Rialto, CA 92376
Dear Ms. Simmons,
Jacob Green & Associates (JGA) is pleased to respond to the City of Rialto’s RFP for Emergency Management Consulting and Training Services, with Additive Alternative – On-Call Training and Additive Alternative – Local Hazard Mitigation Plan.
We understand that the City is requesting the performance of a Gap Analysis, development of an Emergency Management Work Plan, creation or updating of the City’s emergency management policies, programs, and key preparedness plans, and associated training for City staff, elected officials, and Emergency Operations Center (EOC) responders.
The City has also requested the inclusion of two (2) alternative services:
• On-Call Training
• Local Hazard Mitigation Plan
After a review of your Emergency Operations Plan and Multi-Hazard Mitigation Plan, we recognize that emergency management and public safety is a top priority for the City of Rialto. Enhancing the City’s already robust emergency management program in response to seismic, flood, and fire hazards outlined in your Multi-Hazard Mitigation plan will serve as a guide for our team’s emergency management approach. This understanding will prepare staff to respond when disaster strikes and your plans are implemented effectively when the time comes.
Our Southern California-based Emergency Management team is very familiar with the City of Rialto and the strategic partnerships utilized by surrounding cities. Our emergency management project team has decades of local government fire/EMS and emergency management experience in San Bernardino County as well as strong relationships with your County, State Office of Emergency Services (OES), and Federal Emergency Management Agency (FEMA) counterparts. This familiarity and local experience will ensure that all emergency management activities are conducted consistent with local response protocols and emergency management systems, including ICS, SEMS, and NIMS.

Our team of emergency management and public safety professionals have over 300 combined years of Southern California disaster response experience and are veterans of local emergency management, fire, and police departments. Every member of our team has been active in municipal preparedness, response, and recovery efforts. We will ensure that Rialto is ready to respond to community crisis and continues to be a model of municipal emergency management.

Having completed a thorough review of the City’s RFP and an analysis of the City’s organizational structure, municipal code, and relevant plans and policies, we have developed the scope of project services to provide an overall comprehensive assessment and development of core emergency management capabilities. The proposed activities identified below will serve to support Rialto’s Emergency Management Program while ensuring that you have a complement of core emergency plans and a cadre of City staff ready to serve during a community crisis. These activities and associated deliverables will help you protect your residents, businesses, City assets, and the economic stability of the community.
SCOPE OF WORK
Jacob Green & Associates (JGA) proposes to perform the following activities related to the City’s Emergency Management Program:
PAGE 8
ACTIVITY #1:
GAP ANALYSIS / CREATION OF EMERGENCY
MANAGEMENT WORK PLAN
This activity involves conducting a thorough analysis of the current state of the City’s Emergency Management Program.
The overarching result of this analysis is the identification of the City’s current emergency management capabilities while highlighting critical gaps in the City’s emergency preparedness and core emergency program elements.
The Gap Analysis will be conducted using the POETE Analysis Model, which assesses Planning, Organizing, Equipping, Training, and Exercising capabilities. The final Gap Analysis will result in a 3-4-page concise report summarizing the findings of identified gaps in POETE. The Gap Analysis will then be used to inform emergency management program improvements in subsequent project activities.
We will then develop an 18-24 month Emergency Management Work Plan (Work Plan), based upon the findings within the Gap Analysis. The Work Plan is organized using the POETE model and identifies critical tasks by priority and by timeline. The resulting Work Plan is a brief schematic to be used as a tool for both the City and consultant to execute and track critical preparedness and capability improvements.
ACTIVITY #2:
UPDATE / CREATE EMERGENCY MANAGEMENT
POLICIES / PROGRAMS
This activity involves the development or updating of core emergency management plans. All plans and associated planning products will be developed consistent with the most current state and national requirements and applicable industry standard. The development or updating of core emergency plans will be based upon the findings within the Gap Analysis conducted as Activity #1.
At a minimum, per the RFP we will update or develop the following:
• Emergency Operations Plan (EOP)
• Continuity of Operations Plan (COOP)
• Recovery Plan
• Threat and Hazard Identification and Risk Assessment (THIRA) • City Facility Evacuation Plans as identified in the Gap Analysis and will include OSHA-compliant evacuation maps and Emergency Action Plans (EAP) per facility
ACTIVITY #3:
EMERGENCY MANAGEMENT TRAINING
This activity involves the delivery of core emergency management training and exercises for Elected Officials, Depart- ment Heads and Senior Officials, and the Emergency Operations Center Response Team. The final training and exercises are based upon the findings within the Gap Analysis conducted as Activity #1.
Training sessions are focused on ensuring staff can competently activate the jurisdictional Emergency Operations Plan, understand and are able to execute their disaster roles and responsibilities and operate effectively within the Emer- gency Operations Center. Exercises are designed in a stair-step manner and focused on validating training delivered as part of this activity. Included within our proposal is a four-hour tabletop exercise for all EOC personnel. We recommend additional functional EOC exercises to ensure staff readiness. Additional exercises can be provided by JGA under a sepa- rate proposal or upon agreement utilizing the hourly rates detailed in our Cost Proposal.
ADDITIVE ALTERNATIVE: ON-CALL TRAINING
The City anticipates that transition in City staff and elected officials may occur during the course of the contract. JGA staff may be asked to provide additional training to new City staff and elected officials. This on-call training will be iden- tical to that provided in Activity #3, unless a different approach is desired by the City, subject to discussion with JGA.
PAGE 9
DEVELOPMENT ACTIVITIES
JGA staff will provide the following services to manage, coordinate, prepare, and administer the development of a Local Hazard Mitigation Plan (LHMP) for the City of Rialto.
Critical to the success of the final LHMP is the proper scoping, planning, scheduling, and resourcing of the overall project. To this end, this task will identify the geographical planning area for the project while overlaying this area into the operational area (San Bernardino County) and the State of California’s planning areas. In doing so, JGA will ensure that the planning process considers other natural features outside the City’s boundaries that may affect risks and mitigation strategies such as watersheds, earthquake faults, and high fire hazard areas.
Specific responsibilities under this task include but are not limited to:
• Documenting the hazard mitigation planning process
• Developing and implementing a public outreach strategy that conforms to the statutory requirements of the Code of Federal Regulations 44 CFR 201.6, FEMA Local Hazard Mitigation Planning Handbook and Community Rating System (CRS) program • Holding public hearings, meetings (online and in-person), and/or workshops during the plan development period • Assembling resources needed for the successful mitigation planning process by defining the planning area and identifying individuals, agencies, neighboring jurisdictions, and other partners to participate in the process • Gathering and analyzing data
TASK 1: PLANNING PROCESS
JGA staff will undertake all tasks required to ensure consistent project management throughout the LHMP development process, including the preparation of agendas, minutes and other documentation.
Specific responsibilities under this task include but are not limited to:
• Preparing agendas, minutes, and reference information for all conference calls or meetings to memorialize the entire process to inform the public of the overall approach/decisions made • Preparing monthly progress reports describing work progress, percentage of work completed, and percentage of budget expended
• Attending a kick-off meeting, public workshop meetings, City Council/Planning Commission meetings and working group meetings throughout the duration of the project
• Developing and maintaining a critical path method schedule for the project, and updating the project schedule at least monthly • Attending a project management closeout meeting
TASK 2: PROJECT MANAGEMENT
PAGE 10
ADDITIVE ALTERNATIVE: LOCAL HAZARD
MITIGATION PLAN
This task involves the assessment of the City’s unique capabilities, including authorities, policies, programs, staff, funding, and other resources available to accomplish mitigation and reduce long-term vulnerability.
Specific responsibilities under this task include but are not limited to::
• Developing a risk assessment to include hazard identification and profiles, hazard mapping, vulnerability analysis, and community capabilities
• Identifying and evaluating vulnerable assets and estimating the loss potential of those assets • Describing natural, technological, and/or human-caused hazards that have the potential to affect the City’s assets. • Identifying and documenting current infrastructure in place, such as floor controls, that either positively or negatively impact the City’s vulnerability to disaster
TASK 3: COMMUNITY CAPABILITIES & RISK ASSESSMENT
A Mitigation strategy serves as the long-term blueprint for reducing the potential losses identified in the risk assessment. The mitigation strategy will consist of overarching mitigation goals, mitigation activities, projects, and specific actions required to execute the strategy. The strategy will be crafted with the overall purpose of informing future mitigation activities and resource investments by the City.
Specific responsibilities under this task include but are not limited to::
• Developing specific mitigation actions to address each of the identified hazards with the goal of reducing or avoiding long-term vulnerabilities to the identified hazards
• Creating a list of mitigation goal statements that focus on reducing the risks from the identified natural hazards • Identifying and analyzing a comprehensive range of specific mitigation actions, projects, activities, policies and processes, or programs being considered to reduce the effects of each hazard, with particular emphasis on new and existing buildings and infrastructure
• Preparing a matrix that summarizes mitigation actions, priority, responsible party(ies), funding mechanisms, benefit/cost, and technical feasibility
TASK 4: HAZARD MITIGATION ACTIONS & STRATEGY
The City’s LHMP will be a continuous work in progress as mitigation strategies are implemented, the threat and risk landscape changes, and the built environment continues to grow. As such, the LHMP is never really a “final” document as it remains a living document and continues to evolve over time as conditions change, new information becomes available, actions progress over the life of the plan, and plan adjustments are necessary to maintain its relevance.
Specific responsibilities under this task include but are not limited to::
• Developing a Hazard Mitigation Plan Maintenance Process to include scheduled monitoring, evaluating, and updating the plan in the future
• Preparing an implementation schedule with procedures for ensuring the plan’s implementation, updating, and revision every 5 years
TASK 5: HAZARD MITIGATION PLAN MAINTENANCE PROCESS
PAGE 11
This task involves the incorporation of feedback from the mitigation planning team, stakeholders, and the public into the final plan document.
Specific responsibilities under this task include but are not limited to::
• Preparing Draft Hazard Mitigation Plan for public review • Finalizing Hazard Mitigation Plan for approval by FEMA and adoption by the City • Assisting City staff to secure final approval letter and plan review tool from FEMA TASK 6: HAZARD MITIGATION PLAN APPROVAL & ADOPTION
BRIC GRANT FUNDING OPTION
We would suggest that the City file an application for a Building Resilient Infrastructure and Communities (BRIC) Grant, formerly known as the Pre-Disaster Mitigation (PDM) Grant Program. FEMA generally issues a Notice of Funding Opportunity (NOFO) in August and California generally requires a Notice of Interest (NOI) be submitted to CalOES by the end of September each year.
This competitive grant program, if awarded, could provide for a share of Hazard Mitigation Plan funding. JGA has experienced grant writers on the team that have successfully written and been awarded Hazard Mitigation Plan Writing grants. If desired by the City, JGA could be engaged to write the BRIC grant on behalf of the City. While JGA would then be disqualified from completing the Hazard Mitigation Plan as a result of being the City’s grant writer, JGA could assist the City with finding a qualified vendor to perform the Hazard Mitigation Planning Services.
