days from the date of its adoption. Assuming the ordinance is adopted at the January 13th Council meeting, the effective date will be February 12, 2026.
FISCAL IMPACT
There is no negative fiscal impact to the City.

TITLE: ADOPT RESOLUTION 2026-001 OF THE CITY COUNCIL OF THE CITY OF REEDLEY
ADOPTING THE ANNUAL CITY STATEMENT OF INVESTMENT POLICY SUBMITTED: Paul A. Melikian, Assistant City Manager~
APPROVED: Nicole R. Zieba, City Manager ~
RECOMMENDATION
That the City Council Adopt Resolution No. 2026-001 approving the annual Statement of Investment Policy, last reviewed and adopted by the City Council on January 14, 2025.
BACKGROUND
Government Code Section 53646(a) requires that a public entity's investment policy be reviewed annually by the governing body or an investment committee. The City's present Investment Policy, Exhibit "A", was last reviewed in January 20Z5. An investment policy should identify the parameters of the investment function with the primary objectives being safety, liquidity and yield, in that order. These features are satisfied by the City's present policy, including a section on periodic reporting of portfolio performance. After reviewing the existing policy, staff has no recommended changes. The last revision was made in 2023, when the City Council approved the addition of "Shares of beneficial interest issued by a Joint Powers Authority" and the California Asset Management Program (CAMP) as permissible investment options for idle City funds. This investment vehicle has proved to be tremendously successful to take advantage of the favorable interest rate environment.
Portfolio Monitoring & Compliance
The Government Finance Officers Association (GFOA) recommends that an agency's investment policy explicitly require periodic reporting. Consistent with GFOA best practices, the Administrative Services Department will continue to prepare quarterly summary investment reports within 45 days after the close of each quarter, with an Annual Investment Report prepared and filed within 60 days of year end. Quarterly and annual reports have been, and will continue to be, presented to City Council as a 'Receive, Review and File' item. The City's Assistant City Manager position is identified in the attached resolution as authorized to invest funds and otherwise do all things necessary to implement the Statement of Investment Policy.
All financial investment instruments are constantly monitored and assessed for safety, liquidity and yield. The City's idle funds have historically been in principal safe investments that protect its pooled cash, such as money market accounts, rolling Certificates of Deposit through Multi-Bank Securities in various FDIC insured accounts, and the aforementioned California Asset Management Program. Adoption of this annual policy will allow staff to continue to ensure continued compliance, safety of principal, sufficient portfolio liquidity, and an acceptable yield for the City's idle cash balances.

CITY OF REEDLEY
STATEMENT OF INVESTMENT POLICY
PURPOSE
This Statement is intended to provide guidelines for the prudent investment of the City's temporary idle cash, and outline the policies for maximizing the efficiency of the City's cash management system.
The ultimate goal is to enhance the economic status of the City while protecting its pooled cash.
OBJECTIVE
The City's cash management system is designed to accurately monitor and forecast expenditures and revenues, thus enabling the City to invest funds to the fullest extent possible. The City attempts to obtain the highest yield obtainable as long as the investments meet the criteria established for safety and liquidity.
POLICY
The City of Reedley operates its temporary pooled idle cash investments under the Uniform Prudent Investor Act (Act) as generally described in California Probate Code section 16045, et. seq. The Act states, in essence, that "in investing ... property for the benefit of another, a trustee shall exercise the judgment and care, under the circumstances then prevailing, which men of prudence, discretion and intelligence exercise in the management of their own affairs ... ". This affords the City a broad spectrum of investment opportunities as long as the investment is deemed prudent and is allowable under current legislation of the State of California. Government Code (Section 53601) restricts the City from purchasing investment securities with a maturity length greater than five years unless prior legislative approval is given.
Investments may be made in the following media and as specifically outlined under Government Code Section 53601 :
• U.S. Treasury issues
• Federal Agency issues
• Supranational Securities as identified & defined by AB 1933 (2014) • Bonds, Notes
• Commercial Paper
• Bankers Acceptances
• Certificates of Deposits
• Repurchase Agreements and Reverse Repurchase Agreements • Local Agency Invest Fund Demand Deposits (State Pool) • Passbook Savings Account Demand Deposits
• Central San Joaquin Valley Risk Management Pooled Investment Fund • Shares of beneficial interest issued by a Joint Powers Authority • California Asset Management Program
Criteria for selecting investments and the order of priority are:
1. 2.
Safety. The safety and risk associated with an investment refers to the potential loss of principal, interest or a combination of these amounts. The City only operates in those investments that are considered very safe.
Liquidity. This refers to the ability to "cash in" at any moment in time with a minimal chance of losing some portion of principal or interest. Liquidity is an important investment quality especially when the need for unexpected funds occurs occasionally.
3. Yield. Yield is the potential dollar earnings an investment can provide, and sometimes is described as the rate of return.
Safekeeping. Securities purchased from brokers/dealers shall be held in third party safekeeping by the trust department of the local agency's bank or other designated third-party trust, in local agency's name and control, whenever possible.
Investment Objective. The cash management system of the City of Reedley is designed to accurately monitor and forecast expenditures and revenues, thus insuring the investment of monies to the fullest extent possible. Attempts to obtain highest interest yields possible as long as investments meet _the criteria required for safety and liquidity. The City strives to maintain the level of investment of all idle funds as near 100% as possible, through daily and projected cash flow determinations. Idle cash management and investment transactions are the responsibility of the City Treasurer/Finance Officer (Assistant City Manager).
Prudence. As it pertains to its pooled cash investments, the City adheres to the guidance provided by the "prudent investor standard," as set forth in Government Code section 53600.3, which specifically addresses public investing, as follows:
"Except as provided in subdivision (a) of Section 27000.3, all governing bodies of local agencies or persons authorized to make investment decisions on behalf of those local agencies investing public funds pursuant to this chapter are trustees and therefore fiduciaries subject to the prudent investor standard. When investing, reinvesting, purchasing, acquiring, exchanging, selling, or managing public funds, a trustee shall act with care, skill, prudence, and diligence under the circumstances then prevailing, including, but not limited to, the general economic conditions and the anticipated needs of agency, that a prudent person acting in a like capacity and familiarity with those matters would use in the conduct of funds of a like character and with like aims, to safeguard the principal and maintain the liquidity needs of the agency.
Within the limitations of this section and considering individual investments as part of an overall strategy, investments may be acquired as authorized by law".
The basic premise underlying the City's investment philosophy is, and will continue to be, to insure that money is always safe and available when needed.
Public Trust. All participants in the investment process shall act as custodians of the public trust.
Investment officials shall recognize that the investment portfolio is subject to public review and evaluation. The overall program shall be designed and managed with a degree of professionalism that is worthy of the public trust. In a diversified portfolio it must be recognized that occasional measured losses are inevitable, and must be considered within the context of the overall portfolio investment return, provided that adequate diversification has been implemented.
Ethics and Conflicts of Interest. Employees and officials involved in the investment process shall refrain from personal business activities that create a conflict of interest or the appearance of a conflict with proper execution of the investment program, or impairs their ability to make impartial investment decisions.
Reporting. Consistent with industry best practices, the City Treasurer/Finance Officer (Assistant City Manager) will prepare quarterly summary investment reports within 45 days after the close of each quarter, with an Annual Investment Report prepared and filed within 60 days of year end. Quarterly and annual reports will be presented to City Council as a Receive, Review and File item.

RECOMMENDATION
Adopt Resolution No. 2026-002 approving the vacation of a portion of an undeveloped unnamed street that was dedicated as part of the Bloyd Subdivision.
BACKGROUND
In 1920 as part of the Bloyd Subdivision two 30' streets were offered for dedication, however, were not improved. It is believed that the roads were dedicated in anticipation of residential traffic being able to access Manning Avenue from Myrtle Avenue, however, as development occurred along the southern side of Manning Avenue between Haney Avenue and Buttonwillow Avenue no additional street right of way was acquired, therefore the two streets will not access Manning Avenue. The western most street of the Bloyd Subdivision had additional right of way dedicated and was partially improved and designated as North Kady Avenue when the mini storage facility was developed. The other street, however, did not have any additional right of way dedicated and has remained a dirt road without a street name since it was originally dedicated.
The City was approached by the owner of the parcels to the west of the street dedication (APN 370-100-18 and 370-100-19) and asked if the road could be vacated due to the nuisance caused by it being undeveloped. The owner intends to improve the surface with gravel or decomposed granite. The parcel to the east of the street dedication (APN 370-100- 60) has historically accessed the rear of its parcel through the existing street dedication, therefore, an ingress and egress easement will be retained to allow the parcel to continue to
access the rear portion of the parcel. In addition, an ingress and egress easement will be retained for APN 370-100-19 so that if in the future that parcel is sold it will still have access to Myrtle Avenue. The street dedication currently does not have any utilities within it, however, an easement for utilities will be established with the proposed vacation should the need arise for utilities to be provided to APN 370-100-19. Such an easement will not impact the proposed improvements.
On December 9, 2025, City Council adopted Resolution No. 2025-094, stating the City of Reedley's intention to vacate a portion of an undeveloped unnamed street that was dedicated as part of the Bloyd Subdivision and setting a public hearing for January 13, 2026. Staff has complied with all proper public noticing and on-site postings in accordance with California Streets and Highways Code Section 8335. In addition, with the approval of the alley abandonment as required by CEQA law, an environmental Notice of Exemption will be filed with the Fresno County Clerks office.
FISCAL IMPACT
The City Surveyor fees and publication fees incurred for the road vacation will be paid through the General Fund. An indirect benefit to the City from the proposed right of way vacation is the savings it will realize from not installing the improvements in the future or maintaining_ said improvements.
PRIOR COUNCIL ACTIONS
On December 9, 2025, City Council adopted Resolution No. 2025-094, stating the City of Reedley's intention to vacate a portion of an undeveloped unnamed street that was dedicated as part of the Bloyd Subdivision and setting a public hearing for January 13, 2026.

APPROVE THE REQUEST FROM REEDLEY LITTLE LEAGUE TO
WAIVE CITY OF REEDLEY PARK FEES ASSOCIATED WITH THE USE OF CAMACHO PARK FO 2 25 LITTLE LEAGUE SEASON
Sarah Reid
Nicole R. Zieba
City Manager
RECOMMENDATION
Approve the request from Reedley Little League to waive City of Reedley park fees associated with the use of Camacho Park for the 2025 Little League season.
EXECUTIVE SUMMARY
On December 15, 2025, staff received a request from the Reedley Little League President indicating the League's inability to remit payment to the City of Reedley for fees associated with its use of Camacho Park. The League reports that the lack of a fully functioning snack bar, along with a shortage of sponsors, has significantly impacted its financial stability. Reedley Little League had intended to host a tournament in late November, with proceeds designated to cover outstanding City fees; however, due to stormy weather, the park was unusable and the tournament was cancelled.
Under the City of Reedley's adopted fee structure, qualifying non-profit youth organizations are subject to 20% of applicable City fees, with the remaining 80% waived pursuant to City Council Resolution No. 2012-020. Qualifying leagues are not charged for practice time but are subject to fees for snack bar use, use of park lighting, and field use on game days. For the 2025 season, Reedley Little League's total fees are $3,292.88.
Reedley Little League relies heavily on snack bar operations at Camacho Park as a primary fundraising source. For the past two seasons, snack bar sales have been limited due to Fresno County Health Department regulations. As part of the Camacho Park rehabilitation funded through the State of California's 2018 Parks Bond Act, the snack bar will be upgraded 1 to meet current health regulations. The site plan has already been approved by the Fresno County Health Department through the Camacho Park project design process. However, Reedley Little League will experience one additional season of limited snack bar operations, with full functionality anticipated for the 2027 season.
Staff recommends waving the 2025 fees due to the issues outside of Little Leagues control.
BACKGROUND
Resolution No. 2012-020 was adopted by City Council on March 27, 2012, establishing guidelines for City co-sponsorship of Special Events and Youth Sports Events. The City of Reedley co-sponsors events for qualifying, Reedley-based non-profit youth sports organizations by waiving 80% of applicable City fees, services, and equipment costs, including:
A. Park use fees for games and tournaments (excluding fundraisers) B. Utility fees, including park lighting
C. Other facility fees, such as Community Center use for meetings
FISCAL IMPACT
Waiving the City of Reedley park rental fees for the 2025 Reedley Little League season will result in a a loss of park revenue totaling $3,292.88 to the General Fund.

RLL outstanding debt
I am writing regarding the outstanding debt our league currently has with the city.
At this time, our league is financially unable to remit payment. The lack of a fully functioning snack bar and a shortage of sponsors are significantly impacting our financial stability.
We had planned to host a tournament in late November and use the proceeds to make a substantial payment. Unfortunately, we were unable to do this because of rain, as the park's location makes it particularly susceptible to flooding.
Is there a way to defer this payment over the next few years? Once we have a fully operational snack bar, we would be able to commit to paying $1,000 per year.

SUBMITTED: Rodney L. Horton, Director

RECOMMENDATION
Staff and the Reedley Planning Commission recommends that the City Council conduct a public hearing and take the following actions:
A) Adopt Ordinance No. 2025-004, an Ordinance of the City Council of the City of Reedley Approving Rezone Application No. 2025-01 and Authorizing the Amendment of the Official Zoning Map of the City of Reedley
EXECUTIVE SUMMARY
Ordinance No. 2025-004 (Rezone Application No. 2025-01) pertains to the reclassification of approximately 39.7 acres consisting of four parcels (APN 370-040-10, 370-040-22, 370-040- 23, 370-40-13) from agricultural use (AL20) within Fresno County to the R-1-6 (Low Density Residential) zone district upon annexation into Reedley City Limits. The proposed zoning designation is consistent with the proposed general plan amendment as well as the existing Low Density Residential General Plan Planned Land Use Designation of the remaining project area.
PROJECT DESCRIPTION
The project proposes to develop 166 single-unit homes on lots with varying sizes. The size of the proposed lots will vary from a minimum of 5,002 square feet to a maximum of approximately 11,111 square feet. The average lot size is approximately 5,561 square feet. The proposed
project also includes one 2-acre storm drain basin and seven (7) outlets. Two access points are proposed for the project area, the first access point will be located on South Buttonwillow Avenue and the second access point is proposed to be located on East North Avenue.
The project site parcel is situated within the County of Fresno's jurisdiction and is currently zoned by the County as Exclusive Agricultural (AE20). This zone district is intended to be an exclusive district for agricultural and for those specified uses which are necessary and an integral part of the agricultural operation. The proposed project includes pre-zoning approximately 39.7 acres into the R-1-6 (Low Density Residential) zone district. With an approved General Plan Amendment Application No. 2025-01, the proposed pre-zoning for the proposed project remains consistent with the GPU Planned Land Use and Zoning District Consistency Matrix (GPU, Table 2-4, Page 30).
Through the adoption of Ordinance No. 2025-004 and upon the completion of the annexation process, the parcel would have a R-1-6 (Low Density Residential) zone district designation.
The density range in the R-1-6 (Low Density Residential) zone district is four to eight dwelling units per acre with a minimum parcel size of 5,000 square feet. According to Section 10.10.010 of the Reedley Municipal Code, the intended purpose of the R-1-6 (Low Density Residential) zone district is to allow for a mixture of housing types and densities in newly developing and predominantly low-density residential areas of the City. These zone districts allow one-unit dwellings and encourage missing middle housing types (i.e., two-unit and three-unit dwellings), as well as complimentary human services land uses on a variety of parcel sizes. For example, public and private schools are permitted by-right within the R-1-6 (Low Density Residential) zone district.
ENVIRONMENTAL REVIEW
The City of Reedley has conducted an environmental analysis for the above-described project (Environmental Assessment No. 2025-05). The project has been determined to be a subsequent project that is not fully within the scope of the certified Program Environmental Impact Report (SCH No. 2010031106) prepared for the Reedley General Plan 2030 Update (GPU). Therefore, the City of Reedley, as the lead agency, adopted a Mitigated Negative Declaration for this project through City Council Resolution No. 2025-084 on December 9, 2025.
FINANCIAL IMPACT
The project applicant has paid all applicable entitlement application fees. The Fresno Local Agency Formation Commission annexation application and processing fees will also be paid by the applicant.

APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH VANIR CONSTRUCTION MANAGEMENT, INC. FOR THE CITY OF REEDLEY CIVIC CENTER IMPROVEMENT PROJECT PHASES 1 & 2 FOR A COST NOT TO EXCEED $114,720

RECOMMENDATION
It is recommended that the City Council approve and authorize the City Manager to execute a professional services agreement with Vanir Construction, Inc. for the City of Reedley Civic Center Improvement Project Phases 1 & 2 for a cost not to exceed $114,720.
EXECUTIVE SUMMARY
The public sector regularly uses construction management services to oversee and coordinate a wide range of projects, including infrastructure, government buildings, and parks and recreation facilities. The use of these services is a well-established practice and a key project delivery method, especially for smaller public entities.
On December 9, 2025 the City Council received an update on available project delivery methods for the new City Hall facility located at 936 G Street. After research, staff recommends proceeding with a Progressive Design-Build method as it provides the best approach for an extensive renovation of a 46- year-old structure that was specifically built to be a bank and medical offices that will serve as Reedley's City Hall/Civic Center for the next generation. This project will require the expertise of a construction management firm with experience with complex renovation projects. Vanir Construction Management, Inc. (Vanir) has experience managing complex progressive design-build projects, and is currently working on a similar project for the City of Los Banos, which also involves renovation of a former bank building into a Civic Center.
For a cost not to exceed $114,720, Vanir will use the recently completed preliminary design for 936 G Street, and work with staff to develop initial cost estimates throughout the design process to develop a preliminary project budget. Vanir will also conduct an extensive marketing process that includes meeting individually with well qualified architects and contractors to advise them about the upcoming project. At the conclusion of this phase, Vanir will lead the Request for Qualifications (RFQ) process, working extensively with prospective architect-builder teams, and assisting the City in qualifying, scoring, and selecting the architect-builder team for recommendation to the City Council.
After selection, Vanir will oversee the design effort, verify all cost estimates developed by the architectbuilder team, and manage the project schedule. Importantly, Vanir will assist the City in negotiating the guaranteed maximum price for the project, which is the final step before the City makes the decision to move forward with the construction and financing phases.
BACKGROUND
Under the Progressive Design-Build method, the project will be broken down into two primary phases: an initial design phase and a second phase for final design and construction. This method promotes a high level of collaboration between the City and the selected design-build team. The attached services agreement is for the first phase only, for $114,720. The proposed construction management fee of $339,800 for the second phase of final design, construction, and closeout is included for reference; however, will not be brought forward for approval until the City is ready to move forward with final design and construction.
Working with Vanir, the City will ultimately select a design-builder team based on their qualifications and experience with the design criteria and the budget target. The City, Vanir, designer, and contractor will work together to advance the design, with the contractor providing early input on constructability and cost.
A Guaranteed Maximum Price (GMP) for the entire project is negotiated and agreed upon once the design has progressed to a certain point, typically around 40-60%. Once the GMP is established, the project is brought before the City Council. Upon approval, the team moves into the final design and construction phase, which would include securing appropriate outside financing.
The City will maintain more control and oversight throughout the process and works as a partner with the chosen design-builder team . The City will have an "offramp" which can be utilized prior to start of construction if the parties cannot agree on a final cost of the work.
Estimated Project Timeline
It is anticipated that the selection & award of design-build team can occur by late spring 2026, then allowing approximately 5-6 months for design, partial interior demo, testing, and estimating. The City and Vanir would then work towards negotiating the GMP for the entire project. Staff would also concurrently begin evaluating financing options and begin underwriting for debt issuance. The project timeline will be refined as more variables are known.
FISCAL IMPACT
The funding source for the initial phases of construction management services will come from the $500,000 in the General Fund allocated in this year's budget for the City Hall Expansion project, which was a placeholder appropriation to continue progress on planning & design, repairs, and preliminary construction activities. The line item is currently being used to continue parallel progress on both the City Hall/Civic Center and the future Reedley City Council Chamber locations. It is anticipated that staff will bring forward a project update in early spring 2026 to reconcile the existing budget with the next phases of project costs for both project locations.

Throughout the design process Vanir will prepare cost estimates to confirm the design is in line with budget requirements and will recommend changes should they be required to maintain budget. These cost estimates occur at the completion of the following phases of design:
o 50% Schematic Design (Conceptual Estimate)
o 50% Construction Documents (PDBE Estimate verification) Throughout the entire design process Vanir will be focused on Value Engineering the design. We will be continuously evaluating the impact of the decisions being made by the project team from a cost perspective. This will include not only looking at initial cost but evaluating the overall lifecycle cost. Success during the construction phase depends on the establishment and implementation of proper project controls systems along with the establishment of positive working relationships. Vanir will strive to establish trust among all team members and to keep their focus on the overall success of this project. With the participation and approval by the City, Vanir will complete the following tasks:
Task #1 - Submittal Procedures: Vanir will establish and maintain the formal process for submission and tracking of project documents including submittals, RFI's, proposed change orders, change orders, payment requests, schedule updates and all other contractually required documents.

The final portion of this report will be a certificate of payment which will be executed by Vanir, the architect and the contractor and transmitted to the City for use in payment to the PDBE.
Task #8 - Change Order Processing System: Vanir will establish and implement a change order processing system. All owner requested changes will first be set forth in a document from the architect outlining in detail the change and accompanied by technical drawings and specifications, if necessary. A request for proposal will be transmitted to the PDBE by Vanir and a detailed breakdown of cost and time will be prepared by both the contractor and Vanir prior to
negotiation of the change order. Vanir will evaluate the PDBE's proposed cost and will make a formal recommendation regarding acceptance of the proposal for a change order.
Task #9 -Negotiation of Change Order Costs and Time Extensions: Vanir, in conjunction with the CoR, will negotiate change order costs and time extensions on behalf of the CoR. V anir will advise the CoR of acceptability of price and time extension prior to the execution of any change order.
Task #10 - Claims Avoidance : Claims avoidance has the highest priority at Vanir, and we are proud of our record of performance in this area. Honest parties can have reasonable, justifiable disagreements over construction claims issues and still resolve these matters by maintaining a professional demeanor. Our team believes that disputes should be resolved at the earliest possible time and that they should be resolved fairly. When disputes do arise, our approach is to research the facts around the issue thoroughly, bring all parties involved to the table, discuss the matter and reach resolution. In our efforts to bring amicable resolution to disputes, we have used several alternative dispute resolution procedures such as Dispute Resolution Boards and Mediation.
Task #11 - Instruction Manuals & Training: Prior to the conclusion of construction Vanir will work with the contractor and subcontractors to obtain all written material such as operations and maintenance manuals, warranties and guarantees for all equipment installed in the project. These will be transmitted to the appropriate the CoR staff for review prior to scheduling operations and maintenance training.
Task #12 - Record Documents: Vanir will perform coordination and expediting functions in connection with the contractor's obligation to provide "record" documents. Although the transmittal of final record documents takes place at the end of the project it is imperative that this activity be monitored from the beginning of construction to assure accurate documents are available.

ADOPT RESOLUTION NO. 2026-004 OF THE CITY COUNCIL OF THE CITY OF
REEDLEY REVISING THE SALARY AND BENEFIT SCHEDULE FOR
UNREPRESENTED EMPLOYEES
Paul A. Melikian, Assistant City Manage~
Nicole R. Zieba, City Manager ~
RECOMMENDATION
It is recommended that the City Council consider and adopt Resolution No. 2026-004 to modify certain employment related benefits for full-time Unrepresented staff and recognize an existing job classification.
BACKGROUND
Benefits for unrepresented employees - those not covered by an existing collective bargaining agreement - are periodically reviewed for modifications needed to ensure that the operational needs of the organization are being met. This review has resulted in two recommended revisions.
Senior Building Inspector
The Senior Building Inspector is an existing job classification (title) on the Master Salary Table; however, it is not listed on the Unrepresented Staff Salary & Benefits Resolution. Given that this classification is anticipated to be utilized this year, staff recommend adding it to the resolution as a Mid-Management position.
Supervising Executive Management
The existing resolution has four designations of management employees: City Manager, Assistant City Manager, Executive Management and Mid-Management. Staff propose to establish a new designation of Supervising Executive Management to further distinguish positions that direct and supervise staff as part of their ongoing responsibilities as a City department head. The City Manager, Assistant City Manager, and Supervising Executive Management positions would receive an additional five days of Administrative Leave annually as a means of assuring the recruitment and retention of highly capable and qualified department heads. Positions designated as Executive Management would receive one additional day of Administrative Leave.
FISCAL IMPACT
There is no direct cost to the City with either modification. The only potential cost would occur if the employee chose not to use their leave, in which case the nominal leave amount would be contributed to the employee's 457(b) deferred compensation plan at the end of each fiscal year.

TITLE: QUARTERLY EXPENSE & TRAVEL REPORT FOR ELECTED AND APPOINTED OFFICIALS - OCTOBER 1, 2025 THROUGH DECEMBER 31, 2025
SUBMITTED: Paul A. Melikian, Assistant City Manager
APPROVED: Nicole R. Zieba, City Manager
RECOMMENDATION
It is recommended that the City Council receive and review the quarterly expense & travel report for elected and appointed officials as required by Resolution No. 2018-091 that established an Expense Reimbursement and Travel/Conference Policy for Elected and Appointed Legislative Body Officials.
EXECUTIVE SUMMARY
The Expense Reimbursement and Travel/Conference Policy for Elected and Appointed Legislative Body Officials provides that, official travel and credit card expense reports shall be provided quarterly to the City Council as a receive & review item on the Council's agenda.
Attached is a breakdown of City-paid travel and/or other expenses incurred by Elected and Appointed Legislative Body Officials for the period of October 1 through December 31, 2025.
BACKGROUND
It is in the best interests of the City that elected and appointed officials remain informed and trained in activities, developments and professional trends affecting the affairs of the City, and that attendance at institutes, hearings, meetings, conferences, or other gatherings is of value to the City and its citizens.
The Expense Reimbursement and Travel/Conference Policy applies to City Councilmembers and all appointed legislative body officials including Planning Commissioners, and other volunteer members of City boards, commissions, and committees.
The Policy is designed to provide guidance to elected and appointed legislative body officials on the use and expenditure of City resources, as well as the standards against which those expenditures will be measured, all in compliance with the requirements of AB 1234 (Government Code§§ 53232.2, 53233.3).
After being sworn in, any elected or appointed legislative official of the City is required to sign a statement formally acknowledging receipt and acceptance of the policy.

TITLE: RECEIVE, REVIEW, AND FILE THE QUARTERLY INVESTMENT REPORT FOR SECOND QUARTER ENDING DECEMBER 31, 2025 FOR FISCAL YEAR 2025-26 SUBMITTED: Paul A. Melikian, Assistant City Manage¥
APPROVED: Nicole R. Zieba, City Manager
RECOMMENDATION
That the City Council receive, review, and file the Quarterly Investment Report for 2nd Quarter Fiscal Year 2025-26, ending December 31 , 2025, as required by the City's Investment Policy last adopted on January 14, 2025. No action is required other than to receive, review, and file the report.
EXECUTIVE SUMMARY
Portfolio earnings, net of fees, for 2nd quarter ending December 31 , 2025 total $579,554. Prior 2nd quarter net portfolio earnings for the same 12-month period one year ago were $860,869, a record for the City.
This year's Adopted Budget assumes $1 ,152,800 in interest earnings for the entire fiscal year; therefore, actual earnings are 50.3% of budget at the end of the second quarter. Earnings are less than last fiscal year, primarily due to lower short-term interest rates and lower cash balances that are available to invest.
Interest earnings are expected continue a slow downward trend following short-term interest rates. The Fed further cut its benchmark rate by a quarter point to 3.50%-3.75% at its December meeting, the third such cut since September 2025. At that meeting, Fed policymakers signaled that they expect to lower rates just once in 2026. As of now, staff expects to continue earning interest earnings on idle public funds consistent with budgeted levels, and not at the same level as the last couple of years.
The attached investment/pooled cash report shows additional detail for cash balances by City fund. The 'treasury pool ' for the City, representing the cumulative balance of all funds, totals $29,117,907 as of December 31, 2025, higher than cash on hand of $27,305,047 from last quarter ending September 30, 2025. The treasury pool from the same 12-month period one year ago was $31 ,045,234 as of December 31 , 2024. The cash balances in individual City funds are at a point in time only, and do not reflect pending receivable or payable amounts.
BACKGROUND
All financial investment instruments are constantly monitored and assessed for safety, liquidity, and yield , in that order. It is important to note that the City's principal value of these investments is always secure, and the values that are being reported are the market values at a specific point in time. All investments in the portfolio are compliant with the City's current Investment Policy, and staff does not anticipate any issues regarding the City's ability to meet expenditure requirements for the next six months. (Government Code section 53646)
On January 14, 2025 the City Council approved the annual statement of investment policy. The policy includes a self-imposed, 'best practice' reporting requirement to implement a Government Finance Officers Association (GFOA) recommendation that an agency's investment policy explicitly require periodic reporting . The attached Pooled Cash Report for the end of 2nd quarter fiscal year 2025-26 shows cash balances/market value and interest earnings for every cash account and investment vehicle as of December 31, 2025. It is important to note that the pooled cash report also includes restricted funds such as enterprise funds, deposits in trust, funds held for groundwater treatment, and RDA Successor Agency funds. Full account statements for all accounts are on file with the Administrative Services Department and available for inspection at any time.
Cash balances are pooled for investment and banking purposes, as it is not practical to have separate investment accounts for each City fund. Interest earnings are apportioned to each City fund based upon the percentage that a particular fund balance makes up of the total. For instance, if the City's General Fund balance was 10% of the total cash balances of the City, it would be credited with 10% of the investment interest earnings for the period.
