The City of Rialto Street Overlay & Reconstruction Project is a capital improvement project in development for Riverside Ave. The project will utilize two different methods to reconstruct the pavement on this street, significantly improving pavement quality and extending the roadway life.

Pavement will be reconstructed in the following areas:
• South Segment: Riverside Ave. from South of I-10 to City Limits The South Segment provides access to a major industrial sector that experiences a high level of commercial trucking, which has determined the rehabilitation and construction staging strategies for this project. The improvements are in the final stage of the design phase. Construction will commence in Spring 2022 and conclude in Fall 2022.

Pavement Rehabilitation Methods
The project will utilize two unique methods of pavement rehabilitation, each one specifically chosen to meet the needs of each portion of Riverside Ave. Depending on traffic
demands, the rehabilitation will implement a section of flexible asphalt concrete pavement or Continuously Reinforced
Concrete Pavement.
• Full Depth Reconstruction: This method will reconstruct all pavement layers in areas experiencing major pavement degradation. Because of the heavy traffic utilizing
Riverside Ave., Full Depth Reconstruction is
recommended for the majority of this street, providing a new section of flexible asphalt concrete pavement. The
new section will consist of a top layer of Rubberized Hot Mix Asphalt, followed by Hot Mix Asphalt, followed by a cement-stabilized pulverized base. This pulverized base is stronger than a conventional Class II aggregate base.

Full Depth Reconstruction will also be utilized approximately 50’-100‘ into select cross streets. The pavement sections for these streets will be designed with a lower TI of 8. • Continuously-Reinforced Concrete Pavement (High-Yielding): Concrete pavement will be utilized for select areas that experience heavy truck traffic. In these locations, the full depth of the pavement section will be excavated and removed to construct the concrete pavement. This strategy will be implemented for all lanes on the 200’ approaches to each major intersection, including the left and right turn pockets.

Rapid-set Continuously-Reinforced Concrete Pavement has been chosen for this method, as it offers a significantly reduced cure time and will minimize construction windows. Accordingly, this will reduce street closures and impacts to adjacent businesses and the traveling public.

• Apply for 200’ of approaching roadway at
major intersections, including left and right
turn pockets

Construction Staging
The City of Rialto recognizes that residents and businesses rely on Riverside Ave. for daily activities. Construction staging has been developed with the community in mind to ensure that travel will continue uninterrupted during the rehabilitation. Wherever possible, construction will initially occur only on the outside lanes. Once these lanes are finished, construction will shift to the inside of the street, ensuring part of the street is always available for travel. When work must occur in front of business driveways, only one driveway will be impacted at a time to maintain business access. Where only one driveway exists, construction will take place entirely outside of business hours to ensure business operations are not disrupted. Wherever curb ramps are constructed, clearly marked detours will be provided for pedestrians and bicyclists to ensure they can safely navigate around the construction area.

In some areas, street closures may be necessary to construct improvements. These closures will be limited to nighttime and weekend periods, ensuring the street is available for operation during regular business hours.

Our goal is to reduce inconvenience to the greatest extent possible, and the Public Outreach team will inform the community and businesses of all impacts in a timely fashion. First responders will also be apprised of construction to ensure their operations are not impeded. This proactive and forward-thinking approach will ensure the community can continue to travel throughout the City as they currently do without major interruption.

Additional Improvements
Additional improvements are proposed for Riverside Ave., including replacing damaged drainage inlets, damaged curbs and gutters, and replacing traffic loop detectors with Video Detection Systems. The project will also upgrade a curb ramp at the intersection of Riverside Ave. and Miguel Bustamente Pkwy. to meet ADA requirements. The locations of these improvements are included on the Project Fact Sheet Map.

City of Rialto: STREET OVERLAY & RECONSTRUCTION PROJECT Pavement Rehabilitaon Method Overview
Full Depth Reconstruction (Cross Streets)
This method will replace all layers of the pavement section with flexible asphalt concrete pavement. For side streets, the section will be designed with a lower TI of 8. This section will also consist of layers of Rubberized Hot Mix Asphalt over Hot Mix Asphalt over a
cement-stabilized pulverized base.

Continously-Reinforced Concrete
Pavement (High Yielding)
Concrete pavement will be utilized for select
areas that experience heavy truck traffic. This
method will be utilized for through, left-turn, and
right-turn lanes on the 200’ approach to major
intersections. Additionally, this method can be
constructed quickly to reduce impacts to local
businesses and the traveling public.
