City 4A and Chino 2 Emergency Repair Project

FINAL CONSTRUCTION WORK AUTHORIZATION

EMERGENCY REPAIR OF CITY WELL 4A AND REHABILITATION OF
CHINO WELL 2 PROJECT

Project
Disconnect existing wiring from MCC, rebuild the MCC at the shop, provide and install new breakers and other electrical components, fabricate new internal back planes and shelves, perform FAT and complete ArcFlash study and install the rebuilt MCC and bring City Well 4A online.

Remove the existing oil lubrication system from Chino Well 2 and replace with a water lubricating system, similar to Miro Well 2 and Rialto Well 3.

Scope of Work
City Well 4A: On September 28, 2022, there was a catastrophic failure of the internal main feeder wiring. The main feeders had a direct short across all phases, destroying all components and wiring inside the MCC. Due to this, the existing MCC NEMA 3R enclosure was damaged and all internal components (breakers, wiring etc.) destroyed. Since City Well 4A is a critical well supplying water, Rialto Water Services-Veolia Personnel immediately contacted the local electrical on-call contractor, Big Sky Electric who came onsite on September 29th and inspected the panel. City Utilities Manager, Tom Crowley also inspected the damaged panel. This panel was stripped and shipped to Big Sky’s repair workshop on 10/4/2022 and is anticipated to be rebuilt and shipped back in 6-7 weeks (mid to late November 2022). Upon completion of rebuilding, this panel will be ArcFlash tested and certified prior to being placed into service on a T&M Not to Exceed basis.

Additionally, Rialto Water Services-Veolia is working with Tri County Pump Company to ship the existing damaged motor to Tri County’s repair workshop where Tri County will disassemble, inspect, test, recondition, clean, dip and bake stator windings, clean and bake out rotor assembly, dynamically balance the rotating assembly, reseal oil level standpipe, weld and repair broken fan cover, clean, prime and paint all parts, reassemble and perform a full voltage no load test. Upon completion of the repairs, Tri County personnel will come onsite and reinstall the pump motor and perform startup.

City 4A and Chino 2 Emergency Repair Project
Finally, RWS-Veolia will contract with Prime System (the on-call Instrumentation & Controls contractor) to load the backup program into the new PLC system, establish communication with the main SCADA system, test and re-commission the site. An allowance for this work is included in the proposal, which will be performed on Time & Material not to exceed basis (NTE) by Prime Systems.

The MCC in City Well 4A was installed in the 1990s and has been in continuous operation since it was installed.

Chino 2 Well: Currently, the pump in Chino Well 2 is lubricated with Oil instead of being lubricated by water. Due to normal operation of this system, the water table has about 2' of oil on top. There are bag filters installed, which collect the oil, however this pump puts oil on the water table, which is not recommended. This project would replace the system from an Oil lubricated system to water lubricated system, similar to Miro 3 and Rialto Well 3 Veolia shall provide procurement support, Project Management, Construction Management, inspection support oversight, and will coordinate all onsite installation, testing and commissioning.

Cost Estimate
See Attachment 1 – Final Cost Sheet with total cost of $684,304.89 and breakdown costs, which includes a City contingency of $78,958.26. All unused contingencies shall revert to the City Schedule
Date for substantial & final completion for City Well 4A is December 31, 2022 and for Chino Well 2 is March 31, 2023.
