A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIALTO, CALIFORNIA, AMENDING THE CAPITAL IMPROVEMENT PROGRAM AND AMENDING ITS 2021-2022 FISCAL BUDGET TO ADD “I/10 RIVERSIDE AVENUE INTERCHANGE PHASE 2, CITY PROJECT NO. 140813,” AND APPROPRIATE A BUDGET OF $7,153,107.
WHEREAS, the budget for fiscal year 2021-2022 of the City of Rialto has been adopted by this Council in its original form, and said budget will need to be amended at times to fulfill the goals of the City; and WHEREAS, the City departments may not exceed their appropriations by character of expense, with character of expense being defined as personnel services, services and supplies, capital outlay, debt service and transfers, without the consent of the City Administrator; and WHEREAS, the City Administrator may transfer appropriations, between departments and within their respective funds, as long as those appropriations do not exceed their fund total unless approved by Council.
WHEREAS, the City Council of the City of Rialto requires a five-year Capital Improvement Program (CIP), which is updated annually; and WHEREAS, the CIP may be amended from time to time to include additional capital improvement projects that were not originally identified in the CIP adopted by the City Council.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RIALTO DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: Approve a revenue increase in the Major Capital Grant Fund, Account No. 223-400-4429-7585 of $5,193,156 for San Bernardino County Transportation Agency reimbursement from the Valley Interchange.
Section 2: Approve an appropriation from the Major Capital Grant Fund, Account No. 223-500-4429-3001-140813-30, in the amount of $5,193,156 and $1,959,951 from Traffic Development Impact Fee Fund, Account No. 250-500-4312-3001-140813-31 for the “I/10 RIVERSIDE AVENUE INTERCHANGE PHASE 2, CITY PROJECT NO. 140813.” Section 3: Amend the Capital Improvement Program (CIP) to include the I/10 RIVERSIDE AVENUE INTERCHANGE PHASE 2, CITY PROJECT NO. 140813.” WHEREFORE, this Resolution is passed, approved and adopted this 08th day of March 2022.
