This project falls within the scope of the Lytle Creek Ranch Specific Plan EIR Addendum SCH No. 200901113.

BACKGROUND:

Applicant
El Rancho Verde Golf, LLC., 285 W. Rialto Avenue Suite B Rialto CA 92376 Location
The Lytle Creek Ranch Specific Plan (LCRSP) is generally located on the north side of Lytle Creek Road, Riverside Avenue and Sycamore Avenue. The proposed maps are filed for three areas located in the east half of Neighborhood II approximately one-quarter (0.25) mile northeast of Riverside Avenue between Highland Avenue and Country Club Drive (Exhibit A-C).

Previous Actions and Entitlements
On August 14, 2012 the City Council adopted the Lytle Creek Ranch Specific Plan Environmental Impact Report and Recirculated Portions of the Environmental Impact Report (State Clearinghouse #2009061113) (collectively, “LCRSP EIR”). The Resolutions are included as an associated file with this report (Item 12-096).

On July 25, 2017, the City Council approved several actions related to the formation of a Community Facilities District for the LCRSP: a Deposit and Reimbursement Agreement with Lytle Development Company; a Professional Services Agreement for financial advisory services; Bond Counsel services; and a Professional Services Agreement for special tax consulting services.

On February 13, 2018, the City Council approved an addendum to the LCRSP EIR (“Addendum”) related to (1) an amendment to the LCRSP, which removed Neighborhood I, replaced a golf course with open space, and removed age restrictions from a certain residential neighborhood, among others, as well as (2) the adoption of Tentative Tract Map (“TTM”)No. 20092 for Neighborhood II to create the infrastructure and lots for financing purposes. The lots formed under TTM No. 20092 are not developable. Thus, TTM Nos. 20206, 20205, and 20209 are necessary to create developable lots for single family residential detached housing within Neighborhood II (the “Project”). The relationship between TTM No. 20092 and the Project is shown in the chart below:

Notices
Public hearing notices were mailed to all property owners within 300 feet of the Project and government agencies providing utilities to the Project, and were posted on the Site and in three locations at City Hall, as required by California Government Code Sections 65090 and 65091.

ANALYSIS/DISCUSSION:

Entitlements
The developer intends to begin the first phase of development in the LCRSP with three tentative maps to create a total of 364 lots for single family residential development, open space, and public facilities. The applicant does not plan to develop the subdivision at this time, but instead plans to sell the lots to a reputable homebuilder.

Zoning The table below identifies the land uses surrounding the subject Site and their corresponding zoning designations:

Tentative Tract Map No. 2018-0004 (TTM 20206)
Under TTM No. 20206, the applicant proposes to subdivide the project site into eighty-seven (87) single-family lots, two (2) lettered lots for open space/recreation and detention area (Exhibit D). The proposed density of the project is 4.34 dwelling units per acre. Lot sizes for the new single-family lots range from 6,000 square feet to 14,529 square feet, with an average lot size of about 7,859 square feet. Lot depths range from 100 feet to 143 feet, with an average lot depth of 113 feet. Lastly, lot widths range from 60 feet to 88 feet, with an average lot width of 67 feet. A new 36-foot wide public street system within the subdivision will provide access to each new single- family lot. This new street system will provide two (2) connection points to the main Collector Street (El Rancho Verde Parkway) that will provide access to all of the subdivisions within Neighborhood II of the LCRSP area.

As shown on the conceptual wall and fence plan (Exhibit E), a new six-foot high masonry block wall will enclose the subdivision. The segments of the wall that are adjacent to or visible from the public right-of-way will consist of decorative split-face masonry block and will feature twenty-four (24) inch square split-face masonry block pilasters approximately every one-hundred (100) linear feet, which will serve to provide relief along lengthy expanses of the wall.

Tentative Tract Map No. 2018-0005 (TTM 20205)
Under TTM No. 20205, the applicant proposes to subdivide the project site into one-hundred forty-six (146) detached single-family lots, and one (1) lettered lot for an existing West Valley Water District well site (Exhibit F). As shown on the conceptual wall and fence plan (Exhibit G), a new six-foot high masonry block wall will enclose the subdivision.

Tentative Tract Map 2018-2009 (TTM 20209)
Under TTM No. 20209, the applicant proposes to subdivide the project site into one-hundred thirty one (131) detached single-family lots (Exhibits H-I) and one lettered lot.
