Mayor Robertson asked that the computer “ hand-raised button” be activated so those that are watching can participate.
She inquired about imminent emergency carrying through January and asked if it precluded from going into a hybrid or having virtual because we don’t want the public in. If I or anyone wanted to hold the meeting in Council Chamber, would that preclude me from coming in. 0o0
City Attorney Vail stated AB 361’s reading does not state there is no hybrid meeting. It is either all virtual or all coming back into the chambers allowing the public to come to the chambers. There is a lot of disagreement as to how AB 361 should be implemented. 0o0
Mayor Robertson asked if she can participate virtually from City Hall. 0o0
City Attorney Vail stated yes she may.

0o0
Mayor Robertson arrived at 7:00 p.m.

City Attorney Vail stated it has been about a month since there was a City Council meeting and are back to virtual format, and it is difficult for us all. I want to remind the members of the community that their public comments cannot be responded to by members of the City Council.
Failure or inability to comment during public comments is not because they don’t have their opinions or sympathize; but because the Brown Act, the State law that requires us, that governs us in our actions at City Council meetings does not let Council Members respond to matters that are not on the agenda. The City Council Members are not only members of the community, they are advocates for the community. While the City Council has to sit s here and liste n, it does not mean that they are impassive or passionate about your comments and won’t take action on them in a future meeting.

Council Member Trujillo requested the monitoring of grading of the streets. After a rainstorm, it’s easy to identify the issues with grading. I am hoping special attention is considered with runoffs during a rainstorm that impacts the roadways.
He is grateful the streets are being prioritized based on the need for replacement.
0o0
Council Member Carrizales complimented and thanked City Manager Fuller on his presentation. He looks forward to these projects coming through. He is glad there is full focus and will be able to gauge how projects are moving forward.
0o0
Mayor Pro Tem Scott complimented City Manager Fuller on his report.
It was very informative. It’s important to let the community know what we have to look forward to. His concern is that we continue a plan of attack to keep these projects moving to accomplish as much as possible in the upcoming 12 months. It looks like a good plan. The list is fairly accurate. He has seen a lot of social media on Pepper Avenue. Pepper Avenue is primarily in the City of San Bernardino. We have entered into an agreement with them to pave it. We need to make sure they get it done.
While we wait to get these projects rolling, there is continued maintenance on potholes. I want to make sure that staff is taking care of potholes as well as the outside contractor to assist with the potholes.
I want to make sure we are staying on top of it.
We also need a plan for the storm drain to be completed, as new projects come along on Foothill Boulevard and Baseline Avenue that we are addressing the flooding issues.
0o0
City Manager Fuller stated that we will work to obtain additional resources and contractors to keep up with the number of potholes throughout the City. Foothill Boulevard and Baseline Avenue need work. There is a priority storm drain project on B aseline Avenue to address the flooding and also on Foothill Boulevard from Cactus going west. They are a priority as well.
0o0
Mayor Robertson requested a few things for the upcoming Water Subcommittee meeting with concerns about the condition of the sewer line. She requested the camera footage down the sewer line in the main area to view the condition of the sewer line.
She asked about the driveway and home access to residents during the reconstruction process on Riverside Avenue.

City Manager Fuller stated he will provide the City Council logistics information about continued access for businesses and property owners. The goal is to always provide continued access. 0o0
Mayor Pro Tem Scott made a motion for approval with an additional $1 million dollars in emergency funding for pothole repairs by outside contractors.
0o0
Council Member Carrizales seconds the motion.
0o0
Mayor Robertson inquired about a secondary plan after this process and what is being done in the areas where a slurry can be done. 0o0
City Manager Fuller stated we would have to find the resources to allocate at least $10 million dollars a year for street maintenance in order to keep on top of it. Getting through the list that need reconstruction but also not forgetting all the streets that need to be captured and maintained through slurry seals. The challenge is finding that continuing revenue source for street maintenance. And all cities are challenged with that.
0o0
Mayor Robertson asked if we don’t have the funds to begin to go into the neighborhoods, then what is it we are going to do? Something to think about.
0o0
Mayor Pro Tem Scott stated potholes develop because water gets into cracks and underneath the pavement. It seems to be that we have discontinued our practice of crack sealing and do some preventative maintenance on some of these streets. I think we need to take a better look at that.
0o0
Mayor Robertson thanked City Manager Fuller for bringing this back and for the opportunity to review what projects still needed to go through. It will definitely be beneficial.

0o0
Council Member Perez complimented Ms. Crawford for her work with the Holiday Parade Festival Event considering the short notice. She recommended an artificial tree, so the community has a focal point and photo opportunities.
0o0
Council Member Carrizales commended Ms. Alvarado-Crawford for her amazing job on the Holiday Parade. His family and the community enjoyed it. Everything flowed smoothly. Next year, more elements can be added and we can determine what to leave or change. He looks forward to working with Ms. Alvarado-Crawford and adding more items to it. He thanked her and all the Community Services team. 0o0
Council Member Trujillo thanked Ms. Alvarado -Crawford and Community Services Department for bringing a sense of community in the city. It was a great event. City of Rialto Festival and Parade Event;
Provide Direction to Staff on
Modifications for 2022 City of Rialto
Holiday Festival and Parade Event
Mayor Pro Tem Scott recognized Ms. Alvarado -Crawford and the Community Services Staff in coordinating the event. The parade driver he was provided was ma rvelous. He is in support of the tree concept.
Staff can determine the type of lighting for tree. He would like to see the budget expense on the skating rink. He is told it is very expensive.
There didn’t seem to be a lot of people. He suggested the skating rink be moved to the Downtown area at the park instead of City Hall for better visibility should the City Council decide to keep the skating rink. It was a fun event, and he enjoyed it.
0o0
Mayor Robertson expressed her regrets for not being able to attend the event and acknowledged her on a job well done. She thanked Ms.
Alvarado-Crawford for a comprehensive report.
She expressed her concerns with a tree that is described in ill health and could fall. It needs to be addressed. She is requesting West Coast Arborists make an assessment of the tree to determine if tree is in a stress condition.
She suggested the skating rink activity be coordinated with the Renaissance Marketplace to achieve more visibility. She believed that conversations with business owners of the Renaissance Marketplace should take place . It could be a great benefit for the business community.
She recommended snow so the kids could play.
The parade route this year seemed to work well. It brought everything back to City Hall.
She believed there should be a process for selecting a parade Grand Marshal perhaps through the Commission and nominations.
She once again thanked Ms. Alvarado -Crawford for her energy and enthusiasm to the Community Services area. She looks forward to next year. She hopes Council Member Carrizales will bring back the stage and activity he had planned.
0o0
Council Member Carrizales stated the entertainment canceled due to an unfortunate emergency. We will work on that next time. 0o0
Motion by Mayor Robertson second by Mayor Pro Tem Scott and carried by a 5-0 voted to Provide Direction to Staff on Modifications for the 2022 City of Rialto Holiday Festival and Parade Event and bring back with City Council recommendation s at the February 8, 2022 City Council Meeting.

0o0

Legislators in Sacramento continue to pass laws and requirements on us and mandate we do things, then they turn around and expect the City to ratify their mandate making it look we are pushing these laws on our residents and our busin esses. This is an expensive Item to do, and it could have been resolved with simple education and public outreach, that and SB 1383. I will not vote for this in any way, shape, or form. 0o0

“I would like to speak regarding the compost issue. I am concerned that this has been a concern for the last nine years and everyone that I have mentioned the topic, ha s not heard of it. I contacted our multi -family management company inquiring why the HOA hadn’t communicated with the residents. Their response was, ‘We have no knowledge of this proposal.’ There are probably other Rialto multi-family communities that are also unaware. You should consider requesting exempt or extend to give the Rialto residents time to review and give feedback. You have to keep in mind we have working families as well as senior s on a fixed income especially during this COVID-19 crisis. Every dollar counts.” City Clerk McGee stated she will be providing a copy to each City Council Member.
