1. WS-22-274 Review of Water and Wastewater Capital Improvement Projects and Financial Options
Tom went through the provided PowerPoint.
Committee Comments/Recommendations
Mayor Pro Tem asked Tom, what do we currently have for those projects, in terms of funds? Tom Crowley answered, FIP funds for sewer have been all exhausted. WE still have approximately $5.0 in the water FIP. However, we have around $6.5 million funds in the Wastewater development impact fees set a side, and we also have other funds coming. Peter added, over the past 10 years they have collected approximately $9.9 million. in funds, $3.9 million has been allocated to S1. Mayor Pro Tem asked, why the necessity of upsizing the Sycamore sewer main? Tom said that i t’s part of the Master Plan.
Mayor Pro Tem asked if the upsizing was due to the Lytle Creek project ? Marcus responded to Mayor Pro Tem, he said our current sewer connection fee is about $900/unit, so there are 740 units, it is going to be less than $1 million. when they fully build up Lytle Creek. Mayor Pro Tem asked, why we approve a project if we have to put 4 this kind of capital into? He asked if this was in the original capital improvement plan for the Concession Agreement? Tom said sections on Sycamore and Foothill.
Mayor Pro Tem said, the Lytle Creek project it’s been existing since 1996, we should have planned for this; it should have been part of the Concession Agreement.
He asked, why if we have $6 million, we didn’t move forward with belt presses? Marcus said the wastewater treatment projects are critically; we should work on how to structure in the Concession to move forward. Moreover, look to the SRF as a way of financ ing it with some of the money we have on hand. Marcus added, he would like Veolia and RWS to start working towards moving a package of projects together for funding. Marcus said, if we are doing a package of projects with SRF, we should include Sycamore upsize. Marcus said, with SRF funding, he needs to make sure the way they bid this to meet their requirements. The Concession has a different bidding process. Marcus wants to know if they need to do the traditional bid process or the Concession’s bid process.
Marcus will work with Tom on the SRF and move forward the 23 projects. It will take 2 years by the time they get financing in place.
MPT wants to know were these projects in the original concession agreement. Tom and Steve said not and explained why it wasn’t. Peter said things have gotten better since the original agreement. MPT asked how will this be paid? Marcus said SRF funding. He asked, have we looked at federal monies?
Marcus said, when the city did the complete reconstruction the water lines on the Riverside segment where the old ones; they were not aware of leaks when the construction was going through. Tom and Peter mentioned issues on Sycamore old lines.
Tom said we have 5 million in FIP funds for water. He said for riverside Central that the water lines are not the issues. He said we are not planning to do anything that’s not necessary.
Mayor Pro Tem asked, why it says water main replace project and asked Tom to change the title. Tom said they will reevaluate and reconfirm the 5 million. Marcus said Tom needs to bring a proposal. Mayor Pro Tem said, we need to get with Robert Messinger and look at surplus property.
Sidenote
Tom said that we did not get the funding for City Well 3A. Didn’t have it in the CIP. He said we have enough wells.
June talked about Sterling project; the project has no access for wastewater discharge.
She wants to know if the line can provide the money from Valley to help with the well.
Mayor Pro Tem asked Steve and Tom to have Joey Soto look into it. Everything below baseline and south below in pockets, considered severally disadvantage areas. Mayor Pro Tem asked if severely disadvantage communities are based on income. Tom responded, yes. Peter talked about funding. Start application process with WIFIA and SRF.
5 Mayor Pro Tem asked, what is the time frame for getting the application done? Peter responded, 6–9-month process.
Peter explained the Emergency ORR Fund slide. Peter focused on wanting to change – adding $300,000 a year to an existing budget. Mayor Pro Tem asked Peter where he is getting that increase from. Tom answered, they work on a budget. Mayor Pro Tem wants to know if the Concession Agreement was modified. Peter said, there are no modifications on the Agreement. Tom and Peter explained the reduction on the water.
Mayor Pro Tem said Marcus will give Mayor a summary; he doesn’t see any reason not to bring it forward to Council.
June asked to make sure things come through the Utility Commission. Mayor Pro Tem said he would hope that it would.
3. WS-22-268 Extraterritorial Wastewater Service Agreement with Bloomington Hills, LLC, for the property located at 11279 Cedar Avenue, Bloomington, CA, Assessor’s Parcel Number 0257-101-09-0000.

Chino Well No. 1 Property Exchange
BACKGROUND:
Chino Well No. 1 site is located at 780 W. Rialto Ave, Rialto. The City currently has access to this site through an easement off of Rialto Ave. In 2014, the City purchased a piece of property to the north of the well site for future treatment facilities, see Figure 1 below. As of today, the well is placed into a non-operation mode due to perchlorate and nitrate concerns. This well is strategically drilled in the area between the Rialto Basin Decree boundary and the Chino Basin and is an important asset to the City.
ANALYSIS/DISCUSSION:
The City was contacted by Lincoln Property Company with regards to our well site that is adjacent to the parcel of land at 160 N. Cactus Ave. The adjacent property is interested in developing the property with a large commercial building. In order to maximize the land use, the developer is interested in swapping City property north of the well site for property south of the well site, see Figure 2 below. The total land swap will be equal in size.
The new well site layout will allow the City to have access to the well site off of Rialto Ave. The developer will also construct a gate and block wall around the new well site configuration, see Figure 3 below.
FINANCIAL IMPACT:
No financial impact to the City
RECOMMENDATION:
Staff recommends continue discussions with the developer on exchanging properties.

Mid Basin Operable Unit Alternate Treatment Locations.
BACKGROUND:
On January 31, 2022, the City of Rialto and Colton, West Valley Water District (WVWD), RTX/UTC, and EPA held a conference call to discuss another approach to treating the contaminated water from a well the is identified in the Feasibility Study at the toe of the plume. The meeting talked about the water rights and how they could be exchanged between the parties and the use of existing Ion Exchange (IX) treatment systems located at a WVWD site and a Colton Site near the extraction well site.
The next step was for Rialto to coordinate a meeting with WVWD and Colton to identify options for utilizing the existing IX treatment systems for the treatment of the contaminate water from a well at the toe of the plume instead of utilizing the treatment facilities at the WVWD headquarters.
ANALYSIS/DISCUSSION:
On February 28, 2022, I meet with Van Jew, Assistant General Manager (WVWD) and Brian Dickinson, Utilities Director (Colton) to discuss an alternate solution for treatment of the Mid Basin Operable Unit Remedy. The current Feasibility Study proposes to construct a well at the toe of the plume and pump the water to WVWD’sHeadquarters to be treated by the Fluidized Bed Reactor (FBR) Treatment Facility. This would require the construction approximately 25,400 Linear Feet (LF) (5-miles) of pipeline, there by transporting contaminated water across the Cities of Colton, San Bernardino, and Rialto to be treated. Our discussion lead to two other options:
Option 1 - Treatment at WVWD and Colton Existing IX Systems Near the Extraction Well (See Exhibit 1 - Blue and Green)
1. Locate production well at the toe of the contamination plume per RTX Feasibility Study.
2. Use existing Ion Exchange (IX) systems at WVWD and Colton facilities. Two IX treatment trains are located at each site. Each train with a treatment capacity of 1,800 gallons per minute (gpm).
3. Run new waterlines from the contaminated well site to existing WVWD and Colton IX systems; City of Rialto Printed on 4/22/2022Page 1 of 6
powered by Legistar™
18 File #: WS-22-382, Version: 1, Agenda #: 3
approximately 6,200 LF of pipeline to WVWD IX system and approximately 3,900 LF of pipeline to Colton IX system, total of 10,100 LF. The original plan to FBR Treatment Facility is approximately 25,400 LF.
4. Treatment systems would need to be evaluated and modifications made.
5. Contaminate water lines would run through the City of San Bernardino’s and Colton’s jurisdictions.
6. Per the Feasibility Study, the well would produce 2,400 gpm for the entire year, requiring 3,872 Acre Feet (AF) of water rights to be pumped annually from the contaminated well site.
7. Use WVWD water rights in the amount of 2,272 AF (have reserved 1,210 AF of WVWD water rights to be pumped from Rialto 6 well for the FBR Treatment Facility) and Colton water rights in the amount of 1,600 AF.
8. Treated water from their respective treatment facilities would be delivered to WVWD in their Zone 2 and to Colton in their Western Zone.
9. Due to the total product at the contaminated well site exceeding the total available water rights for WVWD and Colton by 1,600 AF, an exchange of water rights with Rialto would be required to recharge the groundwater basin for over extraction. The 1,600 AF that would normally be delivered to Colton from the EW-1 well site would then be delivered to Rialto for delivery to the Cactus Basin for replenishment of excess pumping. This transfer would still meet the required extractions for EW1 well site. The treated water From EW-1 would enter Rialto Zone 1 and then be discharged to the Cactus Basins for replenishment, there by having no impact to water rights. Water would be discharge through an existing water line in the park. A new headworks would be required to discharge to the Cactus Basin. Below are tables showing the water rights calculations as of the previous water year. Water rights will vary from year to year based upon water levels at the indicator wells.
Option 2 - Treatment at WVWD Existing IX Systems Near the Extraction Well (See Exhibit 1 - Blue Only)
1. Locate production well at the toe of the contamination plume per RTX Feasibility Study.
2. Use existing Ion Exchange (IX) systems at WVWD facilities. Two IX treatment trains are located at the WVWD site. Each train with a treatment capacity of 1,800 gallons per minute City of Rialto Printed on 4/22/2022Page 2 of 6

(gpm).
3. Run a new waterline from the contaminated well site to existing WVWD IX systems; approximately 6,200 LF of pipeline to WVWD IX system.
4. Treatment systems would need to be evaluated and modifications made.
5. Contaminate water lines would run through the City of San Bernardino’s jurisdiction.
6. Per the Feasibility Study, the well would produce 2,400 gpm for the entire year, requiring 3,872 Acre Feet (AF) of water rights to be pumped annually from the contaminated well site.
7. Use WVWD water rights in the amount of 2,272 AF (have reserved 1,210 AF of WVWD water rights to be pumped from Rialto 6 well for the FBR Treatment Facility).
8. Treated water from the respective treatment facilities would be delivered to WVWD in their Zone 2.
9. Due to the total product at the contaminated well site exceeding the total available water rights for WVWD by 1,600 AF, WVWD would need to deliver the equal amount to the Cactus Basins to recharge the groundwater basin for over extraction. Water would be discharge through an existing water distribution system. Below are tables showing the water rights calculations as of the previous water year. Water rights will vary from year to year based upon water levels at the indicator wells.
The recommendation is to implement Option 2 for several reasons:
· Construction of a pipeline to Colton’s IX treatment facilities would require going under a railway facility.
· There is available capacity at WVWD’s IX treatment facility to meet the required production/extractions of the remedy.
· Water rights would be solely managed by WVWD, and no exchange would be required with Rialto or Colton.

20 File #: WS-22-382, Version: 1, Agenda #: 3
· Both options would require a recharge component, the recommended option would consolidate the commitment to WVWD.
· By operating one IX treatment facility at one location would reduce the amount of pipeline construct to 6,200 LF.
· Eliminate the construction of 25,400 LF of pipeline across the Cities of Rialto, Colton, and San Bernardino.

Final Construction Work Authorization to Rialto Water Services in the amount of $1,563,953 for the Activation of Digester No. 1 and the Rehabilitation of Digester No. 2.
BACKGROUND:
Digester No. 2 has not been cleaned for over a decade due to the unavailability of Digester No. 1.
The Digester No. 2 Dystor cover is approximately 11 years old and is considered close to the end of its design life of 10 years.
Failures in the ferrous chloride feed system, including permanent plugging of the middle port, have occurred which cannot be addressed while the digester is in service. In late 2020, the Digester No. 2 sludge mixing, and heating loops have suffered significant failures due to clogs caused by the accumulation of rags and hair inside the vessel. This last occurrence is proof that Digester No. 2 must be cleaned to maintain reliable operation. Lastly, internal piping and concrete surfaces internal to Digester No. 2 have not been inspected and will likely require repair or replacement to ensure ongoing reliable life.
The above rehabilitation of Digester No. 2 necessitates the activation of Digester No. 1. Project scope would include activation of Digester No. 1, draining and cleaning of Digester No. 2, repair/replacement of worn internal piping and equipment, and replacement of the existing Digester No. 2 Dystor cover as it lacks sufficient remaining service life.
ANALYSIS/DISCUSSION:
The main component of this project is the transition of Digester No. 1 from the current standby status to a fully operational mode, the commencement of the anaerobic digestion process. Once Digester No.1 is operational, Digester No. 2 would be taken offline for cleaning. Once Digester No. 2 is cleaned and empty an evaluation of the rehabilitation would begin. Below is a detailed workplan for the activation of Digester No. 1 and the taking of Digester No. 2 offline for rehabilitation.

Riverside Avenue Central Water Line Project
BACKGROUND:
City and RWS/Veolia staff have been working together to determine the extent of the water improvements on Riverside Avenue between the Metrolink railroad tracks and San Bernardino Avenue. The goal of this project is to install improvements before the City begins the pavement rehabilitation project for this section of Riverside Avenue.
ANALYSIS/DISCUSSION:
There is an existing 8-inch and 10-inch water line in Riverside Ave. that was installed in the early 1960s. Barring a couple of leaks, there has been no major issues with the mainline. A portion of the 8-inch water line is made up of Asbestos Concrete Pipe (ACP) and it is recommended that we replace this section of the water line with a Ductile Iron or Steel pipe, approximately 975 linear feet.
The rest of the 10-inch steel main water line is in great shape. The main water lines are estimated at 40 inches below the ground surface and will not come in conflict with the paving project.
On the other hand, the service laterals, inline valves, and hydrant laterals are subject to leaking. We are recommending the following improvements.
· Pothole at selected location to verify depths and material of the main water lines, · Replace and lower service laterals within the project limits, · Replace fire hydrants and fire hydrant laterals,
· Replace fire service laterals,
· Replace isolating valves for the main water line,
· Replace the first isolating valves on the cross streets along with replacing the water line within Riverside Ave., and.
· Relocate the PRV station at the intersection of Riverside Avenue and Randall Ave into the sidewalk area just south of the southeast corner to enable safe operation & maintenance of the valves and avoid traffic-related concerns.
A power point presentation is provided for more detail.
FINANCIAL IMPACT:
The total project cost is estimated at $3,027,040 and will be funded by the remaining funds of the Facility Improvement Plan funds secured when the Concession Agreement was initiated. There is City of Rialto Printed on 4/22/2022Page 1 of 2

RECOMMENDATION:
Staff recommends continuing to develop the project by moving to the design and bidding phase and return with a Final Construction Work Authorization (FCWA) for authorization to construct.

32 Riverside Avenue Central
Water Line Project
Limits: Railroad Tracks on the North to San Bernardino Ave on the South 33 Background Observations & Assumptions:
• The existing 8”/10” mainline on Riverside Ave between the Railroad tracks on the North and San Bernardino Ave in the south was installed in the 1960s. • Barring a couple of leaks, there have not been major problems with the mainline to date. Based on discussions with the City, the only section of mainline pipe recommended to be replaced is the 8” ACP between the Railroad tracks to approx. South street.
• Based on depths measured on the valve stem, it appears that the mainline is approx. 40” or greater deep throughout the section between the Railroad track and San Bernardino Avenue – so it appears the main line may not hinder the paving project, which is being designed by AECOM. • The scope of the proposed project includes potholing for locating main water lines, replace and lower service laterals, replace fire hydrants and fire hydrant laterals, replace fire service lines, replace isolating valves on the main line and on side streets.
• Relocate the PRV station at the intersection of Riverside Avenue and Randall Ave into the sidewalk area just south of the southeast corner to enable safe operation & maintenance of the valves and avoid traffic-related concerns. • Veolia measured the depth of the valves at Randall-Riverside and in multiple other locations to approximate the depth of the water main. The average depth of the main water lines is 40 inches.
