RE: RIALTO HOUSING ELEMENT REZONE PROGRAM
Dear Property Owner:

In March 2022, the City of Rialto adopted the 2021-2029 (6th Cycle) Housing Element Update. Under State mandate, all cities are required to plan for future housing needs, including affordable housing. As part of this update process, on August 13, 2021, the City notified property owners with property identified as potential locations that might accommodate more residential development in the future. It is important to clarify, the adopted Housing Element does not affect property owners’ rights or change what is currently allowed on your property, but instead only identifies your property as having the potential to accommodate residential development should you or a future property owner want to pursue such development – entirely at your choice.

The adopted Housing Element identified your property (Assessor Parcel Number <<APN>>) as a potential “Opportunity Site” for future residential development and, as part of implementing the 2021-2029 (6th Cycle) Housing Element Update, your property is proposed to be one of many to be included in a residential overlay. This will not change the existing land use or your current property rights but, in the form of an overlay, would provide for an additional land use that may be utilized if you choose to do so. More importantly, being identified as part of a potential residential overlay does not indicate that the City is considering the acquisition of your property for construction of new housing. The City through the Housing Element Update or its implementation process is not acquiring any property. The proposed residential overlay would only facilitate residential development should you or a future property owner wish to do so. As the property owner, you will retain your right to your existing use now and in the future. Including your property in the residential overlay will not mandate or require you or future owners to change anything.

The purpose of this letter is to provide you the opportunity to review and comment on the City’s proposed residential overlay. Should you have any questions or comments, please contact me by email, phone, or mail at:
