TIA and VMT Analysis Scoping Agreement Memorandum
Project: 2089 Ayala Drive, Rialto, CA
Date: April 6, 2021
To: Amir Dehbozorgi, Creative Development and Management, Inc.

From: David DiPierro, TE, Senior Principal Manager, STC Traffic, Inc.

STC has prepar ed this Scoping Agreement on behalf of Creative Development and Management, Inc to support the proposed fast-food drive thru project located at 2089 Ayala Drive, Rialto, California . This memorandum explains the proposed methodology for the Traffic Impact A nalysis (TIA) and Vehicle Miles Traveled (VMT) Analysis. A scoping agreement form has also been completed and is provided in Attachment A.

Project Description
The site is located on the south east corner of the Ayala Drive and Casamalia Street in the City of Rialto .

The proposed project is bound to the east by residential dwellings and to the south by Cactus Channel and SR-210 WB Ramp s. The Project Site Location and Study Area is shown in Attachment B. The project is located in the Renaissance Specific Plan Area of the city. The project will consist of a 2,400 sq ft fast food drive through restaurant. The proposed project driveway will be located approximately 24 0 feet from the Ayala Drive and Casmalia Street intersection. A project site plan is provided in Attachment C.

Study Area
The TIA will assess the following study intersections:

1. Ayala Drive and Casmalia Street

2. Project Driveway and Casmalia Street

3. Ayala Drive and SR-21 WB Ramps

4. Ayala Drive and SR-210 EB Ramps
Project Trip Generation
The Institute of Transportation Engineers (ITE) Trip Generation Manual 10th Edition was used to derive the following trip generation rates for the project. Table 1 shows the preliminary project trip generation based on the proposed fast-food restaurant with drive thru land use. A deduction for the existing single family dwelling unit has also been applied.

Preliminary Project Trip Generation 1,121 95 49 46 78 40 38 Project Trip Distribution and Assignment
The project trip distribution has been derived from the Rialto Center Draft Traffic Impact Study, May 2018 (David Evans and Associates) which had the following overall trip distribution:
• 40% North
• 25% South
• 15% East
• 20% West
Further detail is provided on Attachment D which shows specific turning movement proportions for the study intersections.

The project tri p generation shown in Table 1 will be applied to the distribution proportions shown in Attachment D, to derive the project trip assignment.

Pass-By Trip Reduction
For consistency with the Rialto Center traffic study a 20% trip reduction will be applied to project trips at the following study intersections:

1. Ayala Drive and Casmalia Street

2. Project Driveway and Casmalia Street
The pass -by trip a djustments for each movement will be shown in a separate figure. These will then be applied to the project trip assignment to derive a final project trip assignment which will also be shown in a separate figure.

Analysis Scenarios/ Conditions
The following scenarios/ conditions will be analyzed in the Traffic Impact Analysis. • Existing Conditions: Due to the impact of the COVID-19 pandemic on traffic volumes, historical traffic counts from April and May 2018 will be used and increased by 2% per year to derive Existing 2021 traffic volumes.

2089 Ayala Drive, Rialto, CA
Traffic Impact Study Scoping Agreement 3
• Project Completion: Existing 2021 traffic volumes will be increased by 2% per year t o derive the Opening Year traffic volumes. Opening Year is currently scheduled to be 2022. Project trips will then be added to the Opening Year volumes to derive the Project Completion or Opening Year Plus Project traffic volumes.
• Cumulative Conditions: The following cumulative project list shown in Table 2 on the next page, has been adapted from the Rialto Center traffic study by adding trips from that project itself to the top row. Please confirm which projects should be considered in this list - please specify if any proj ects should be removed and if others need to be added.

The cumulative project trip assignment will be derived from the Rialto Center Study.

A copy of the TIA will be submitted to Caltrans for comments.

VMT Analysis
It is unclear if the City have established guidelines for VMT Analysis. Wh at is the method required to determine if the project is screened out of a VMT Analysis ? According to San Bernardino Transportation Impact Study Guidelines (July, 2019) the SBCTA is leading a SB 743 Implementation Study which will further refine the methodology and will create tools to assist in VMT screening. Please advise.

It is a pleasure to provide this scoping agreement to the City of Rialto and we are happy to discuss our findings and recommendations further to support your review. Please feel free to contact either myself, or Phil Wragg ([email protected]) with any questions or comments.

Sincerely,
STC Traffic

The Applicant/Engineer acknowledges that the Scoping Agreement is intended to assist in the preparation of any required TIA. It is preliminary in nature and the City does not have sufficient data to determine the ultimate conditions that may be imposed for the project. It does not provide nor limit the requirements imposed on the Project but is intended only to provide initial input into the parameters for review of the traffic generated by the Project and the initial areas to be considered and studied.

Subsequent changes to scope of required analysis to be included in the TIA may be required by the Transportation Commission, Planning Commission, and/or the City Council upon Public Works Director/City Engineer review and approval.
