My claim for $300 is 'secondary to having to getajdes, BoRoW a car, miss appointments, lose sleep worrying and 'losing fAkagar' turned out, Wawanesa was excellent, as my car was totaled. 14gad my 2013 Malibu for nine years, it served me well, I took good care of it. I had to deplete my savings, to get back to life, which set me back financially. I gave my Insurance Agent the Google information to see for herself the median in question......It's quite obvious that it is completely lacking any kind of Cautionary Sign and Reflectors, as well as, due to the 'extreme width' of this median, the curbs should be painted 'yellow', as many medians throughout the city are. A painted curb would allow drivers to observe the 'size' of the median they are confronting, ESPECIALLY AT NIGHT AND DURING
HEAVY RAIN, I never saw it, reflectors, painted curbs and a sign would have alerted me. That is what I dealt with the night of October 15th ...This area is not as 'bright' at night, as in town with lighting all around, as it's an 'industrial' area. Over ten years ago, I observed several accidents where Rialto Avenue ends behind Julia Palms Apts., where I lived at the time. After yet another accident, I took pictures and wrote a request to the city and dropped it off to a City Council Meeting and I was sent a letter saying the city put up a sign that said: TRAFFIC COMING FROM THE LEFT DOES NOT
STOP!! I appreciated the city letting me know. I am now asking the same regard due to what 'I went through'. Officer Vega called and left me a message on November 23rd saying that the city had gone out and painted the curb and put up a w6-1 sign on November 16th ....I checked the median 'today', November 28'h. ", and nothing had been done, in fact, the sign going North was laying flat and had been knocked down!! So, now there are 'no' signs, beginning 'or' ending....I'm not sure if he got the location right as he said 'it had been done'??? I can't let this be my life's work, so, I am submitting my claim for my 'deductible' in hopes I can put this behind me, and the city does its job, as it's been a terrible last six weeks: (

Divided Highway. This warning sign indicates a divided highway. The traffic lanes ahead are divided by a median/divider.

Determining the Visibility of a Sign or Pavement Marking Luminance - the total amount of light a driver receive from a sign or marking.

Luminance of the sign or marking is directly proportional to the amount of light energy that is directed back towards your eyes.

Contrast - the ratio of luminance from the marking to luminance trom its surroundings, as measured from the driver's position. Contrast is much More- important for overall visibility than luminance because contrast defines holt clearly a target stands out from its background. Contrast is a better measure of? marking and sign visibility than is luminance.

Color - the color of highway marking signs are specified for different purgoses:

For example, white with black lettering is used for regulatory information stich as speed and traffic flow direction; red is used for stop and wrong way signs; yellow perceived contrast of the sign with its surroundings. and new fluorescent yellow are used for warning signs. Color can increase the Conspicuity - this refers to the likelihood that a driver will notice a selected object at a given distance. It is probably the best measure of visibility, but it is difficult to quantify. Unlike
luminance and contrast, conspicuity is not an easily determined optical quantity. It is difficult to determine an estimate for the conspicuity factors, and very difficult to combine them in a way that yields a numerical measure of conspicuity.

Conspicuity is a quantity that can only be determined empirically.

Legibility - this refers to the probability that the driver will understand the message that the roadway delineation or sign is meant to convey. Legibility relies upon many factors. In addition, the criteria by which legibility may be judged differ for different types of delineation. Legibility is an even less tangible quantity that conspicuity.

Visibility Distance - the range at which a marking or sign can be seen. Visibility distance only specifies the distance at which a given driver is capable of seeing a marking. It is not a guarantee that the driver will see it. It is important that you keep the visibility factor in mind as you move into the application of retroreflectivity to highway safety.

Updated Sign Retroreflectivity Compliance Dates CIT
NOW of
• January 2012 June 2014 - Implementation and continued use of an assessment or management method that is designed to maintain traffie regulatory and warning sign retroreflectivity at or above To the established minimum levels • January 2015 - Replace identified regulatory, warning, ground mounted guide signs (exeeft street, name)
• January 2018 - Replace identified street name & overhead guide signs The dates for having a method selected and in use was extended 2.5 years. Guide signs have been removed from the first compliance dates. ..however, they are to be added to an agency's management or assessment method as resources allow.

The compliance dates for signs below the minimums have been removed .... without these "target" compliance dates, each agency must prioritize and justify their schedule of sign replacement. Signs identified through an agency's maintenance method as being below the minimum established retroreflectivity levels have exhausted their useful service life and need to be replaced because they do not meet the needed function of being adequately visible at night.

Agencies are expected to prioritize replacement of wornout signs based on engineering considerations, similar to other traffic control devices.

Why were guide signs removed from compliance dates?
• Regulatory and warning signs constitute the highest priority for assessing retro of existing signs • Including guide signs would increase the economic burden • Section 2A.08 still requires a method for all signs, including guide signs When do I have to replace my worn out signs?
• Agencies are expected to prioritize replacement of these signs based on engineering considerations, similar to other traffic control devices.
• It is expected that the use of the assessment or management method would serve to identify and program the replacement of signs that are found to or expected to be below the minimum retroreflectivity levels.

Note: The compliance date of June 13, 2014 applies only to the implementation and continued use of an assessment or management method that is designed to maintain regulatory and warning sign retroreflectivity at or above the minimum retroreflectivity levels in Table 2A-3. Agencies are expected to Id signs other than regulatory or warning to their method as resources allow, per the footnote to the Compliance Date Table (I-2).

Do guide signs and street name signs still have to meet the minimums? Each method has some advantages and disadvantages that should be considered. Combining methods can help minimize the concerns/disadvantages.

Keep in mind the goal is to have visible signs that at least meet the needs of drivers during nighttime.

MUTCD Language
Section 2A.08 Maintaining Minimum Retroreflectivity 2022 • "Support:

Commpliance... is achieved by having a method in place and using the method to maitin if minımum levels established in Table 2A-3. Provided that... a method is being used, ad agency woukd be in compliance... even if there are some individual signs that do not meet the... levels at a ip particular point in time.

This support statement helps to limit an agency's liability: compliance is by implementing a maintenance method, even if some signs do not meet levels at a particular time.

It is not meant as an easy out: the maintenance method must be designed to maintain the minimum requirements fro sign retroreflectivity.

Exempt Signs
• Parking/Standing/Stopping
• Walking/Hitchhiking
• Adopt-A-Highway
• Blue or Brown Backgrounds
• Exclusive Use of Bikes or Peds
Note: Must still meet other requirements in MUTCD (inspections, retroreflective, etc,) Several signs are exempted. The research for blue and brown retroreflectivity has been completed since the standards were adopted. Report FHWA-HRT-08-029 provides minimum recommended retroreflectivity levels for blue and brown signs.
