NSP Jackson Lot Background
City of Rialto seeks to commit $2.1M in NSP funds for affordable housing soon per HUD requirement NSP spend LH25 set-aside for 50% AMI is $2,665,550-$1,862,672= $802,878 Surplus Land Act process expired on 7/1/22 on two City-owned lots on Willow and Jackson.
Mary Erickson Community Housing (MECH) was the only respondent Because of funding limitations, the City can develop one lot using the existing NSP funding and develop the other lot as funding becomes available.
The most efficient path forward (months not years) to comply with HUD would be to build by right, a minimum of four (4) units total on the smaller parcel.
Four units does not require entitlements; therefore the developer can proceed straight to construction documents.
Four units does not trigger prevailing wages, which reduces the overall cost.
