EXECUTIVE SUMMARY
There are minor proposed changes to the Expanded Learning Program (ELP) budgets and services for the 2026-2027 school year. Due to budget constraints, the high school internship program will conclude at the end of the school year and will not extend into the summer, as it has in previous years. Staff anticipate that this will become standard practice moving forward .
Kings Canyon Unified School District (KCUSD) has requested a modification to the district's summer learning program. In prior years, the KCUSD Summer Learning Program operated during morning hours, concluding at 11 :45 a.m., followed by the ELP summer program beginning at lunchtime. For the upcoming summer, ELP will operate as a full-day program from 7:30 a.m. to 5:15 p.m., with KCUSD staff pulling small groups of students for targeted summer learning support throughout the day.
The goal of this new structure is to increase participation by encouraging students to attend the full-day program. Incentives will include weekly field trips, as well as a culminating field trip at the end of the July summer program for qualifying students. To be eligible for weekly 2 field trips, students must attend the ELP program at least four out of five days each week. As this is a new format, ELP partners, including the City, Community Youth Ministries (CYM), and KCUSD, are collaborating closely to finalize program details for the summer.
The City of Reedley will continue its support during the regular school year by providing two employees at Washington Elementary and three employees at T. L. Reed School. These staff members work closely with school administrators to support daily operations. The City of Reedley is responsible for the hiring,_ tra~ning, and ongoing supervision of these employees.
As the agreements also cover summer programming, funding to provide recreational swim opportunities for ELP participants has been included in the ELP Memorandum of Understanding (MOU) for June 2027. The requested funding will support 12 days of programming, from June 14 through June 30, 2027. City of Reedley aquatics staff will be scheduled to supervise all recreational swim activities.
During the 2027 ELP summer program, the City of Reedley will continue to accept interns through the Summer Work Experience Program (SWEP) at both Washington Elementary and T. L. Reed School. This program differs from the ELP High School Internship Program, as KCUSD serves as the lead agency for student recruitment, orientation, and compensation.
The City of Reedley schedules SWEP participants within the summer ELP program to work alongside paid staff in support roles. SWEP interns are limited to 100 hours between June 8 and June 30, 2026. The City of Reedley has experienced success with this program and intends to continue serving as a placement site .
. BACKGROUND
Since 2006, the City of Reedley has played a pivotal role in delivering services in the ELP at T.
L. Reed School and Washington Elementary. Over the years, these programs have evolved to align with the district's shifting priorities and funding sources, ensuring that student needs remain at the forefront of services offered.
Historically, funding for these initiatives was primarily provided through the After School Education and Safety (ASES) program. However, in the 2021 -2022 academic year, the State introduced the Expanded Learning Opportunity Program (ELOP) funding. This new funding model was designed to supplement Proposition 49 ASES funding, eliminating waiting lists, facilitating transportation to and from program sites, and expanding services to include Transitional Kindergarten students. This evolution has significantly enhanced program accessibility and comprehensiveness, ensuring that a greater number of students can benefit from extended learning opportunities.
FISCAL IMPACT
Program details and budget amounts are assumed in the City of Reedley Proposed 2026-27 Fiscal Year Budget.

RECOMMENDATION
Staff recommends that the Reedley City Council adopt Resolution No. 2026-030 requesting and authorizing the Fresno County Clerk to provide the election services for the upcoming November 3, 2026, consolidated general municipal election.

Every election year, the Fresno County Clerk's office requires that Council adopt a resolution as their formal request to the Fresno County Board of Supervisors for the consolidation of the local and statewide elections, including a request for them to provide services relating to the conduct of the municipal election. The attached resolution would request the Board of Supervisors of the County of Fresno to consolidate said election with the Statewide General Election pursuant to Part 2 of Division 10 of the Elections Code of the State of California and render specified services to the City of Reedley relating to the conduct of a municipal election.
FISCAL IMPACT
Staff estimates and has budgeted $10,000 in the 2026-27 budget based on three District Candidates. Fresno County is unable to provide actual cost at this time because the city election will be consolidated with the statewide election and information is not available to them at this time.
