ITEM NO: 3 ----
TITLE: RECOMMENDATION OF REJECTION OF CLAIM -ARNULFO CASTILLO SUBMITTED: Elizabeth Amaya, Accountant .c:¥)-..
REVIEWED: Paul A. Melikian, Assistant City Manager 1v,v,- APPROVED: Nicole R. Zieba. City Manager
RECOMMENDATION
That the City Council reject a claim initially received from Arnulfo Castillo on March 9, 2026. The claim was referred to Acclamation Insurance Management Services (AIMS) for investigation and recommendation to the City.
BACKGROUND
The claim form alleges that the gate at the entrance of Cricket Hollow Park was not secured properly and caused damage to Mr. Castillo's vehicle. The claim was forwarded to AIMS for further investigation and recommendation to the City.
Based upon their investigation, the City of Reedley police report noted that as Mr. Castillo approached the southbound turn into park entrance. He did not notice that the gate was partially closed and drove into it, causing damage to his vehicle. AIMS found no evidence of negligence and/or liability on the part of the City of Reedley and has therefore recommended that the claim be rejected.
Pursuant to Government Code Section 912.4, the City Council must act upon a claim within 45 days after receipt. If there is no official action by Council, the claim is deemed to be rejected on the last day.
Denial by minute order action provides a clearly defined rejection date and allows AIMS to begin their investigation and take appropriate action to resolve the claim in a timely manner.

Based upon their investigation, AIMS found no evidence of negligence and/or liability on the part of the City of Reedley because there was no notice or reports of the defect before the incident. AIMS has therefore recommended that the claim be rejected.

ITEM NO: 5 ----
TITLE: RECOMMENDATION OF REJECTION OF CLAIM -ALINA JUAREZ SUBMITTED: Elizabeth Amaya, Accountant €¥\-
REVIEWED: Paul A. Melikian, Assistant City Manager~
APPROVED: Nicole R. Zieba. City Manager
RECOMMENDATION
That the City Council reject a claim initially received from Alina Juarez on March 11, 2026. The claim was referred to Acclamation Insurance Management Services (AIMS) for investigation and recommendation to the City.
BACKGROUND
The claim form alleges that on March 10, 2026, the sprinklers from C.F. Mueller Park sprayed Ms.
Juarez's vehicle, causing water spots that would not come off after multiple washes. The claim was forwarded to AIMS for further investigation and recommendation to the City.
Upon initial investigation, the sprinklers located at C.F. Muller Park were not malfunctioning. They had been manually turned on that day by Parks Maintenance staff to perform a routine inspection, and the wind had carried the water mist onto the claimant's vehicle.
In addition, the City's third-party claims administrator, AIMS, found no evidence of negligence and/or liability on the part of the City of Reedley. AIMS has therefore recommended that the claim be rejected.

0 EXECUTE A LEASE
THE AVIATION
Approve and authorize City Manager to sign a Lease of Airport Premises for Adventures in the Sky Aviation.
EXECUTIVE SUMMARY
In late March, staff received an inquiry expressing interest in establishing office space and an operational presence for Adventures in the Sky Aviation at the Reedley Municipal Airport. The proposed operation would initially base one to two aircraft at the airport to support a one-onone instructional training model. This individualized approach provides personalized, safetyfocused flight instruction while maintaining an efficient operational footprint that avoids the congestion commonly associated with larger flight schools.
Adventures in the Sky Aviation is seeking to expand its operations beyond its existing locations at Chandler Airport and Sierra Sky Park. The proposed Reedley location would allow the organization to better serve the growing interest and demand for aviation instruction in the communities surrounding Reedley.
Classroom space is currently available within the pilot's lounge facility. This area was previously utilized for a flight school program and more recently served as office space. The space has recently become available, making the timing of this request favorable. The requested area would provide a dedicated location for pre-flight inspections, flight instruction, and student briefings.
As part of the proposed agreement, Adventures in the Sky Aviation would utilize one to two shaded aircraft tie-down spaces at the rates established in the City of Reedley Master Fee Schedule.
Adventures in the Sky Aviation also maintains an established partnership with Reedley College and Valley Regional Occupational Program, through which it provides discovery flights and aviation-related educational opportunities. There is no concern from Reedley College with the addition of the flight school.
Staff recognizes that this proposed operation could provide benefits to the Reedley Municipal Airport beyond the collection of monthly rental revenue. The operation is expected to increase fuel sales, generate additional aircraft activity, enhance community engagement, and further improve the visibility and utilization of the airport.
FISCAL IMPACT
The monthly rent for the classroom space will be $200. Tie-down rental fees will be charged in accordance with the rates established in the City of Reedley Master Fee Schedule. Adventures in the Sky Aviation will be subject to any future fee adjustments adopted by the City Council through the Master Fee Schedule. The classroom rental rate will also be subject to the same percentage increases applied to the tie-down rental fees.

4 (2) Submitted a substantially incorrect or incomplete report to the County; or 5 (3) Improperly performed any of its obligations under this MOU. 6 6.2 Termination without Cause. In circumstances other than those set forth above, the 7 County may terminate this MOU by giving at least 30 days advance written notice to the City. 8 6.3 No Penalty or Further Obligation. Any termination of this MOU by the County 9 under this Article 6 is without penalty to or further obligation of the County. 10 Article 7

The County may conduct or participate in its own defense without affecting the City's 18 obligation to indemnify and hold harmless or defend the County. 19 7.2 Survival. This Article 7 survives the termination of this MOU. 20 Article 8

Article 9
Inspections, Audits, and Public Records
Inspection of Documents. The City shall make available to the County, and the 26 County may examine at any time during business hours and as often as the County deems 27 necessary, all of the City's records and data with respect to the matters covered by this MOU, 28 excluding attorney-client privileged communications. The City shall, upon request by the 5 1 County, permit the County to audit and inspect all of such records and data to ensure the City's 2 compliance with the terms of this MOU.
3 9.2 Public Records. The County is not limited in any manner with respect to its public 4 disclosure of this MOU or any record or data that the City may provide to the County. The 5 County's public disclosure of this MOU or any record or data that the City may provide to the 6 County may include but is not limited to the following:
7 (A) The County may voluntarily, or upon request by any member of the public or 8 governmental agency, disclose this MOU to the public or such governmental agency. 9 (B) The County may voluntarily, or upon request by any member of the public or 10 governmental agency, disclose to the public or such governmental agency any record or 11 data that the City may provide to the County, unless such disclosure is prohibited by 12 court order.
13 (C) This MOU, and any record or data that the City may provide to the County, is 14 subject to public disclosure under the Ralph M. Brown Act (California Government Code, 15 Title 5, Division 2, Part 1, Chapter 9, beginning with section 54950). 16 (0) This MOU, and any record or data that the City may provide to the County, is 17 subject to public disclosure as a public record under the California Public Records Act 18 (California Government Code, Title 1, Division 7, Chapter 3.5, beginning with section 19 6250) ("CPRA").
20 (E) This MOU, and any record or data that the City may provide to the County, is 21 subject to public disclosure as information concerning the conduct of the people's 22 business of the State of California under California Constitution, Article 1, section 3, 23 subdivision (b).
24 (F) Any marking of confidentiality or restricted access upon or otherwise made with 25 respect to any record or data that the City may provide to the County shall be 26 disregarded and have no effect on the County's right or duty to disclose to the public or 27 governmental agency any such record or data.
28 6
1 9.3 Public Records Act Requests. If the County receives a written or oral request 2 under the CPRA to publicly disclose any record that is in the City's possession or control, and 3 which the County has a right, under any provision of this MOU or applicable law, to possess or 4 control, then the County may demand, in writing, that the City deliver to the County, for 5 purposes of public disclosure, the requested records that may be in the possession or control of 6 the City. Within five business days after the County's demand, the City shall (a) deliver to the 7 County all of the requested records that are in the City's possession or control, together with a 8 written statement that the City, after conducting a diligent search, has produced all requested 9 records that are in the City's possession or control, or (b) provide to the County a written 10 statement that the City, after conducting a diligent search, does not possess or control any of 11 the requested records. The Contractor shall cooperate with the County with respect to any 12 County demand for such records. If the City wishes to assert that any specific record or data is 13 exempt from disclosure under the CPRA or other applicable law, it must deliver the record or 14 data to the County and assert the exemption by citation to specific legal authority within the 15 written statement that it provides to the County under this section. The City's assertion of any 16 exemption from disclosure is not binding on the County, but the County will give at least 10 17 days' advance written notice to the Contractor before disclosing any record subject to the City's 18 assertion of exemption from disclosure. The City shall indemnify the County for any court19 ordered award of costs or attorney's fees under the CPRA that results from the City's delay, 20 claim of exemption, failure to produce any such records, or failure to cooperate with the County 21 with respect to any County demand for any such records. 22 Article 10
23 General Terms
24 10.1 Modification. Except as provided in Article 6, "Termination and Suspension," this 25 MOU may not be modified, and no waiver is effective, except by written agreement signed by 26 both Parties. The City acknowledges that County employees have no authority to modify this 27 MOU except as expressly provided in this MOU.
28 7
10.2 Non-Assignment. Neither Party may assign its rights or delegate its obligations 2 under this MOU without the prior written consent of the other Party. 3 10.3 Governing Law. The laws of the State of California govern all matters arising from 4 or related to this MOU.
5 10.4 Jurisdiction and Venue. This MOU is signed and performed in Fresno County, 6 California. The City consents to California jurisdiction for actions arising from or related to this 7 MOU, and, subject to the Government Claims Act, all such actions must be brought and 8 maintained in Fresno County.

Unless otherwise specified, "days" means calendar days. 13 10. 7 Headings. The headings and section titles in this MOU are for convenience only and 14 are not part of this MOU.
15 10.8 Severability. If anything in this MOU is found by a court of competent jurisdiction to 16 be unlawful or otherwise unenforceable, the balance of this MOU remains in effect, and the 17 Parties shall make best efforts to replace the unlawful or unenforceable part of this MOU with 18 lawful and enforceable terms intended to accomplish the parties' original intent. 19 10.9 Nondiscrimination. During the performance of this MOU, the City shall not 20 unlawfully discriminate against any employee or applicant for employment, or recipient of 21 services, because of race, religious creed, color, national origin, ancestry, physical disability, 22 mental disability, medical condition, genetic information, marital status, sex, gender, gender 23 identity, gender expression, age, sexual orientation, military status or veteran status pursuant to 24 all applicable State of California and federal statutes and regulation. 25 10.10 No Waiver. Payment, waiver, or discharge by the County of any liability or obligation 26 of the City under this MOU on any one or more occasions is not a waiver of performance of any 27 continuing or other obligation of the City and does not prohibit enforcement by the County of any 28 obligation on any other occasion.
8 1 10.11 Entire MOU. This MOU, including its exhibits, is the entire MOU between the City 2 and the County with respect to the subject matter of this MOU, and it supersedes all previous 3 negotiations, proposals, commitments, writings, advertisements, publications, and 4 understandings of any nature unless those things are expressly included in this MOU. If there is 5 any inconsistency between the terms of this MOU without its exhibits and the terms of the 6 exhibits, then the inconsistency will be resolved by giving precedence first to the terms of this 7 MOU without its exhibits, and then to the terms of the exhibits. 8 10.12 No Third-Party Beneficiaries. This MOU does not and is not intended to create any 9 rights or obligations for any person or entity except for the Parties. 10 10.13 Authorized Signature. The City represents and warrants to the County that:
11 (A) The Contractor is duly authorized and empowered to sign and perform its 12 obligations under this MOU.

The parties agree that this MOU may be executed by 16 electronic signature as provided in this section.
17 (A) An "electronic signature" means any symbol or process intended by an individual 18 signing this MOU to represent their signature, including but not limited to (1) a digital 19 signature; (2) a faxed version of an original handwritten signature; or (3) an electronically 20 scanned and transmitted (for example by PDF document) version of an original 21 handwritten signature.
22 (B) Each electronic signature affixed or attached to this MOU (1) is deemed 23 equivalent to a valid original handwritten signature of the person signing this MOU for all 24 purposes, including but not limited to evidentiary proof in any administrative or judicial 25 proceeding , and (2) has the same force and effect as the valid original handwritten 26 signature of that person.
27 28
9 1 (C) The provisions of this section satisfy the requirements of Civil Code section 2 1633.5, subdivision (b), in the Uniform Electronic Transaction Act (Civil Code, Division 3, 3 Part 2, Title 2.5, beginning with section 1633.1 ).
4 (D) Each Party using a digital signature represents that it has undertaken and 5 satisfied the requirements of Government Code section 16.5, subdivision (a), 6 paragraphs (1) through (5), and agrees that each other Party may rely upon that 7 representation.
8 (E) This MOU is not conditioned upon the Parties conducting the transactions under 9 it by electronic means and either party may sign this MOU with an original handwritten 10 signature.
11 10.15 Counterparts. This MOU may be signed in counterparts, each of which is an 12 original, and all of which together constitute this MOU. 13 [SIGNATURE PAGE FOLLOWS]

Insurance Requirements
1. Required Policies
Without limiting the County's right to obtain indemnification from the City or any third parties, Contractor, at its sole expense, shall maintain in full force and effect the following insurance policies throughout the term of this Agreement.
(A) Commercial General Liability. Commercial general liability insurance with limits of not less than Two Million Dollars ($2,000,000) per occurrence and an annual aggregate of Four Million Dollars ($4,000,000). This policy must be issued on a per occurrence basis.
Coverage must include products, completed operations, property damage, bodily injury, personal injury, and advertising injury. The City shall obtain an endorsement to this policy naming the County of Fresno, its officers, agents, employees, and volunteers, individually and collectively, as additional insureds, but only insofar as the operations under this Agreement are concerned. Such coverage for additional insureds will apply as primary insurance and any other insurance, or self-insurance, maintained by the County is excess only and not contributing with insurance provided under the City's policy. (B) Automobile Liability. Automobile liability insurance with limits of not less than One Million Dollars ($1,000,000) per occurrence for bodily injury and for property damages.
Coverage must include any auto used in connection with this Agreement. (C) Workers Compensation. Workers compensation insurance as required by the laws of the State of California with statutory limits.
(D) Employer's Liability. Employer's liability insurance with limits of not less than One Million Dollars ($1,000,000) per occurrence for bodily injury and for disease.
If the Contractor is a governmental entity, it may satisfy the policy requirements above through a program of self-insurance, including an insurance pooling arrangement or joint exercise of powers agreement.
2. Additional Requirements
(A) Verification of Coverage. Within 30 days after the City signs this Agreement, and at any time during the term of this Agreement as requested by the County's Risk Manager or the County Administrative Office, the City shall deliver, or cause its broker or producer to deliver, to the County Risk Manager, at 2220 Tulare Street, 16th Floor, Fresno, California 93721, or [email protected], and by mail or email to the person identified to receive notices under this Agreement, certificates of insurance and endorsements for all of the coverages required under this Agreement. (i) Each insurance certificate must state that: (1) the insurance coverage has been obtained and is in full force; (2) the County, its officers, agents, employees, and volunteers are not responsible for any premiums on the policy; and (3) the City has waived its right to recover from the County, its officers, agents, employees, and volunteers any amounts paid under any insurance policy required by this Agreement and that waiver does not invalidate the insurance policy.
B-1
Exhibit B
(ii) The commercial general liability insurance certificate must also state, and include an endorsement, that the County of Fresno, its officers, agents, employees, and volunteers, individually and collectively, are additional insureds insofar as the operations under this Agreement are concerned. The commercial general liability insurance certificate must also state that the coverage shall apply as primary insurance and any other insurance, or self-insurance, maintained by the County shall be excess only and not contributing with insurance provided under the City's policy.
(iii) The automobile liability insurance certificate must state that the policy covers any auto used in connection with this Agreement.
(B) Acceptability of Insurers. All insurance policies required under this Agreement must be issued by admitted insurers licensed to do business in the State of California and possessing at all times during the term of this Agreement an A.M. Best, Inc. rating of no less than A: VI I.
(C) Notice of Cancellation or Change. For each insurance policy required under this Agreement, the Contractor shall provide to the County, or ensure that the policy requires the insurer to provide to the County, written notice of any cancellation or change in the policy as required in this paragraph. For cancellation of the policy for nonpayment of premium, the City shall, or shall cause the insurer to, provide written notice to the County not less than 10 days in advance of cancellation . For cancellation of the policy for any other reason, and for any other change to the policy, the City shall, or shall cause the insurer to, provide written notice to the County not less than 30 days in advance of cancellation or change. The County in its sole discretion may determine that the failure of the City or its insurer to timely provide a written notice required by this paragraph is a breach of this Agreement.
(D) County's Entitlement to Greater Coverage. If the City has or obtains insurance with broader coverage, higher limits, or both, than what is required under this Agreement, then the County requires and is entitled to the broader coverage, higher limits, or both.
To that end, the City shall deliver, or cause its broker or producer to deliver, to the County's Risk Manager certificates of insurance and endorsements for all of the coverages that have such broader coverage, higher limits, or both, as required under this Agreement.
(E) Waiver of Subrogation. The City waives any right to recover from the County, its officers, agents, employees, and volunteers any amounts paid under the policy of worker's compensation insurance required by this Agreement. The City is solely responsible to obtain any policy endorsement that may be necessary to accomplish that waiver, but the City's waiver of subrogation under this paragraph is effective whether or not the City obtains such an endorsement.
(F) County's Remedy for City's Failure to Maintain. If the City fails to keep in effect at all times any insurance coverage required under this Agreement, the County may, in addition to any other remedies it may have, suspend or terminate this Agreement upon the occurrence of that failure, or purchase such insurance coverage, and charge the cost of that coverage to the City. The County may offset such charges against any amounts owed by the County to the City under this Agreement.
B-2
Exhibit B
(G) Subcontractors. The City shall require and verify that all subcontractors used by the City to provide services under this Agreement maintain insurance meeting all insurance requirements provided in this Agreement. This paragraph does not authorize the City to provide services under this Agreement using subcontractors.

TITLE: ADOPT RESOLUTION NO. 2026-011 ADOPTING THE ANNUAL APPROPRIATIONS LIMIT FOR FISCAL YEAR 2026-27
SUBMITTED: Sandra Rodriguez, Accountant#'
REVIEWED: Paul Melikian, Assistant City Manager -
APPROVED: Nicole R. Zieba, City Manager
RECOMMENDATION
That the City Council adopt Resolution No. 2026-011 establishing the 2026-27 fiscal year Appropriations Limit at $29,825,634.
BACKGROUND
California Proposition 4, the "Gann Limit" Initiative (1979), created Article XIIIB of the State Constitution placing limits on the amount of revenue, which can be spent by all entities of government. Proposition 4 became effective for the 1980-81 fiscal year; however, the formula for calculating the limits was based on the 1978-79 "base year" revenues. Proposition 111, approved by the voters in June 1990, provided new adjustment formulas to make the Appropriations Limit more responsive to local growth issues.
The Appropriations Limit applies to "all taxes levied by and for" an agency. This would include revenue received from property tax, sales tax, business license tax, motor vehicle fines, etc. It does not include Enterprise-Fund revenues or successor redevelopment agency's tax increment revenues. (Redevelopment Agencies did not have the power to levy a property tax and were therefore exempt from the Appropriations Limit requirements.)
Article XIIIB of the California Constitution specifies that each city, when calculating their Appropriations Limit, may choose the growth in the California Per Capita Income or the growth in the non-residential assessed valuation due to new construction within the City and the population growth of the City or that of Fresno County. These are both annual elections.
For the 2026-27 Appropriations Limit, the City has used the change in California's per capita personal income and the population growth of the City of Reedley. Proposition 111 requires a review of the Appropriations Limit during the annual financial audit. The limit applies both to appropriation of tax proceeds and taxes received. For Fiscal Year 2025-26, both revenues and appropriations are anticipated to be well within that year's Constitutional limit of $28,255,019. For Fiscal Year 2026-27, it is estimated that both revenues and appropriations will be far less than the 2026-27 Constitutional limit of $29,825,634. There is no fiscal impact to the City.
RESOLUTION NO. 2026-011-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REEDLEY ADOPTING THE ANNUAL APPROPRIATIONS
LIMIT FOR FISCAL YEAR 2026-27
WHEREAS, Article XIIIB of the California Constitution requires cities to adopt annual appropriations limits; and
WHEREAS, Government Code Section 7910 requires each local government to establish its appropriation limit by resolution each year at a regularly scheduled meeting or a noticed special meeting; and
WHEREAS, the annual adjustment factors used in determining the appropriations limit requires a recorded vote of the City Council; and
WHEREAS, any challenge to the appropriations limit must be brought within 45 days of the effective date of this resolution.
NOW, THEREFORE, BE IT RESOLVED THAT the Appropriations Limit for the fiscal year 2026- 27 is hereby set at $29,825,634 and that one copy of the Appropriations Limit Worksheet, attached hereto and made a part hereof, describes how the appropriations limit was computed.
BE IT FURTHER RESOLVED THAT the City of Reedley has used the change in California's per capita personal income and the City of Reedley's population growth as annual adjustment factors for determining the Appropriations Limit, but that these factors may change in the future should other pertinent information become available.
BE IT FURTHER RESOLVED THAT any challenges to said Appropriations Limit must be filed in writing with the City Manager by no later than 45 days after the adoption of this Resolution. If challenges are made, the matter shall be set for hearing before the City Council at its next regularly scheduled meeting.

OFFICE OF THE DIRECTOR
May 1, 2026
Dear Fiscal Officer:
Price Factor and Population Information
Appropriations Limit
California Revenue and Taxation Code section 2227 requires the Department of Finance to transmit an estimate of the percentage change in population to local governments.
Each local jurisdiction must use their percentage change in population factor for January 1, 2026, in conjunction with a change in the cost of living, or price factor, to calculate their appropriations limit for fiscal year 2026-27. Attachment A provides the change in California's per capita personal income and an example for utilizing the factors to calculate the 2026-27 appropriations limit. Attachment B provides the city and unincorporated county population percentage change. Attachment C provides the population percentage change for counties and their summed incorporated areas. The population percentage change data excludes federal and state institutionalized populations and military populations.
Population Percent Change for Special Districts
Some special districts must establish an annual appropriations limit. California Revenue and Taxation Code section 2228 provides additional information regarding the appropriations limit. Article XIII B, section 9(C) of the California Constitution exempts certain special districts from the appropriations limit calculation mandate. Special districts required by law to calculate their appropriations limit must present the calculation as part of their annual audit. Any questions special districts have on this requirement should be directed to their county, district legal counsel, or the law itself. No state agency reviews the local appropriations limits.
Population Certification
The population certification program applies only to cities and counties. California Revenue and Taxation Code section 11005.6 mandates Finance to automatically certify any population estimate that exceeds the current certified population with the State Controller's Office. Finance will certify the higher estimate to the State Controller by June 1, 2026. Please note: The prior year's city population estimates may be revised.
The per capita personal income change is based on historical data.
If you have any questions regarding this data, please contact the Demographic Research Unit at (916) 323-4086.

A. Price Factor: Article XIII B specifies that local jurisdictions select their cost of living factor to compute their appropriation limit by a vote of their governing body. The cost of living factor provided here is per capita personal income. If the percentage change in per capita personal income is selected, the percentage change to be used in setting the fiscal year 2026-27 appropriation limit is:

TITLE: APPROVE AND AUTHORIZE CITY MANAGER TO EXECUTE A LEASE OF AIRPORT PREMISES FOR Fl BASED OPERATOR
SUBMITTED: Sarah Reid
Community Services Dire
APPROVED: Nicole R. Zieba 1 A /
City Manager /J\/
RECOMMENDATION
Approve and authorize City Manager to execute a Lease of Airport Premises for Fixed Based Operator at the Reedley Municipal Airport.
EXECUTIVE SUMMARY
In early January 2026, the City of Reedley released a Request for Qualifications (RFQ) seeking a Fixed Base Operator (FBO) for the Reedley Municipal Airport to oversee and manage the City-owned fuel farm and provide additional airport-related services. Proposals were due on February 4, 2026, and the City received submissions from two interested candidates.
A selection committee consisting of City staff and a representative from the Airport Commission was established to review and evaluate the proposals. Following completion of the initial scoring process, the committee determined that interviews were necessary to gain a better understanding of the scope of services each candidate proposed beyond those identified in the RFQ. Interviews were conducted on March 19, 2026, after which the committee recommended entering into negotiations with Veterans Brothers Aviation.
The proposed agreement includes the following key terms:
• Monthly rent in the amount of $600, which includes use of the FBO hangar, office space, briefing space, and four tie-down spaces.
• An initial lease term of five years, with two additional five-year extension options. • Veterans Brothers Aviation will be responsible for maintaining the grounds and amenities within the fenced area of the Reedley Municipal Airport, as outlined on Pages 4 and 5 of the agreement.
1 • Within 60 days of agreement execution, Veterans Brothers Aviation will complete repairs to damaged drywall and roof areas in the front office and briefing space, perform interior painting, and install new flooring in the office and briefing space. In addition, insulation on the hangar walls shall be repaired or replaced within six months of agreement execution.
• Veterans Brothers Aviation shall have the right and responsibility to utilize the FBO hangar, office space, briefing space, and four tie-down spaces. for aircraft maintenance, inspections, administrative functions, and daily operational support.
BACKGROUND
Following the sudden passing of Fixed Base Operator Carl Smith, the City of Reedley took immediate action to ensure continuity of essential airport services for tenants and patrons. To address this need, the City entered into an Interim Agreement with Skyleader North America, Inc. on September 9, 2025. The agreement authorized temporary use of the FBO hangar and the first row of tie-down spaces located north of the hangar. This interim agreement is scheduled to terminate on May 29, 2026.
FISCAL IMPACT
The proposed lease will generate annual rental revenue in the amount of $7,200. In addition, the site maintenance responsibilities assigned to Veterans Brothers Aviation are expected to reduce Airport Enterprise Fund expenses by eliminating the need for routine discing of fenced airport property areas approximately three to four times annually, as well as reducing City staff time associated with cleaning and maintaining the restrooms and pilot's lounge.
PRIOR COMMISSION ACTIONS
At its regular meeting on May 14, 2026, the Airport Commission recommended approval of the Lease of Airport Premises for Fixed Base Operator services with Veterans Brothers Aviation and expressed support for the proposed operation at the Reedley Municipal Airport.

Transient parking which has been $5 for many years will see an increase to $10 which compares to many surrounding airports. Director Reid shared this is a more drastic increase but to keep the enterprise account in a healthy standing to fund larger projects such as the Fuel Farm and Runway Lights, the increase is needed to sustain the costs . New to the Master Fee Schedule are two new rates , Emergency Services which will be negotiable per situation and Aviation Fuel Surcharge, for those choosing to bring their own fuel.
