B. Technical Proposal
Requirement:
Technical proposal – describe in detail your approach and understanding of all necessary tasks and steps involved in the project; include a list of deliverables
1. Introduction
Requirement:
The firm’s proposal must concisely demonstrate that the firm has a unique understanding of the City’s needs based upon the RFP. Proposals will be evaluated on the following general criteria:
i. Without a verbatim recitation of the information contained within this RFP, convey an understanding of the intent of the RFP and of the City’s expectations upon implementation of the scope of services required under this RFP.
ii. Identify and discuss “key” or “critical” aspects of the potential services delivered as identified in this RFP, based on prior experiences. Identify methodologies for managing delivery of the services, modes of communication, how the work tasks will be controlled, how the work assignments will be tracked and how project status will be reported.
Nth’s Response:
The City of Rialto is planning to replace their current backup system. They understand that modern backup technologies offer more features that improve recovery time and provide mitigation against the electronic hijacking of valuable data assets. The criteria for the ideal backup system would provide all of the following important features:
• Rapid file restoration
• Prevent the ransomware encryption of backup data through a hardening of the backups • Meet or exceed the expected recovery times for critical services to be less than four hours for general files and for their SQL databases
• Ease of backup management
• Granularity of backups
• Data encryption
• Single Sign-On user access
• Provide backup for the city’s Microsoft 365 environment • Create a strict access to the backup solution with proper authorization and authentication controls Furthermore, the City of Rialto desires that the vendor also invest time and resources to knowledge transfer and formal training of the backup solution. Rubrik not only meets the general criteria, but also exceeds those expectations.
Based on the released RFP, we are proposing a solution that meets the requirements for modern data protection, enhanced resilience from ransomware, and cloud readiness. Our solution recommends a

Rubrik appliance (which provides native immutability and logical airgap in a single hyper-converged solution) at the main data center. The recommended solution includes a best of breed proactive approach to ransomware recovery with ransomware investigation, anomaly detection, and a ransomware response team which has a track record of assisting with over 100 ransomware recoveries. To accommodate for the City of Rialto's cloud migration and requirement of having an offsite copy of data in the cloud, our solution also includes cloud storage via Rubrik Cloud Vault. To meet the requirement for M365 protection for 400 users, the recommended solution with include Rubrik's M365 protection that encompasses the full M365 suite (Email, Sharepoint, OnerDrive, Teams) Rubrik Cloud Vault and Rubrik's M365 protection were both co-engineered and sponsored by Microsoft.

The detailed technical scope of work outline must be identical to the outline of tasks and sub-tasks identified in the Cost Proposal. This is to ensure that the final agreed contract has a scope of work and payment schedule which correlate to one another.

22 | P a g e
Nth has several project managers available with expertise in infrastructure, backup, and security projects. Workloads for the project management team are reviewed, at a minimum, twice a week with the team and PMO manager to ensure project consistency and manageable workloads.
Nth’s approach ill follo PMI guidelines based on the pro ect management body of kno ledge (PM OK).
The project will be implemented by our project management t eam. The Nth Project Manager will systematically plan and execute against project milestones and forecast a stable timeline.
Having a project management team of experienced project managers will ensure the appropriate tools and methods are used to reduce risk while increasing efficiency. Five processes will be taken to ensure the project is successful:
Project Initiation – This is an important process as it sets the tone as the project moves forward. Nth will take the time to spend with the City to confirm objectives and goals to provide the best plan to ultimately meet the City’s overall strategic road map. This will involve identifying key stakeholders, critical dates, and setting expectations early in the project.
Planning – By evaluating the proje ct and its level of overall complexity we will implement various management plans to ensure the scope, schedule, and cost remain on track. This will also cover the resource load plan, quality, and communication plans. These plans will provide the project team with processes and policies of how to handle various pieces of the project.
Executing – The execution process will involve the actual directing of the project. This will include quality assurance, communication management, and the engagement of stakeholders. We will also secure and build the team during this phase.
Monitoring – The Proje ct Manager will monitor the project scope and expectations, identify and manage project risks, track and process change requests as well as status and overall project progress.
The Project Manager will provide status updates along with documentation and me eting minutes as applicable. The Project Manager will act as the main point of contact and ensure timelines, dependencies and communication requirements are met within the project lifecycle.
Closing – The Project Manager ensure all contracts/SOWs have been fully executed and will create a final close out package including all meeting notes, project plan, risk register, and all other applicable documentation from the project.
The processes outlined above will serve as guidelines and allow our project manag ement team to apply the best methods as needed. Nth will also use its organization process assets, such as the PMO, to leverage its ability to provide timely metrics and ensure communications are consistently open to capture stakeholder concerns and potential risk.
