SB 9 and other legislation have been enacted by the state in conflict with local zoning laws The Brand-Huang-Mendoza Tripartisan Land Use Ballot Initiative proposes that city and county land-use and zoning laws override conflicting state laws Staff recommends that the City Council endorse the Brand-Huang-Mednoza Tripartisan Land Use Ballot Initiative and potentially adopting an urgency ordinance to implement SB 9
