A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIALTO, CALIFORNIA, ESTABLISHING A FEE SCHEDULE FOR USE OF CITY OWNED ELECTRIC VEHICLE CHARGING STATIONS WHEREAS, The City of Rialto owns and maintains Level 2 Electric Vehicle Charging Stations (EVSE) located at City owned property throughout the City; and, WHEREAS, the EVSE will be available to the public; and
WHEREAS, the proposed fee is intended to recover a portion of the City of Rialto’s energy costs (electricity and demand charges), network service fees, maintenance, and transaction fees associated with operating the EVSE; and WHEREAS, the revenue generated from the fee will be applied to offset such operational costs; and WHEREAS, The City of Rialto wants to encourage those using the EVSE to make them available to others when charging is complete; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RIALTO DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: The above recitals are true and correct and are incorporated herein. Section 2: EV Charging Fees. Fees for the use of the City owned EVSEs in the City of Rialto are established as follows:
For Level 2 Chargers - $0.35/kWh;
Annual price escalations using the percentage change in the United States Bureau of Labor Statistics Consumer Price Index “All Urban Consumers for Riverside, San Bernardino, Ontario, CA” (CPI) will commence on July 1, 2023, should the CPI increase.
Section 3: Additional Fees. Additional fees for the use of the City owned EVSEs in the City of Rialto are established as follows:
a. For Level 2 Chargers - $10.00 per hour will be charged for any vehicle continuing to occupy an EV charging space twenty-five (25) minutes after the vehicle is completely charged; Section 4: This resolution shall take effect immediately upon its adoption.
