RESOLUTION NO. __________
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIALTO, CALIFORNIA, APPROVING THE CITY OF RIALTO SYSTEMIC SAFETY ANALYSIS REPORT (SSAR).
WHEREAS, systemic analysis is a proactive safety approach that focuses on evaluating an entire roadway network using a defined set of criteria evaluating crash history on an aggregate basis to identify high-risk roadway characteristics, rather than looking at high-collision concentration locations through site analysis; and WHEREAS, systemic analysis acknowledges that crashes alone are not always sufficient to prioritize countermeasures across a system, and is particularly true for many local streets and highways in rural areas with low volumes where crash densities tend to be low and there are few high crash locations, and in urban areas where vehicles interact with vulnerable road users (pedestrians, bicyclists, and motorcycles); and WHEREAS, Federal regulations require each State has a Strategic Highway Safety Plan (SHSP), with the SHSP being a statewide data-driven traffic safety plan that coordinates the efforts of a wide range of organizations to reduce traffic accident fatalities and serious injuries on all public roads, and establishes goals, objectives, and emphasis (or challenge) areas to address the 4Es of traffic safety: Engineering, Enforcement, Education, and Emergency Services; and WHEREAS, a Local Road Safety Plan (LRSP) can be a means for providing local and rural road owners with an opportunity to address unique highway safety needs in their jurisdictions while contributing to the success of the SHSP; and WHEREAS, the process of preparing a LRSP creates a framework to systematically identify and analyze safety problems and recommend safety improvements, and facilitates the development of local agency partnerships and collaboration, resulting in a prioritized list of improvements and actions that can demonstrate a defined need and contribute to the statewide plan, and further, offers a proactive approach to addressing safety needs and demonstrates agency responsiveness to safety challenges; and WHEREAS, in order to apply for federal Highway Safety Improvement Program (HSIP) funds, an agency must have completed their LRSP or an equivalent of the LRSP, such as Systemic Safety Analysis Report (SSAR); and WHEREAS, the SSAR may be reviewed and determined on a case-by-case basis, and must be updated and validated at least every five years; and WHEREAS, when an agency submits an HSIP funding application, the agency must self-certify that the SSAR or its equivalent has been completed, and must provide a copy of the SSAR upon request; and WHEREAS, Caltrans strongly recommends that the SSAR and its update be approved by the agency's Board or Council; and WHEREAS, the City of Rialto received a grant from Caltrans to prepare a SSAR, and the City commissioned preparation of the SSAR by Albert Grover & Associates; and WHEREAS, the SSAR for the City of Rialto has been prepared and completed in accordance with the LRSP requirements for preparation of systemic analysis leading to completion of a LRSP or equivalent; and WHEREAS, the City Council desires to approve the SSAR for the City of Rialto, in the form presented herewith and on file with the City Clerk.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RIALTO DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: The recitals reflected above are true and correct and are incorporated by this reference herein as the cause and foundation for the action taken by and through this Resolution.
Section 2: The Systemic Safety Analysis Report (SSAR) prepared by Albert Grover & Associates dated December 2019, in the form presented herewith and on file with the City Clerk is hereby approved and adopted to form the basis of the City’s submittal of traffic safety improvement projects through the Highway Safety Improvement Program.
