MEMORANDUM

HALTO POLICE
*****
TO: Anthony Vega, Captain Support Services
FROM: Jennifer Krutak, Crime Analyst Supervisor e
SUBJECT: Vigilant Solutions Sole Source Justification
DATE: September 24, 2020
This memorandum is being submitted to provide justification to support Vigilant Solutions (hereinafter "Vigilant") as a sole source provider in Automated License Plate Reader (ALPR) technology for the following reasons:

1. Vigilant owns and manages the largest ALPR data sharing initiative in the world, known as Law Enforcement Archival Reporting Network (LEARN), consisting of over 11 billion national ALPR scans, 2 billion Southern California scans, and growing at a rate of over 140 million monthly scans. The data primarily consists of privately collected ALPR data owned by Vigilant and made available to law enforcement exclusively via LEARN's desktop investigative data platform.
ci Vigilant's commercial database produces nearly 600,000 records every 30 days in the immediate area (Rialto, Fontana, San Bernardino, Colton, Bloomington) with over 35.6 million records dating back to 2008 for the same region. New records are cross- referenced to CA DOJ, NCIC and other agency customized hotlists, allowing RPD to receive real-time alerts on vehicles of interest (i.e., stolen vehicles, amber alerts, vehicles involved in kidnappings, etc.).

3. The Reaper High Definition (RHD) cameras have the ability to scan black and yellow plates, paper plates, scan vehicles traveling at a rate up to 150mph, and has infrared and color overview imaging capability to improve clarity of imaging during day/nighttime conditions. The RHD camera scans and uploads the plate image to the cloud simultaneously; there is no daily limit as to how many scans the RHD camera captures.

4. All technology operates on a cloud-based, hosted solution eliminating server hardware requirements and costs, database expertise, and sofiware maintenance on part of RPD. It is hosted in a secure data center with full backup and redundancy in compliance with FBI-CJIS Security Policies. All data storage (unlimited), database optimization and sofiware updates are included at no additional cost to the department.

5. Data analytics allows for historical searching when the make and/or model, or when the full or partial plate, is known in order to identify potential suspect vehicle leads.

6. LEARN offers an exclusive application known as "Stakeout" that allows queries to be conducted on locations/areas of known criminal activity in order to identify vehicles related to potential offenders. The "Stakeout" application also allows for multiple points of interest to be defined on a map, with corresponding geo-zones and times/dates, in order to identify "common plates" that are seen in more than one of the locations of interest; the identification of "common plates" helps detectives and analysts generate case leads and conduct crime pattern analysis in robberies, burglaries, sex offenses, and other serial crimes that may otherwise go unsolved.

7. LEARN offers an exclusive investigative utility known as Associate Analysis which identifies plates scanned in close proximity to a suspect's plate. This is useful in identifying possible associates of a known suspect, or perhaps establishing a pattern of surveillance between a perpetrator and a victim.

8. The Investigative Data Platform also offers an exclusive application known as Locate Analysis which is designed to provide an assessment of where a suspect vehicle is most likely to be located. Locate Analysis provides a comprehensive statistical report including historical trend analysis such as how many visits to an address(es) the suspect vehicle has made, times during day/night the vehicle frequents locations, chronological map view of all visits, and scores the frequency of all visits in order to provide actionable intelligence on where to likely locate the suspect.

9. Mobile Companion (MC) is an app available to patrol officers on their department issued cell phones. From the field, officers will be able to capture and upload plate images.

Mobile Companion offers single and multi-plate scanning modes while an officer is moving, access to basic LEARN analytics features, and ability to upload customized hotlists directly from the field. Mobile Companion also provides officers access to another exclusive feature known as Mobile Hit Hunter (MHH) which enables the department to match recent LEARN data against hotlists and distribute any "hits" via MC devices located within a two-mile radius of the suspect vehicle. The department will be provided with unlimited licenses to MC for use by authorized personnel at no additional licensing costs.

10. Alerts can be placed on a wanted vehicle, such as an outstanding homicide suspect's vehicle, so that detectives can be notified when the plate is scanned by an ALPR camera.

These real-time phone/email alerts will not only notify RPD detectives of the exact location/date/time where the plate was scanned (even if outside of Rialto), but the jurisdiction where the scan took place will also be notified that a felony vehicle is in their jurisdiction so that officers can take appropriate action and safety precautions.

11. The Target Alert System (TAS) is a stolen vehicle recovery program partnership between Vigilant, the National Insurance Crime Bureau (NICB), commercial ALPR operators and local law enforcement agencies. TAS is a software application used in the Dispatch Center to receive real-time alerts for any vehicle detection that matches a reported stolen vehicle within the City of Rialto. The plate data contained in the alerts is provided by insurance carriers on vehicles which have been reported stolen to local law enforcement.

These alerts are not only received by dispatchers via TAS but are simultaneously transmitted via Mobile Companion to officers in the field. This dispatch monitoring service is offered, at no cost, to Vigilant customers.
