Rialto Biosolids Upgrade Study: The purpose of this scope of work is to evaluate the existingthickening, digesters, sludge storage and dewatering system to further define the project scopethat would be needed for the full biosolids upgrade. It is intended to identify improvements to thedigester system, controls, and optimizing gas storage at the digesters. In addition, the thickeningequipment, dewatering equipment and transfer pumping/piping will be evaluated for upgrade. The ultimate goal of this project will be to define the project scope for the future biosolidsupgrade.

Plants 1 & 2 Demolition Engineering & GMP preparation: The scope of work under thisproposal includes the development of a GMP package for the demolition of the Plants 1 & 2Primary and Secondary Clarifiers and Chlorine Contact Basins that are determined to be out ofservice / abandoned in place. The study & GMP preparation phase will include evaluation ofhydraulic and electrical isolation of the area from live services, the modifications to the basins toprovide for rainwater / stormwater drainage (punch holes in the bottom), the partial demolition ofthe basin walls to below grade, and the back fill and compaction of area to establish a newworking grade.

Additional Electrical Design & Investigation for determining electrical as-built condition of theRialto Wastewater Treatment Plant: AECOM is in the process of developing several options foronsite power generation and storage through use of a microgrid for the Rialto WastewaterTreatment Plant. As part of this effort, several electrical studies utilizing ETAP software arerequired to analyze the effectiveness of different designs and operating scenarios for themicrogrid for optimization purposes. After reviewing the existing one-lines and other documentsfor the facility, AECOM has concluded that the existing drawings have insufficient information Rialto Biosolids Upgrade Study, P1&2 Demo and Microgrid Added Electrical Design to create a complete ETAP model. Therefore, it was determined that a site visit by AECOMpersonnel and an Electrician is required to inspect individual panels to prepare a completeas-built design of the entire Wastewater Treatment Plant to progress the design further.

Rialto Biosolids Upgrade Study, P1&2 Demo and Microgrid Added Electrical Design Rialto Biosolids Project Definition Scope of Services

As part of the Rialto microgrid project, it is proposed to incorporate combined heat and power (CHP) to generate electricity which can offset plant electrical costs. The biosolids systems at Rialto are aged, and upgrades and optimization are recommended to help improve performance, operability and improve reliability of the systems.

The plant has two primary anaerobic digesters (Digester 1 and Digester 2) and one digested sludge storage tank. The sludge storage tank has serious deterioration, has been inoperable for years and is assumed to remain inactive. Significant repairs are required to bring this tank back in service and it would require new mixing systems and sludge transfer pumping. A fourth tank is currently used for belt filter press filtrate, to balance ammonia loads back to the biological process and it is assumed this tank will remain used for this service and not be retrofitted for sludge storage or digestion.

Both primary digesters are equipped with Dystor membrane gasholder covers but only Digester 2 is currently in service and operational. The membrane gasholder cover on Digester 2 is operational but believed to be near the end of its useful service life. The cover generally works well but there are issues with unreliable pressure readings during high wind events (particularly during the Santa Ana Winds).

The membrane gasholder cover on Digester 1 is not believed to be functional anymore and there are concerns from the operations and maintenance staff to bring this digester back in service.

The primary digesters are fed primary sludge thickened in the primary clarifiers and thickened waste activated sludge (TWAS) from the gravity belt thickeners. The digesters are currently fed only during day shift hours (typically between 6 AM to 1 PM) when plant staff is onsite, but it is desired to modify operation to allow for more continuous thickening and sludge feed. The controls of the current system are mostly manual, and they are not tied to the rest of the plants controls or SCADA system. The flow meter on the TWAS line to the digester is not currently functioning and the plant lacks the redundancy needed to allow the system to be taken down long enough to replace it. Digested sludge from the secondary digester is dewatered using belt filter presses and dewatered sludge is conveyed directly to truck loading.

All of the digester gas is currently flared and the controls are set up so that when the differential pressure on the membrane gasholder cover is above a certain set point, gas is fed to the flare but when the differential pressure drops, it shuts down and this creates a cycling of gas flaring. During overnight hours when the digester is not fed, gas production drops off.

The purpose of this scope of work is to evaluate the existing thickening, digesters, sludge storage and dewatering system to further define the project scope that would be needed for the full biosolids upgrade. It is intended to identify improvements to the digester system, controls, and optimizing gas storage at the digesters. In addition, the thickening equipment, dewatering equipment and transfer pumping/piping will be evaluated for upgrade. The ultimate goal of this project will be to define the project scope for the future biosolids upgrade. It is anticipated the upgrade will be delivered as a progressive design build project although different delivery models could be considered.

The scope of work includes the following tasks:

Task 1: Existing Data and Documentation Review

1. Request and review the following items for the existing facility:
a. Plant data – Some data has already been provided but gaps or questions in the data will be presented and additional data will be reviewed if made available. b. Future flow and load projections – Need to determine basis of sizing for new equipment.

Will agree to use permitted capacity, a safety factor or population increase with agreement from project partners. This is to ensure sufficient capacity is available with replacement units. A detailed population projection or flow analysis will not be conducted as part of this scope of work.
c. Existing plant drawings and as-builts – Some drawings have been provided but gaps or question will be presented, and additional drawings will be reviewed if made available. d. Applicable reports or studies regarding the biosolids processes – As part of the S1 project some preliminary evaluations were conducted to replace the existing thickening and dewatering system but no digester or sludge storage tank improvements were considered.

2. Review and confirmation for design criteria for thickening, digestion, sludge storage and dewatering.
a. Requirements for sizing basis, operation schedule and redundancy for thickening and dewatering will be confirmed
b. Identify any minimum performance criteria.

Task 2: Develop limited planning criteria

1. Using information from Task 1, develop a mass and energy balance for the biosolids processing facility that includes sludge loads, expected gas production, and digester heating requirements.

This will be done at current existing loading conditions as well as the design conditions agreed to as part of Task 1, 1a.

2. A short letter memo will be submitted summarizing the limited planning criteria

Task 3: Field investigation, condition assessment, and review of existing plant operation

1. Field Investigation and condition assessment. A minimum of two engineers will visit the site to review equipment, building and tank condition. The engineers will also review operation, and maintenance with the plant staff. Current issues, pinch points and other factors that cause unreliable operation will also be considered.

2. Conduct a detailed review of the current digester feed system and identify options to improve and/or automate the digester feed and WAS thickening operations to allow more continuous and steadier digester feed. Determine requirements to incorporate the system into the plant’s SCADA system. For the analysis it will be assumed that the existing WAS GBT thickening system will be replaced with a new WAS thickening system (Task 4) and that a new dewatering system will be installed (Task 5).

3. Review Digester 1 and 2 and identify improvements needed to bring Digester 1 back in service.

Identify potential improvements to Digester 2 that would improve reliability. This includes digester mixing system, heating system, and controls. It is understood that Veolia has completed an evaluation for this and will share findings with the AECOM team.

4. Review Sludge Storage Tank condition and identify improvements and new equipment needed to bring the tank back in service. A condition assessment may be needed to determine if the existing tank is usable and suitable for retrofit.

5. Review capacity and operation of the existing Dystor membrane covers, and requirements for replacement with new membrane covers. This work overlaps with the parallel work being conducted as part of the Microgrid project.

6. Identify if needed improvements will trigger further evaluations to meet code requirements, including California seismic upgrades with respect to electrical, structural and geotechnical.

7. Screen options and compile recommended improvements and develop Class 5 cost estimates for options. Veolia will work with AECOM to narrow down to no more than three options.

Task 4: WAS Thickening Equipment Replacement

1. Develop options for replacement of existing WAS gravity belt thickening equipment.

Technologies will be presented and evaluated collaboratively with the project team in a workshop setting (Task 6 – Interim Workshop)

2. A Class 5 budget estimate will be developed for a maximum of three thickening technologies.

3. In conjunction with Task 3, the appurtenance equipment such as WAS feed pumps, thickened sludge pumps and polymer systems will also be evaluated but it is assumed these will need to be replaced.

Task 5: Dewatering Equipment replacement

1. Develop options for replacement of existing belt filter press dewatering equipment.

Technologies will be presented and evaluated collaboratively with the project team in a workshop setting (Task 6 – Interim Workshop)

2. A Class 5 budget estimate will be developed.

3. In conjunction with Task 3, the appurtenance equipment such as dewatering feed pumps and polymer systems will also be evaluated but it is assumed these will need to be replaced.

Task 6: Workshops and Technical Memorandum

1. Kick-off Workshop - A kick-off workshop will be held to confirm scope, information requests, and project objectives.

2. Interim Workshop – An interim workshop will be held to discuss options considered in Tasks 2, 3, 4, and 5. The workshop will be used to finalize the options that will be presented in the draft technical memo.

3. Draft Project Definition Technical Memorandum – A draft technical memorandum will be prepared to summarize the findings of Tasks 1 to 5.

4. Final Workshop – A workshop will be held after submittal of the draft technical memorandum to review the findings.

5. Final Project Definition Technical Memorandum – The final technical memorandum will be submitted within 2 weeks after the final workshop and comments are received.

Task 7: Develop Scope and Schedule for Detailed Design

1. Scope of Work – Pending agreement with all parties, a scope of work will be provided to implement the recommendations of the Final Project Technical Memorandum. It is anticipated the scope will be implemented as a progressive design build although other delivery models such as a traditional design bid build could be considered. The scope for design will include the following milestones:
a. Basis of Design Report
b. 30% Design
c. 60% Design

2. Cost Estimates – As part of the scope of design, cost estimates will be provided at different points in the design.
a. Class 5 estimate will be provided with the Basis of Design Report b. Class 4 estimate will be provided with the 30% design c. Class 3 open book cost estimates will be provided upon completion of 60% design

3. Schedule – A preliminary project implementation schedule will be provided as part of the scope.

Assumptions:

- CHP sizing requirements are being developed under a separate scope of work - Any supplemental gas storage requirements needed are being evaluated under a separate scope of work.
- Dewatered cake will continue to be loaded in trucks using the same conveyance system.

Alternative cake conveyance/storage options will not be evaluated as part of this scope. - Draft and Final Technical Memorandums will be electronic deliverables. - Following the site visits, meetings/workshops will be held virtually over Microsoft Teams. - Comments on draft technical memorandum will be provided by Veolia within 2 weeks.

Cost and Schedule
The proposed scope of services will be executed on a time and materials basis with a not to exceed price of $150,000. An estimated level of effort is provided in Exhibit A. The schedule for completing the scope of services is anticipated to be approximately eight weeks after receiving notice to proceed, not including holiday weeks.

This proposal is expressly contingent upon the parties (AECOM and Veolia) reaching mutually agreeable contract terms and conditions.

Proposal to prepare GMP estimate for Plants 1 & 2 Clarifier and Contact Basin Demolition

Dear CV

AECOM Technical Services (AECOM) is pleased to submit this letter proposal to Veolia Water team to support the planned solar installation at the Rialto Water Treatment Plant to demolish as necessary Clarifiers (Qty: 4) and Chlorine Contact Basins (Qty 2) that are decommissioned and abandoned in place . The final deliverable under this proposal will be a demolition work package and guaranteed maximum price proposal to execute the work under this package. For these services, AECOM requests $ 43,800 to be authorized under a separate agreement than our current Micro grid purchase order on a Time and Materials (NTE) basis, to be executed under our current DB contract with T&C’s as modified herein . AECOM assumes 4 – 6 weeks for development of the GMP from Notice to Proceed (NP).

1. Background
The Rialto Waste Water Treatment Plant (WWTP) is currently considering the development and installation of a microgrid to manage proposed onsite power production capabilities to better utilize biogas generated in their digestors, reduce flaring, and provide a more resilient electrical grid. To this end, the current approach includes nearly 1,200 kWAC contributed from three solar arrays. Additional constraints recently encumbered by the project resulted in a larger installation necessary in the cen tral plant. The area that is selected for the solar installation is occupied by Four Primary and Secondary Clarifiers and two Chlorine Contact Basins (and ancillaries). This equipment has been marked for demolition by the Facility to make way for the solar installation, but separately funded than the Microgrid project as this abandoned equipment represents an existing condition. AECOM has been directed to assemble an estimate to develop a guaranteed maximum (GMP) price for the demolition. AECOM has assembled this proposal to this end relying on continuing our work partnership with W. M. Lyles Co. (Lyles) for our approach.

AECOM and Lyles have recently developed an order of magnitude estimate for this demolition. This approach will incorporate the steps considered by that estimate,

2. Proposed Scope of Work
The scope of work under this proposal includes the development of a GMP package for the demolition of the Plants 1 & 2 Primary and Secondary Clarifiers and Chlorine Contact Basins that are determined to be out of service / abandoned in place. Our plan of attack includes the hydraulic and electrical isolation of the area from live services, the modifications to the basins to provide for rainwater / stormwater drainage (punch holes in the bottom), the partial demolition of the basin walls to below grade, and the back fill and compaction of area to establish a new working grade. Equipment, including structural, piping, and electrical fixtures will be demolished or removed as necessary to clear the area for a planne d installation of solar arrays.

DRAFT

aecom.com
Our Reference 60657546.200.241.010 Rialto Clarifier Demolition Estimate DRAFT
2/3

Our approach assumes that the current demo plan is acceptable and that no unique actions are required by the Facility or the AECOM team to resolve such as resolving soils or equipment contamination, or other remediation issues like asbestos or lead.

3. Proposed Scope of Services
AECOM will initially mobilize to conduct a thorough inhouse drawing review using documents provided to us already to fully appreciate and understand the scale of the demolition and the necessary isolati on points to ensure worker safety and stable operations to the facility. Drawings will be red lined and a preliminary package assembled with scope of work outlined. This package will also include necessary work to stabilize areas that could be compromised during demolition activities.

AECOM will conduct a field walk with Lyles to review and confirm elements of the draft isolation and demo plans, and to confirm our developed narrative and assumption bases.

Using this generated data and execution plan, we will assemble a project GMP price for WWTP to consider and if accepted, execute.

3.1 Deliverables under this proposal include:

AECOM anticipates creation or revision of the following documents:

1. Prepare a draft project demolition plan to include redlines of existing drawings,

2. Prepare a field visit plan identifying what specific information we will require to generate our estimate

3. Prepare a project execution plan to outline the basic timing, cost, risk and technical needs for the GMP proposal

4. Prepare a GMP proposal estimate to implement the work as developed.

3.2 Assumptions

1. The current plant is shown as decommissioned with some areas repurposed for other uses. The Rialto Microgrid Project requires clearing of this area. The concept under this proposal includes a partial demolition of the clarifiers and contact basins, to below grade, punching drainage holes in the structures, and filling / compacting the basins to plant grade. This proposal does not anticipate further work outside of demolition to secure or optimize remaining assets.

2. The local authorities having jurisdiction will approve the demo plan as described. AECOM has not included time for meeting with 3rd parties to solicit approvals or letters of no objection.

3. Our current proposal does not include 3rd party activity for soils testing, nor lead or asbestos surveys.

If during our field walk, these items are noticed in appreciable quantities, AECOM will request that the WWTP provide a quantifying survey of these items, or if not available, will build this cost into the GMP strategy.

4. Proposal includes one site visit for project kickoff and field survey.

3.3 Schedule
AECOM and Lyles will provide services as required to achieve the intent of the following schedule:

Electrical Scope of Work

RWTP Microgrid

AECOM PN: 60657546
2 Background
AECOM is in the process of developing several options for onsite power generation and storage through use of a microgrid for the Rialto Wastewater Treatment Plant (RWTP). As part of this effort, several electrical studies utilizing ETAP software are required to analyze the effectiveness of different designs and operating scenarios for the microgrid. After reviewing the existing one-lines and other documents for the facility, AECOM has concluded that the existing drawings have insufficient information to create a complete ETAP model. Therefore, it was determined that a site visit by AECOM personnel is required to progress further.

Scope of Work
Electrical Site Visit - AECOM will conduct a complete walkthrough of plants 1 through 5 documenting and taking pictures of electrical equipment to confirm information regarding the Switchgears, MCCs, Cables, and Protective devices located throughout the RWTP. Specific info AECOM is looking to verify includes:
• Conductor lengths, sizes, and insulation types
• Relay/circuit breaker sizes, manufacturer, model #, and protective devices settings • Ratings of electrical Switchgears, Motor Control Centers (MCCs), Electrical Panelboards, and various other electrical distribution equipment.
• Identify and locate circuits and equipment feeds that have not been verified in existing drawings. • Update ETAP software model reflecting the current configuration at the facility • Grounding arrangements for the two main substation transformers, main switchboards, alternate transfer switches, and standby generators.

AECOM will provide Redline markups of one-line diagrams, cable schedules, panel schedules, and any other electrical documents that were found to be incorrect. These redlines will be included in the full Arc Flash Study to be performed in the 60% design phase.

Excluded Scope
The following items are excluded from the scope of this document:
