RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIALTO, CALIFRONIA, APPROVING AND ADOPTING THE COMMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM POLICIES AND PROCEDURESA MANUALS WHEREAS, the U.S. Department of Housing and Urban Development (“HUD”) requires entitlement jurisdictions to adopt and implement policies and procedures manuals for each of the federal programs it administers; and WHEREAS, in order to comply with the federal requirements, the City Council (“City Council”) of the City of Rialto (“City”) has been presented with proposed forms of management policy for consideration; and WHEREAS, the City Council now desires to approve and adopt the Community Development Block Grant Program Policies and Procedures Manuals in the form presented; NOW, THEREFORE, THE CITY COUNCIL FOR THE CITY OF RIALTO DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby finds and declares that the above recitals are true and correct and incorporates them into this Resolution.
SECTION 2. The City Council hereby approves and adopts the Community Development Block Grant Program Policies and Procedures Manuals in the form presented attached hereto as Exhibit “A”. The policy approved hereunder supersedes and policies previously adopted by the City.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution which shall be effective upon its adoption.
