RESOLUTION NO._____
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIALTO, CALIFORNIA, AMENDING ITS 2022-2023 FISCAL BUDGET.
WHEREAS, the budget for fiscal year 2021-2022 of the City of Rialto has been adopted by this Council in its original form, and said budget will need to be amended at times to fulfill the goals of the City; and WHEREAS, the City departments may not exceed their appropriations by character of expense, with character of expense being defined as personnel services, services and supplies, capital outlay, debt service and transfers, without the consent of the City Manager; and WHEREAS, the City Manager may transfer appropriations, between departments and within their respective funds, as long as those appropriations do not exceed their fund total unless approved by Council.
WHEREAS, On July 19, 2012, City Council established a committed contingency reserve in the amount of $5 million with Resolution number 6140.
WHEREAS, On July 11, 2017, City Council established a committed reserve for Parks in the amount of $1,733,246. That currently has an unused balance of $1,477,270.60.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RIALTO DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: Uncommit the Committed Reserve held for Parks in the amount of $1,477,270.60 to pay down the $17,499,195 loan owed to the General Fund from the Park Development fund.
Section 2: Uncommit the Committed Reserve for $5 million that is being held over and above the already allocated Economic Uncertainty Reserve.
Section 3: Authorize an increase in appropriations to pay the City’s Unfunded Accrued Liability directly to CalPERS.
