PRESENTATION AND
PROCLAMATIONS
Mayor Robertson stated there needs to be a level of decorum and order during Public Comments and Oral Communications in the City Council meetings. There was a sense of agitation, and irritation at the last City Council meeting and it is best to err on the side of caution and asked to temporarily have metal detectors for everyone entering the building so everyone stays focused and understands this is a public setting and public venue.
We have also asked our law enforcement to be present to continue to keep order in our Council Chambers. This is beginning to be a very volatile situation and we are here as local elected officials to conduct the business of the City of Rialto. There are times when people want answers, but public comment is for you to express your comments not necessarily to respond to what is being asked from the podium.
I wanted to make that note now. We will continue to have public comment or any presentations or proclamations.

0o0
Director of Finance Stevens stated $8.5 million.
0o0
Council Member Trujillo stated $5 million was added to OPEB. Would it be possible to include $5 million into the UAL.
0o0
Director of Finance Stevens stated it is but just not part of the proposed budget because of the restrictions of the GANN limit. It could be done after the audit it completed and rollover unused revenue to the next fiscal year.
0o0
Council Member Trujillo reiterated his question about including the UAL in this fiscal year.
0o0
Director of Finance Stevens emphasized that as an initial appropriation from the initial revenue for this budget, we are at that limit. It would have to be used from roll over, unrestricted funds. That amount is only received once the year closes in August 30, 2022 for 2021-2022. Those funds can then be allocated.
0o0
Council Member Trujillo asked if it were possible to split OPEB to have partial funds allocated towards UAL in this budget then get caught up with OPEB in the next round.
It is hard not to move forward and not have something accounted for from all the work staff has done to get us to this point. 0o0
Director of Finance Stevens stated currently this year has unused fund balance amount of $4.1 million. The only matter is the GANN limit when we are already at the limit.
0o0
Mayor Robertson stated it is a matter that can be addressed or make a change when the budget is being adopted. Sources have been identified when it can be done.
0o0
Mayor Pro Tem Scott also expressed his concerns with not being able to reduce the UAL.
He needs a commitment that part of the roll over will be allocated towards unfunded liability. We need to begin to address the unfunded liability.

City Manager Fuller stated the City is recommending the use of the one- time revenues. There are vacancies with salary savings and unused expenditure budget. It will be brought forward in the September/October timeframe and bring these liabilities as a priority. Since $10 million was allocated toward OPEB. I would recommend that this year funds be allocated towards the UAL.
0o0
Mayor Pro Tem Scott stated that so long as there is a commitment that funds will be allocated toward the UAL, he is fine with it. 0o0
Mayor Robertson requested that when action is taken, she would like a status update as to where we are with the actions that we had put in with the obligation bonds and the pathway that we did put the effort in and know where we are.
0o0
