Fireworks Committee
Mayor Robertson asked what actions the City can take until there is a ballot decision. There is a letter from a resident addressing the concern.
Taking care of the non-profit fees that would be lost do not seem to be factored into the recommendation of how it would be resolved or addressed in lieu of.
0o0
Council Member Trujillo asked what the committee agendas look like.
What is the plan to address illegal fireworks? His concern is that illegal fireworks start in March and wants to know what is being done to address them early on. He asked about the data related to the firework fines that have been assessed and where the funds go and have the drones been implemented.
0o0
Acting Fire Chief Park stated the committee has been meeting on a weekly basis. Their task was to provide a recommendation for a ballot measure. Recommendations by the
Fireworks Committee
Council Member Carrizales stated his concern is that the real problem of illegal fireworks is still not being addressed. He wants to see a plan of action of ridding the illegal fireworks. The illegal fireworks are the ones that disturb the community three months before the Fourth of July.
Until there is a plan eliminating the illegal fireworks, he cannot support the recommendation.
0o0
Council Member Trujillo agrees with Council Member Carrizales. He stated he needs more data. There is no clear ind ication that the community know the difference between legal and illegal fireworks. 0o0
Mayor Pro Tem Scott stated that the City does not collect a lot of money from fines. The Courts do not support the City when they reduce fines from a $1,000 fine to $50.00. He still believes the community has a right to vote. He appreciates the Committee and should return before the City Council to determine how this will be addressed. Previous City Councils have not dealt with this issue. It is time that this City Council finally address the matter. It is not going to happen overnight. He is in favor of placing it on the ballot to allow the residents of the City decide. 0o0
Mayor Robertson stated that ballot is to determine if safe and sane should be allowed in our community. It needs to go to the ballot, because this City Council cannot make an action they are going to feel comfortable on.
0o0
Council Member Baca Jr. stated it is a challenging issue and thanks to the Fireworks Committee for participating. We have been dealing with this issue for several years. The non -profits rely on these events, but they may have to find alternative ways of raising money and other ways of helping them. We need to let the people decide the fate of fireworks in our community, and he is in support of putting it on the ballot. 0o0
Council Member Trujillo thanked the Fireworks Committee. He stated there is a lack of information provided and needs more data. He is concerned with having the non -profits on the ballot to say funding will be eliminated. It is a big issue, and he cannot s upport it. There are more pertinent matters that need to be on a ballot. A comprehensive plan needs to be created to determine how the non-profits can be helped without being placed on a ballot and avoid eliminating our youth and community programs.
0o0
Mayor Robertson stated she does not believe this will be eliminating the youth programs or services. We need to figure out how to assist to generate funds for those in the lottery. The City needs to decide if it will be having the sale of fireworks in the city.
