Purpose of Report
The purpose of this report is to provide research and recommendations for use by the Department of Transportation (Caltrans) 2006 Standard Plans Electrical Systems – Lighting Standards and Signal and Lighting Standards (from ES-6A to ES-6G, ES-7A to ES-7H) (referred as Caltrans 2006 Traffic Signal Standards) for traffic signal and lighting projects in the City of Palm Springs.
In 2004, Caltrans revised the design for signal and lighting standards from 80 m/h (129 km/h) to 100 m/h (161 km/h) wind velocity rating. Caltrans continued to revise the standard plans in 2006, 2010, 2015 and 2018, increasing the sizes of the poles and foundations but utilizing the same wind velocity rating of 100 m/h (161 km/h). The design changes between Caltrans 2006 Traffic Signal Standards and Caltrans 2018 Traffic Signal Standards are that Caltrans 2018 poles and standards use the updated design specification from the American Association of State Highway and Transportation Officials (AASHTO) and better accommodate a current array of signal arm attachments commonly used such as five sections signal heads.
The City of Los Angeles has its own Special Provisions and Standard Drawings “Red Book” Manual (see Exhibit A) that includes 100 m/h traffic signal poles with foundation details t hat follow Caltrans 2006 Traffic Signal Standard Plans. In addition to the City of Los Angeles, other cities are using Caltrans 2006 Traffic Signal Standards when they are replacing existing poles and arms.
Recommendations
Albert A. Webb Associates (WEBB) performed research on the Caltrans 2006 Traffic Signal Standards by contacting Caltrans Office of Engineers, agencies who still use Caltrans 2006 Traffic Signal Standards, traffic signal manufacturers, and traffic signal contractors and have provided following recommendations.
WEBB recommends the City of Palm Springs to adopt 2006 Standard Plans Electrical Systems–Lighting Standards and Signal and Lighting Standards (from ES-6A to ES-6G, ES-7A to ES-7H) as the City’s Standards for traffic signal and lighting projects in the City of Palm Springs.
Most agencies automatically follow the latest Caltrans Standard without investigation or review as to why the size of the new standard poles is increased greatly or if there is any fault with the previous traffic signal standards or Caltrans 2006 Traffic Signal Standards. There are still existing Caltrans 2006 Traffic Standard poles within cities and whenever there are knockdowns, cities will install Caltrans 2006 Traffic Standard poles as replacements if possible. This shows there are no known safety issues with installing Caltrans 2006 Traffic Standard poles and it is merely the city’s preference to choose which Caltrans Standard poles to be installed. The City of Los Angeles does not see the need to change to Caltrans 2018 Traffic Signal Standard because Caltrans 2006 Traffic Signal Standard poles perform similarly to the new standard poles. Caltrans representatives, City engineers, traffic signal manufacturer representatives, and traffic signal contractors have confirmed there are no reported safety issues or failures when Caltrans 2006 poles and foundations are properly installed.
Traffic Signal Poles Caltrans 2006 Standards Recommendations 2 Caltrans 2006 Traffic Signal Standard poles have the same wind velocity rating (100 mph) as the Caltrans 2018 Standard poles even though the sizes of the poles and foundations for Caltrans 2006 Traffic Signal Standard are smaller. This means the Caltrans 2006 Traffic Signal Standard poles can withstand 100 mph wind velocity and are rated the same as the Caltrans 2018 Trafic Signal Standard poles. Downtown Palm Springs has smaller intersections with many adjacent businesses and large palm trees. Many utilities were installed underground. Larger foundations could lead to many construction complications such as utility relocations and removal of palm trees. Installation of Caltrans 2006 Traffic Signal Standard foundations, which are smaller in diameter, reduces underground utility and palm tree conflicts. The large Caltrans 2018 Traffic Signal Standard poles in smaller downtown intersections won’t look visually appealing as smaller poles. Besides reduced utility and tree conflicts and improved aesthetics, Caltrans 2006 Traffic Signal Standard poles may cost less and may have less procurement time. Here are some pros and cons of Caltrans 2006 Traffic Signal Standards.
Pros of Caltrans 2006 Traffic Signal Standards
1. Traffic signal pole foundations are the smaller sizes thus reducing utility and object conflict.
2. Appropriately designed for typical three traffic signal head and other traffic signal equipment installation.
3. Traffic signal poles are smaller in diameter and are aesthetically pleasing for smaller or downtown intersections.
4. Cost less compared to Caltans 2018 Traffic Signal Standards.
5. Shorter procurement time compares to Caltrans 2018 Traffic Signal Standards.
Cons of Caltrans 2006 Traffic Signal Standards
1. They may not accommodate a current array of signal arm attachments commonly used such as five sections signal heads, video detection, and signs.
2. Cannot be used in Caltrans right-of-way.
There are two possible cons for Caltrans 2006 Traffic Standard poles as shown above. However, there are solutions to eliminate the first disadvantage. Even though Caltrans 2018 Traffic Signal Standard poles are more accommodating for the newer versions of signal equipment additions such as video detection, EVP , and CCTV cameras due to their increased size, virtually all signal equipment additions are with Caltrans 2006 Traffic Standard poles. Equipment mounts and brackets are generally fully customizable to fit various pole dimensions. There will be no compatibility issues when installing signal equipment additions to Caltrans 2006 Traffic Signal Standard poles.
We recommend two methods to use the Caltrans 2006 Traffic Signal Standards (from ES-6A to ES-6G, ES-7A to ES-7H) for future traffic signal projects; one method is to get the City Council to adopt Caltrans 2006 Traffic Signal Standards as traffic signal standards and the second method is to create a City of Palm Springs Standard Manual for traffic signal equipment following the Caltrans 2006 Standard.

Stan Johnson, Caltrans Signs and Overhead Structures Senior Technical Specialist, stated design changes between Caltrans 2006 Traffic Signal Standards and Caltrans 2018 Traffic Signal Standards are that Caltrans 2018 poles and standards use the updated design specification from AASHTO and better accommodate the current array of signal arm attachments commonly used, such as five sections signal heads. Fatigue design requirements and updated foundation design parameters are the main reasons behind the increased pole and foundation sizes. He also mentioned structures on the Caltrans right-of-way and the national highway system would typically need to comply with the latest edition of Caltrans standards and their implementation requirements. Other local agencies constructing in their right-of-way would likely have the freedom to decide on what standards to use except where restricted by state or federal laws or regulations.
There is no reported wind load induced failures of the Caltrans 2006 Traffic Signal Standard poles.
Caltrans 2006 Traffic Signal Standard Poles have a limited number of years in service and he does not normally get failure reports. However, Stan is aware of failures in the traffic signal poles built prior to the Caltrans 2006 Traffic Signal Standard Plans. Most of the failures involved fatigue cracking at welded connections, especially at the post to base plate weld. There were cases near Hemet and Sierras where the traffic signal poles experienced vibrations and left unmitigated, could lead to fatigue cracking. These failures are very common in windy areas such as the City of Sacramento, the Bay Area, around Freeways 10, 15, 215, the 10 corridors east of the City of Banning, and an area near Weed. However, this list of areas is not necessarily exhaustive. There are other windy areas in California using the same pole standard but there are no reported fatigue failures.

The City of Los Angeles is the only city that still follows the Caltrans 2006 Traffic Signal Standard for its traffic signal poles and foundations. Bill Shao, Principal Transportation Engineer of the Los Angeles Bureau of Design & Construction Management, is unsure about the methods the City of Los Angeles have used to adopt Caltrans 2006 Traffic Signal Standard Plans; however, the City of Los Angeles has their own Special Provisions and Standard Drawings “Red Book” Manual (see Exhibit A) that includes 100 m/h traffic signal poles with foundation details. The details such as the diameter and depth of the cast in drilled hole pile foundation (CIDH), height of pole, mast arm length, anchor bolts measurement, distance between signal heads on mast arm, and pole types follow Caltrans 2006 Traffic Signal Standard plans. The manual can be found on the City’s website. The City of Los Angeles typically has its own set of City standard poles which are also interchangeable with Los Angeles Bureau of Street Lighting. City designers mainly use the “Red Book” manual over the Caltrans manual. They will only refer to the Caltrans manual if the “Red Book” manual is not applicable to what they are proposing. He also mentioned as long as there are vendors who still manufacture traffic signal equipment meeting City Standards, there is no reason for the City to adopt the latest Caltrans Standards. See Exhibit C for email conversations.

Fabio Arias, City of Los Angeles Transportation Engineer in the Development Plan Review Section, added the main reason for using Caltrans 2006 Traffic Signal Standard poles is because of the limited space availability in Los Angeles, especially downtown. There is no safety issue or failure reported with using the Caltrans 2006 Traffic Signal Standard poles. Fabio is also unsure about Traffic Signal Poles Caltrans 2006 Standards Recommendations 6 the methods used for the adoption of Caltrans 2006 Traffic Signal Standard Plans other than the Special Provisions and Standard Drawings “Red Book” manual.

Carl Hickman, City of Long Beach Assistant Traffic Engineer, noted the City of Long Beach still installs Caltrans 2006 Traffic Signal Standard Poles in cases where existing poles need to be replaced such as knockdowns. He mentioned there are no safety issues or concerns when poles are properly installed and no cost or delivery issues with installing Caltrans 2006 Traffic Signal Standardpoles. The City of Long Beach, however, uses the most current Caltrans Standard for their new poles or new development.

Jeremiah Thompson, Sales Engineer of Imperial Pipe (a local traffic signal manufacturer), stated there are many city agencies that still use the Caltrans 2006 Traffic Signal Standard Poles and almost all cities who have existing Caltrans 2006 Traffic signal poles will replace in kind. Many cities will also automatically follow the latest Caltrans Standard without reviewing the reasons why the current standard poles have increased in size or footing requirements. Imperial Pipe supplies Caltrans 2006 Traffic Signal Standard Poles to the City of Los Angeles. Jeremiah claimed Caltrans 2006 Traffic Signal Standard Poles with 100 m/h wind velocity are solid and are manufactured Traffic Signal Poles Caltrans 2006 Standards Recommendations 7 with higher technology and more advanced steel. He has seen poles from the 1960s which are still in good condition with a 70 m/h wind velocity design. The latest Caltrans Standard poles are universally designed to work for all applications such as video detections, emergency vehicle preemption, wireless interconnect, and CCTV without taking the type of soil and wind loading into consideration. The new standard poles were designed to withstand the worst-case scenario.
Imperial Pipe still manufactures Caltrans 2006 Traffic Signal Standard poles. The cost for the poles is on average 20%-30% cheaper than the Caltrans 2018 Standard poles. Caltrans 2006 Traffic Signal Standard Poles have shorter lead time than the Caltrans 2018 Standard poles.

Jennifer Phelan, Account Manager of McCain, Inc., said most cities would order Caltrans 2006 Traffic Signal Standards poles to replace knocked over poles due to easy install and cheaper cost.
The County of Los Angeles uses Caltrans 2010 Standard poles, the City of Fresno uses Caltrans 1997 Standard poles, and only the City of Los Angeles uses the Caltrans 2006 Traffic Signal Standard poles. There are no known safety issues when cities use the Caltrans 2006 Traffic Signal Standard poles. Jennifer mentioned Valmont still manufactures the Caltrans 2006 Traffic Signal Standard Poles and older. The cost of Caltrans 2006 Traffic Signal Standard Poles will be several hundred dollars less than the Caltrans 2018 Traffic Signal Standard poles. However, the delivery time for Caltrans 2006 Traffic Signal Standard Poles will be the same as the Caltrans 2018 Traffic Signal Standard poles.

Matt Keller with South Coast Lighting & Design, Inc. stated there are no safety issues or concerns that he knows of regarding the Caltrans 2006 Traffic Signal Standard poles. Valmont still manufactures Caltrans 2006 Traffic Signal Standard poles. He mentioned only the City of Los Angeles uses Caltrans 2006 Traffic Signal Standard poles. There are some cities that use Caltrans 2006 Traffic Signal Standard decorative poles so they can install smaller pole diameters. There is a cost-benefit when using Caltrans 2006 Traffic Signal Standard Poles as the size is smaller, but there is no delivery benefit.

Jerrett Loop, Sierra Pacific’s Estimator (traffic signal contractor), shared his views about the Caltrans 2006 Traffic Signal Standard poles. The Caltrans 2006 Traffic Signal poles have smaller foundations, smaller cages, and smaller base plates. They can fit in areas where there are many underground utilities. However, the poles and cages may cost more due to the low demand and the lead times would be similar to the Caltrans 2018 Traffic Signal Standard poles. They are also less sturdy because of the smaller foundations and cages. The new standard poles are more compatible with installing equipment additions such as emergency vehicle preemption, wireless interconnect, and CCTV as they are larger. Jerrett does not know any city that still uses Caltrans 2006 Traffic Signal Standard poles. The only time he would order the Caltrans 2006 Traffic Signal Standard Poles is when poles get knocked down and the foundation and bolts are still good. Jerrett does not know any known safety issues or concerns with Caltrans 2006 Traffic Signal Standard Poles and foundations.

Freddy Arroyo, Ferreira Construction’s Project Manager, said all cities he deals with are using Caltrans 2015 Revised Standard or Caltrans 2018 Revised Standard. The pro for Caltrans 2006 poles is that foundations are smaller, including the rebar cages, and the disadvantage is Caltrans 2006 rebar cages require welded hoops whereas the latest Caltrans require only one continuous spiral loop.
Traffic Signal Poles Caltrans 2006 Standards Recommendations 9 WEBB performed research on the Caltrans 2006 Traffic Signal Standards by contacting Caltrans Office of Engineers, agencies who still use Caltrans 2006 Traffic Signal Standards, traffic signal manufacturers, and traffic signal contractors and provided following recommendations.
WEBB recommends the City of Palm Springs adopt 2006 Standard Plans Electrical Systems – Lighting Standards and Signal and Lighting Standards (from ES-6A to ES-6G, ES-7A to ES-7H) as City Standards for traffic signal and lighting projects in the City of Palm Springs.
Most agencies automatically follow the latest Caltrans Standard without investigation or review as to why the size of the new standard poles is increased greatly, or if there is any fault with the previous traffic signal standards or Caltrans 2006 Traffic Signal Standards.
Caltrans 2006 Traffic Signal Standard poles have the same wind velocity rating (100 mph) as the Caltrans 2018 Standard poles even though the sizes of the poles and foundations for Caltrans 2006 Traffic Signal Standard are smaller.
1. Traffic signal pole foundations are smaller sizes and reduces utility and object conflict.
2. Appropriately designed for typical three traffic signal head and other traffic signal equipment installation.
3. Traffic signal poles are smaller in diameter and are aesthetically pleasing for smaller or downtown intersections.
4. Costs less compared to Caltans 2018 Traffic Signal Standards.
5. Shorter procurement time compared to Caltrans 2018 Traffic Signal Standards.

Subject: RE: Caltrans Standard Plans 2018 - Traffic Signal Pole Standards I can’t recall hearing of a wind load induced failure of a 2006 standard plan signal poles, however, p oles built to the 2006 Standard Plans have had a rather limited number of years in service and failures do not necessarily get reported to me.
Note that there are similarities of the 2006 Standard Plan signal poles with earlier designs (for instance compare the dimensions of poles, arms, base plates, etc from the Case 3 80 mph poles in the 1992 standard plan book to the Case 3 100 mph poles in the 2006 standard plans book.) I am aware of failures in traffic signal poles built prior to the 2006 standard plans. These cases usually involved or were suspected to involve fatigue cracking at welded connections (especially fatigue cracking at the post to base plate weld). Luminaire poles have had fatigue cracking problems too, although in these cases they often involved fasteners such as anchor bolts or the clamping bolts in slip-bases.
In general, these failures (at least the ones I am most familiar with) seem to fall mostly in windy areas such as between Sacramento and the Bay Area, the area in and around the 10, 15, 215 triangle, the 10 corridor east of Banning, and an area near Weed. This list is not necessarily exhaustive. For instance, the western tip of the Mojave Desert can be very windy, but I can’t remember having heard of a fatigue failure of a standard plan traffic signal pole there. Not sure why. Perhaps there has not been enough signal poles there long enough to have failure show up. Perha ps failures just aren’t being forwarded to me.
There have also been some cases where traffic signal poles experienced vibrations that, if left unmitigated, could conceivably have lead to fatigue cracking. For instance there was a case near Hemet and I think I remember there being a case in the Sierras. But again, this list is certainly not exhaustive.

3 P
oles and standards were redesigned to
• use an updated design specification from AASHTO
• better accommodate current array of signal arm attachments commonly used. For instance, the original designs typically assumed a 3 section signal heads, but 5 section heads are fairly common today in certain positions on the arms.
• Include fatigue design
• Include updated foundation design parameters
Fatigue design requirements tended to play a big role in increased sizes.
In general, structures on Caltrans right-of-way, the national highway system, etc, would typically need to comply with our standards and their implementation requirements. Outside of this local agencies constructing in their would likely have discretion on what standards to use except where restricted by state or federal laws or regulations. The rules here could be complex so I won’t try to get into the details here.

The design wind speed for traffic signal poles is 100 mph since 2006. Sizes of traffic signal poles and foundations have Increased significantly from 2006 to 2018.
What are reasons behind size increase?
One of the City I consult for would like to use 2006 standards. Is there an issue using 2006 Standards ? Please explain.

Subject: Re: Traffic Signal Pole Standards - Caltrans Standard Plans 2006 Hello Ingrid,
Thank you for your e-mail outreach to me.
Your questions get into issues that have had a long history long before my time..I can only respond to the extent of my understanding of the history.
(1) (2) My predecessors came up with our own version of 100-mph poles with foundation details. They are our City's variants to Caltrans 2006 Standard that you speak of.
(3) Our entire Special Provisions and Standard Drawings are posted on the web. Not sure on the history of adoptions to Caltrans Standard. In LA, we've always had our own set of City standard poles that are also interchangeable with our sister City Departments (like our Bureau of Street Lighting, BSL). And our City designers typically choose our City standards over Caltrans, and typically only choose Caltrans (as modified by our City) when our own City standards cannot meet the needs..
(4) So long there are vendors continue to manufacturer poles/MAs to meet our City standards, such that there is a market place, we do not see a must nor a rush reason to jump into the full adoption of latest Caltrans Standards. This topic really gets into considerations regarding supplies and logistics systems.

“Our Standards and/or requirements change as the Caltrans Standards change.” Caltrans current standard is 2018 standard. But City of Long Beach uses 2006 standard for the traffic signal, correct?
Attached is what I found on your website - Caltrans standard 2006 for Long Beach traffic signal.
Is that what City of Long Beach use for the traffic signals? What are the methods that City of Long Beach used to adopt the 2006 Caltrans Standards traffic signal poles?

2 Ingrid,
There are many City agencies that still use the 2006 Standards. The most Prominent is the City of Los Angeles, Ca. Almost all Cities that have existing poles that are 2006 replace in kind.
There is a large group of cities that just automatically refer to the most current standard with no re view of why the design of the poles have increased so greatly in size and or footing requirements.
2006 is a good and solid 100MPH standard and I have seen pole from the 60’s that are still sound today with a 70mph design. The current 2018 Caltrans design is a universal design that will work in all applications without additional considerations for soil and or wind loading of the specific install. They use the worst case scenario and that is the design. Its not that the old design was wrong it just didn’t fit in one location where they had a failure and the determined the failure and how to prevent it everywhere even when they are isolated scenario.
In addition to many other factors 2006 poles today are manufactured with more technology and more advanced steel that was available in 2006 so they are better made.
It is a long and arduous discussion however the 2006 poles are a strong and suitable design and in fact are more stringent and substantial than the current Maricopa standards in Arizona.

Hi Ingrid
• McCain doesn’t manufacture the poles, Valmont does and yes, they still manufacture 2006 and even older. • The delivery time would be unchanged
• Cost would be less. It’s hard to cage how much would be saved, but as an estimate, possibly several hundred on a pole and anchor bolts.

Just off the top of my head, I know that the City of Los Angeles only uses 2006.
There are a few others but I would need to look through my archive, in regards to decorative, we have several that use 2006 or 2010/2015 Non-Revised so they can have the smaller pole diameters.
The decorative traffic pole designs are all the same but from 2006, 2010/2015 Non-Revised,& 2010/2015/2018 Revised.

2 We are happy to help and I can answer all of the below for you and also add some of my own input as well (in red below).
I have also sent over 3 different decorative traffic pole designs used in the City of Bellflower that show the 2006, 2010/2015 NON-Revised, & 2010/2015 Revised. We can also send over to you many other designs for you to review. We also do many poles that look different than the standard with just a nicer looking fixture or with other things as well. There are ways to change up the pricing on these assemblies.
We are also happy to put together any design for you & the city to review.

Good Afternoon,
I am currently assisting one of the cities in Coachella Valley to do research about Traffic Signal Pole Standards and I am hoping you would be able to give me some information. They would like to use Caltrans Standard Plans 2006 and would like to know the pros and cons of keeping the 2006 traffic signals. I have some questions regarding the poles that Valmont manufactures:
- Does Valmont still manufacture Caltrans 2006 Standard Poles? Yes, no problem, Valmont still makes poles utilizing Cal Tran 1992 spec in some cases.
- What are the cost and delivery benefits (if any) for Caltrans 2006 Standard Poles? Yes, there is a cost benefit to using the 2006 & 2010/2015 NON-Revised vs the 2010/2015 Revised & 2018 because the size of the pole standard is slightly smaller in some cases and in others, they are quite a bit larger (Type 29 & Type 61). At this time, there is no delivery benefit.
- Are there any known safety issues or concerns with Caltrans 2006 Standards poles and foundations? None that I
have seen or heard about it
- What is the timing and cost differences between regular poles (Caltrans 2006 poles) and decorative poles? Decorative poles will cost more but it will mainly depend on what you would like to add to them, we can help you with the overall design. In regards to the CT2006, the fluted decorative poles typically look better when they are designed per 2006 or 2010 Non-Revised as the smaller diameter makes it possible to have a more streamlined looking decorative base. It will also allow you to have the decorative look that will
I would also like to throw out one more option, it would be to utilize the Cal Trans 2010 (Non-Revised) . The design change from CT 2006 to CT 2010/2015 (Non-Revised) was primarily with how the anchor bolts are done. The anchor bolts from 2006 used a hook bolt vs the anchor bolts from 2010 on (Non-Revised & Revised) use an anchor with a plate on the bottom of it. The design change from 2006 & 2010/2015 Non-Revised was a major design overhaul. All of the Signal Mast Arm poles increased in diameter.

1. I am no engineer, and I do not know all the technical details of the poles, but I do not know of any safety issues with the Caltrans 2006 Standard poles and foundations.
2. I wouldn’t say there is any cost or delivery benefits for the Caltrans 2006 Standard poles. Lead times would be similar to the current standard, and cost may be more due to the 2006 not being a widely used standard anymore.
Thank you,

Good morning Ingrid,
I don’t know any agencies off the top of my head that still use 2006 standards. Most use 2010/2015 RSP or latest Caltrans (2018). The only time I tend to order a 2006 standard is when a pole gets knocked down but the foundation and bolts are still good. In that situation it is cheaper to replace just the pole than to change the entire foundation and replace the pole.
The main difference would be the foundation and cage sizes for the poles, and some poles would have difference size base plates and anchor bolts, and some poles may have a different thickness of steel. So a 2006 pole s hould have smaller foundations and smaller cages, possibly a smaller base plate and be less thick. But a 2006 pole may cost more due to the low demand for it and it not being the “go to” mold. Cages for a 2006 would probably cost more as well for the same reason.
A pro to the 2006 comes from the smaller foundations, you can squeeze them in between more underground utilities without issue.
Some cons would be cost is higher for pole and cage. Less sturdy due to smaller foundation, cage, and overall size.
Newer standards are more suited to all the additions going into signals these days (video detection, EVP, wireless interconnect, CCTV, and whatever else is being added).
Thank you,
Jerrett Loop

Subject: RE: Traffic Signal Pole Standards - Caltrans Standard Plans 2006 Ingrid,
I do not know of any Cities that are still using Caltrans 2006. We are mostly using Caltrans 2015 revised or Caltrans 2018 revised.
Pros on Caltrans 2006 the CIDH foundations are smaller including the rebar cages compared to Caltrans latest which are larger.
Cons on Caltrans 2006 the rebar cages for the CIDH foundations require welded hoops compared to the Caltrans latest they require one continuous spiral hoop.
Off the top of my head that’s what stands out to me.
Thanks,
Freddy Arroyo
