Dear Ms. Simmons,
The City of Rialto (City) has a long history of delivering reliable, high-quality, and cost-effective service to your residents. The City was recently awarded a grant from the U.S. Bureau of Reclamation (USBR) WaterSMART program to develop a regional Drought Contingency Plan (DCP) using the Drought Response Program Framework developed by USBR. The City is seeking a consultant to develop a DCP that will enable it to provide water for public health and safety, and minimize impacts of drought on economic activity and environmental resources, while protecting the interest of its citizens.

WSC is excited for the opportunity to build on our prior work developing the City's Urban Water Management Plans (UWMPs) as part of San Bernardino Valley Municipal Water District's 2020 Integrated Regional UWMP (IRUWMP) and 2015 Regional UWMP. WSC has worked with the City and its regional partners through many collaborative water supply planning efforts in the Upper Santa Ana River (SAR) Watershed. We will draw from our knowledge of the local conditions, relationships, and opportunities to develop mitigation and response actions in collaboration with the City and its local water partners and stakeholders.

WSC’s team and approach offer several unique benefits to the City:
y Familiarity with local water resources and data. WSC has completed many recent, relevant water supply planning documents in the region. Through this work, we gained knowledge of the relevant data and studies needed to successfully complete the DCP. We will leverage this knowledge to be efficient and effective.
y Understanding of stakeholders' objectives. Our engagement in the Santa Ana River (SAR) watershed and throughout California gives us powerful insight into local water resource conditions, potential partnerships, and collaborative solutions. We will collaborate with the City and its partners to combine existing and new project concepts into actionable steps the City can take now to improve long-term resilience to drought. We will structure and describe the mitigation actions in the DCP to align with grant funding priorities to set the City up for success in capturing critical funding from the recently passed federal infrastructure package. y Integration with the City's other planning efforts. Our team has experience working in the region and has been involved in many of the local, regional planning efforts. We will develop the DCP to integrate with the City and its regional partners' ongoing planning efforts. We will leverage the past and integrate with the future.

We live and work in this watershed and recognize the stewardship of our resources by the City and its regional partners. We are proud to have contributed to the sustainable management of our water supplies in the past and we hope to continue that work on this project. We invite you to review our proposal in detail and contact our references to learn more about how WSC delivers transformational planning documents.

Thank you for this opportunity to submit our proposal. We look forward to partnering with the Task Force members on this important endeavor. Please do not hesitate to contact our proposed Project Manager, Laine Carlson, if you have any questions.

Sincerely,

Project Understanding
The City of Rialto (City or Rialto) sits at the base of the San Bernardino Mountains in the interior valley known as the San Bernardino Valley and within the Santa Ana River Basin Watershed. Land use within the City is principally composed of single and multi-family residences, a centralized business and commercial district, and some institutional and industrial areas. The City was home to over 104,000 residents in
2020, according to the 2020 Census.

Water is supplied within the City by three retail water agencies: the City through Rialto Water Services, West
Valley Water District (WVWD), and the Fontana Water
Company (FWC). Sources include groundwater, local
surface water, recycled water, and imported water from
the State Water Project through San Bernardino Valley
Municipal Water District, a State Water contractor and
wholesale supplier.

Based on our understanding of the regional water context and the City’s goals and policies, we have identified the following key success factors for this DCP:

Leverage the existing
water resource planning
work in the region to
maximize the value of the
grant funds received for the City
and its partners.

Develop response and
mitigation actions to
address the full range of
potential water supply
vulnerabilities, including drought,
climate change, and groundwater
quality.

Position the City
and its partners for
additional grant funding
to implement future
projects that build drought
resiliency.
1 2 3
While these supplies are reliable and sufficient to meet projected demands, it is critical to evaluate the potential impacts of future droughts, climate change, and other
vulnerabilities on water supply and proactively mitigate risks to help maintain long term supply reliability, even in the face of drought.

Rialto was awarded grant funding from the USBR
WaterSMART program to develop a regional Drought
Contingency Plan (DCP) using the Drought Response
Program Framework developed by USBR. This DCP,
through the development of mitigation and response
actions and collaboration with its local water partners and stakeholders, will enable the City to provide water for public health and safety, and minimize impacts of drought on economic activity and environmental resources, while protecting the interest of its citizens.

Maximize value of grant funding
Build on existing planning efforts
Develop response and mitigation actions
Position for implementation funding
Collaborate with local water partners
Minimize impacts of drought
Protect the interests of your citizens
WSC will deliver a clear,
supported, compliant plan,
grounded in your vision that
positions you to succeed and
continue your leadership in
water supply reliability.

Our knowledge of your water supplies, existing data, and the USBR Drought Response Program Framework means we are exceptionally prepared to lead this Regional DCP.

The following sections describe our understanding of the project and our approach to completing it.

The jurisdictional and water
resources context in the region
is complex and will require close
coordination with multiple
stakeholders to develop an
efficient and effective Drought
Contingency Plan.
2 The region has access to a diverse water supply portfolio and each source has its own unique risks that will be evaluated in the DCP. Local surface water and groundwater from Lytle Creek are an important local supply, but can be significantly impacted by drought. Ground water levels in Lytle Creek area drop quickly during drought and production capacity declines significantly 3 The Rialto Basin Groundwater
Council is beginning preparation
of a Groundwater Management
Plan that will help plan for long
term sustainability of this source
and will directly inform the DCP.

Groundwater contamination from local Superfund
sites impacting groundwater quality is currently under
remediation. The vulnerability assessment will include
specific areas of poor water quality to identify any additional mitigation measures that may be needed to protect or recover local groundwater supplies impacted by contaminants.

Project Approach
WSC will leverage our experience and prior work to efficiently develop a DCP that meets your goals.

WSC will leverage our extensive local water resources knowledge and recent work to efficiently incorporate and build on the work from the 2020 IRUWMP to develop a consistent DCP that compliments other water management efforts.

As the authors of the 2020 Upper Santa Ana Watershed
Integrated Regional Urban Water Management Plan (2020
IRUWMP), we have thorough knowledge of regional water
resources; the latest long-term population, supply and demand projections; and local, regional and statewide water supply vulnerabilities. A DCP has many elements in common with the 2020 IRUWMP so we can leverage our recent work to
deliver an efficient DCP that builds on and is consistent with the 2020 IRUWMP and other water management efforts.

To develop the 2020 IRUWMP, we collaborated with the
City, WVWD, FWC, San Bernardino Valley Municipal Water
District (Valley District) and many other local water agencies to develop a comprehensive water budget for the region that will inform the DCP. As part of the 2020 IRUWMP, we
also developed updated Water Shortage Contingency Plans (WSCPs) for Rialto and many of your neighboring water
agencies, which included water shortage response actions that will also form part of the DCP .

WSC has developed the following
approach to deliver a successful
DCP that Rialto and its partners
will use to inform future planning
and projects throughout the City
and surrounding communities to
enhance water supply reliability,
minimize the impacts of drought,
and support a thriving community.

Step 1
Determine Future
Demands
The DCP uses 2020
IRUWMP demand
projections.

Step 2
Develop Drought
Monitoring Framework
The DCP develops a
drought monitoring
framework that can
integrate with the
efforts of the BTAC,
San Bernardino Basin
Groundwater Council,
and Rialto Groundwater
Council to monitor
drought conditions and
identify when to trigger
drought responses.

Step 3
Assess Supply
Vulnerability
The DCP builds on the
supply reliability analysis
in the 2020 IRUWMP
and the Local Hazard
Mitigation Plan and takes
a deeper dive into the
water supply Vulnerability
Assessment, including
risks of groundwater
contamination.

Step 4
Develop Future
Supply and Response/
Mitigation Options
The DCP builds on
drought response
actions from WSCPs,
and defines mitigation
activities and projects, to
build resilience to drought
and other vulnerabilities.

Clear and Effective Stakeholder Communication Drives Buy-In Development of an effective DCP requires engagement
and buy-in from a broad range of stakeholders. As the
grantee, the City will be responsible for ultimately adopting the DCP, but many other stakeholders will influence
the development of the plan as well. Our team includes effective communicators and technical experts who have
backgrounds working for public water agencies and as
strategic communications professionals. We work together to anticipate stakeholder needs, design effective engagement experiences, and communicate technical concepts clearly and concisely with an emphasis on graphical presentation.

We also develop clear, concise deliverables that are well organized, easy to understand, and user-friendly.

A Communication and Outreach plan will be prepared early in the project to identify the key stakeholder groups that will play a role in DCP development, which are expected to include a Drought Task Force, the USBR Grant Technical
Contact, the Rialto Utilities Commission, the Rialto City Council, and the general public.

Central to the DCP development is forming and engaging
a Drought Task Force comprised of knowledgeable local
water leaders who can offer diverse, informed perspectives to support effective drought contingency planning. WSC is currently leading engagement for Western Municipal Water Districts’ DCP Drought Task Force with over 40 members
and has facilitated many large regional workshops with Rialto and its partners throughout the development of the 2020 IRUWMP and prior planning work. WSC will assist the City with forming the Drought Task Force and communicating
the benefits of joining as well as the anticipated role and level of time commitment for members. The task force will help identify a path to increase regional water supply reliability and proactively address the region’s concern with drought.

Task Force members will participate in eight (8) interactive workshops to inform key milestones and decisions within the DCP, as well as a workshop to review the Draft DCP and
discuss comments.

WSC anticipates conducting the Drought Task Force
workshops in person to most effectively engage the group.

However, WSC is experienced with facilitating effective virtual meetings and can conduct the Drought Task Force workshops in a virtual setting if requirements and conditions.

Comprehensive Mitigation Actions that Address Specific Vulnerabilities and Align with Funding To create a framework for drought contingency planning, specific threats to the region’s critical water resources and factors contributing to those threats must be understood.

In addition, past climate, water supply, water use trends, and a range of potential future drought conditions and
climate change impacts must be considered. A vulnerability assessment will identify and evaluate specific risks and impacts of drought and other water supply threats to the City and its stakeholders. A comprehensive analysis will be conducted with input from the Drought Task Force
developed through interactive workshops.

Vulnerabilities include but are not limited to:
y Reduced supplies and increased demands due to climate change
y Infrastructure damage in the event of an earthquake,
flood, wildfire, or other emergency
y Regulatory, environmental, and water rights constraints y Cost constraints and affordability
y Source water quality degradation
y Ecosystem and habitat impacts due to reduced supply or impaired water quality
CITY OF RIALTO DROUGHT CONTINGENCY PLAN | 5
WATER SYSTEMS CONSULTING, INC.

Climate change impacts for the region have been evaluated in several prior studies that can be leveraged to inform the DCP. Any climate change information gaps identified will be addressed by undertaking targeted assessments that
meet USBR guidance and provide actionable information
for regional water management. The assessments will use climate change datasets published by DWR that are widely used and accepted in existing regulatory processes for the water sector in California, have comprehensive coverage of the state, and are readily accessible. Statewide models and projection datasets available from DWR depict climate conditions for California under historical, 2030, and 2070 conditions. The localized climate datasets from Cal Adapt and DWR can be used to derive change variables for
projecting water supply and demand during normal and dry years as well as multi-year drought periods. The results will be used for assessing adequacy of imported supplies, mitigation activities, and response actions to meet local demand under future climate change scenarios.

Based on the results of the vulnerability assessment, the Drought Task Force will develop a set of mitigation actions to reduce specific risks to critical resources. Mitigation actions listed in the DCP may include projects already planned or underway, newly proposed projects by individual agencies or groups of agencies, or projects recommended as a result of the Rialto Basin Groundwater Management Plan that is being developed in parallel. The DCP will also include a range of Drought Response Actions that will largely be informed by the stakeholders’ recently updated WSCPs.

WSC understands the importance of positioning drought
mitigation projects for outside funding programs. A
major benefit of going through this DCP process is to
systematically evaluate risks and identify any actions
that may be needed to reduce those risks, in addition to any ongoing or planned actions. Compiling all of that
information in one plan and linking the projects to specific vulnerabilities and benefits will set the City and its partners up to leverage drought funding from USBR and other state and federal programs in the future.

This is a landmark moment for drought funding. On
November 15, the federal government finalized an
infrastructure package that includes $8.3 Billion dedicated for western water infrastructure. WSC has helped our
clients secure more than $233 million in grants and
low-interest loans. We will coordinate with the City and its partners to identify and define benefits of improvement projects that would enhance drought resiliency in
preparation for pursuing funding.

2020 Integrated Regional Urban
Water Management Plan
San Bernardino Valley Municipal Water
District (SBVMWD), San Bernardino, CA
WSC is collaborating with the SBVMWD to create a
comprehensive document for guiding water resource
management for the Upper SAR Watershed. The cohesive
planning framework consolidates, updates, and merges the common elements of the Upper SAR Watershed Integrated
Regional Water Management Plan (IRWMP) and the San
Bernardino Valley Regional Urban Water Management Plan
(RUWMP) into a new document: the 2020 Upper SAR
Watershed Integrated Regional Urban Water Management
Plan (IRUWMP). WSC completed the City of Rialto's
UWMP as part of this project.

WSC is developing tools and data sets to help empower
effective communication and decision-making. The
IRUWMP will align related ongoing efforts, such as
the Upper Santa Ana Habitat Conservation Plan and
SARCCUP, to build regional momentum and broad-based
support for projects and programs. WSC is advancing
regional initiatives within the state's evolving water
framework, and positioning Valley District and participating agencies for funding opportunities. WSC is also working with each agency to develop an updated Water Shortage
Contingency Plan. It will provide a plan of action during drought conditions or other events when water supplies are impacted.

2020 UWMP and Drought
Contingency Plan
Western Municipal Water District (Western),
Riverside, CA
WSC prepared Western's 2020 UWMP and Drought
Contingency Plan (DCP). WSC prepared population and
demand projections through 2045 and led an evaluation of the impacts of climate change on future projections. WSC provided communications and outreach support to facilitate a series of highly interactive workshops for a regional Drought Task Force with nearly 40 members with diverse
perspectives. As part of the Drought Task Force workshops, WSC facilitated a discussion that informed water shortage stages and response actions to be used in both the UWMP and regional DCP to create integrated documents with a
consistent message. This project integrates with Western’s infrastructure planning efforts, identifying projects that improve drought resiliency and positions them for funding through state and federal funding programs.

Regional Recycled Water
Concept Study
San Bernardino Valley Municipal Water
District, San Bernardino, CA
WSC collaborated with the District and 12 local agency
partners to identify and evaluate regional recycled water projects that maximize benefits to the region. WSC
facilitated individual and regional stakeholder meetings to establish shared goals and brainstorm conceptual recycled water alternatives. The alternatives focused on maximizing the use of existing infrastructure and obtaining multiple benefits from projects and infrastructure where possible.

WSC employed a multi-criteria evaluation methodology and decision support framework that included considerations of social, environmental and economic outcomes. WSC
evaluated risk and reliability for the various supply options and analyzed political and jurisdictional considerations for project implementation. Supply portfolios were developed, scored and ranked through a facilitated stakeholder process, enabling meaningful discussion and defensible decision
making.

The complex group of stakeholders included agencies that were involved in ongoing lawsuits with each other. However, the participating agencies unanimously supported WSC’s
recommendations at the end of the process and several
of the projects are on the path toward implementation,
including the East Valley Water District’s Sterling Natural Resources Center and the City of San Bernardino Municipal Water Department’s Clean Water Factory. The project also resulted in the creation of a local subsidy to fund additional projects.

Watershed Connect
Implementation Plan
San Bernardino Valley Municipal Water
District, San Bernardino, CA
WSC was recently selected as part of the consultant team to work with 11 regional stakeholders in the San Bernardino Valley to create a first-of-its-kind regional infrastructure program. Watershed Connect includes nearly 50 projects
with the shared purpose of regional water supply reliability, climate resilience, and long-term ecological health of the Upper SAR.

Through a series of virtual workshops, WSC established
program branding, developed master messaging, and
advised stakeholder outreach. WSC continues to support
the program’s funding strategy and communication efforts.

WSC is working on developing the program's structure,
project descriptions, program narrative, community
information, and elected official and stakeholder outreach.

The resulting Water Infrastructure Finance and Innovation Act (WIFIA) Letter of Interest will seek funding for the first phase of plan implementation made up of 20 projects with an estimated total of more than $600 million.

Recomputation of AWQ in the
Santa Ana River Watershed for
the Period of 1999 to 2018
Santa Ana Watershed Project Authority,
Riverside, CA
The Water Quality Control Plan for the Santa Ana River
Basin requires implementation of a watershed-wide total dissolved solids (TDS) and nitrogen groundwater monitoring program to determine ambient water quality in groundwater, assess compliance with groundwater quality objectives, and determine if assimilative capacity exists in groundwater management zones. WSC computed current AWQ for TDS
and nitrate-nitrogen in all 40 groundwater management
zones in the SAR watershed. The recomputation involved
collecting, processing, and storing all groundwater quality and groundwater levels data from over 6,000 wells in a
centralized database. Point statistics were developed, and groundwater quality and groundwater elevation contour
maps were prepared. The volume-weighted ambient TDS
and nitrate-nitrogen concentrations were computed
using the data generated from the contour maps. WSC
prepared interpretive tools that included a spatial analysis of groundwater quality change, temporal analysis of
groundwater change comparing basin-scale trends to trends observed in key well locations, and a forward-looking well attrition analysis.

Upper Santa Ana Salt and
Nutrient Management Plan
San Bernardino Valley Municipal Water
District, San Bernardino, CA
WSC is developing a Salt and Nutrient Management Plan
(SNMP) to scientifically evaluate, permit, and implement various water resource management projects in the San
Bernardino Basin Area (SBBA). WSC is developing a
scientific framework for various projects and management strategies to be objectively evaluated for inclusion in the SNMP as viable projects that could enhance the water
supply reliability in the region. The SNMP will evaluate the projects on an individual groundwater management zone
(GMZ) basis (eg. Bunker Hill-A, Bunker Hill-B, Lytle, etc.) and a combined SBBA groundwater management zone.

Stakeholders in the region have invested in the development of Integrated Santa Ana River (SAR) Model for the Upper Santa Ana Valley Groundwater Basin and continue to
improve and add functionality to the model. The model was built to support groundwater management in the Upper
SAR and evaluate projects like the SNMP. SNMPs are
required as part of the Recycled Water Policy to streamline the potential for recycled water use; understand potential impacts to groundwater quality; and provide basin-wide
management of salts and nutrients in groundwater. WSC
is investigating options to update the ambient water quality process including revaluating the GMZ boundaries, updating aquifer characteristics, and utilizing the Integrated SAR Model to provide future outlook of salt loading.
