UNDERSTANDING OF THE CITY
TPA is proud to represent public agencies and cities statewide, including many cities in Southern California—a dynamic that provides our firm with knowledge of the region and implementing local priorities in Sacramento. Specifically, TPA has worked with ci ties in the same region as Rialto, including the cities of Hesperia, Chino Hills, Beaumont, and Moreno Valley. Given TPA’s extensive, successful experience representing cities throughout Southern California and the state, TPA is well-suited to represent the City of Rialto.
TPA also understands that not all communities are the same – each city has its own set of priorities, goals, and objectives. TPA has helped dozens of cities secure grant funding from various state agencies to carry out the city’s mission at the state level. TPA understands the City of Rialto’s homelessness and affordable housing priorities , along with its regional and collaborative relationships with the federal Department of Housing and Urban Development, San Bernardino County, community-based organizations, and housing advocates. If selected for grant writing services, TPA stands ready to coordinate with regional stakeholders to achieve the City’s goals and objectives as it relates to homelessness and affordable housing.
TPA also understands that the City is in the process of establishing a Climate Adaptation Plan to align the City’s climate priorities with the state’s climate goals. TPA has assisted multiple communities to secure funding for climate adaptation plans and aligning c ities’ priorities with the state’s goals. TPA will utilize its agency relationships to further help the City of Rialto prepare for the impacts of climate-related events.
Additionally, TPA has worked with cities on public works projects including active transportation, urban greening and water efficiency and reuse projects . TPA has been instrumental in crafting the current and previous park bond measures that will benefit t he City’s existing and planned park assets. Specifically, TPA looks forward to bringing funding to the City’s parks including but not limited to Andreson, Flores, and Frisbie Parks.
Various types of funding can help the city achieve its goals for a green, multi-modal community.
TPA understands that the City of Rialto is also focused on these issues and welcomes the opportunity to utilize its funding expertise in these areas to bring back wins for the City. Specifically, TPA looks forward to building on the City’s existing work to complete the Pacific Electric Trail Expansion to enhance recreational opportunities to some of the City’s disadvantaged communities.
Proposal for Grant Writing Services | City of Rialto Page 4
BACKGROUND AND PROJECT SUMMARY
As the City’s extension prov iding grant writing expertise, TPA will work directly with the City to understand and develop a funding strategy around the City’s air and water conservation priorities. TPA also works closely with state agencies such as the State Water Resources Control Board as well as CalRecycle and will leverage those relationships to advance the City’s funding goals.
TPA has worked closely with its public agency clients as they strive for vibrant business climates to attract and retain employers . TPA has helped cities as they work to preserve local tax revenue through the Board of Equalization and has assisted multiple cities navigate the coronavirus pandemic through initiatives like business assistance programs to promote the quality of life of its residents and the prosperity of its businesses.
As part of its funding and advocacy strategy, TPA works alongside City staff to identify which city- sponsored Capital Improvement Projects would be competitive for grants. This can include water, sanitation, transportation, or parks projects that best fit with the Legislature’s goals – TPA looks forward to working with the City to secure funding for projects such as the Terra Vista Safe Routes to School Project, Baseline Storm Drain Project, and the joint City and County Pepper Avenue Street Overlay.

TPA will utilize the following strategic and comprehensive approach to provide grant writing services to the City as outlined in the Scope of Services:
• Conduct Detailed Orientation: TPA utilizes a comprehensive onboarding process that includes extensive meetings with various relevant members of City leadership and key City departments to help develop a strategic plan that is carefully tailored to satisfy the needs of the City, as well as designed for maximum success in the current political climate and funding environment.
• Craft Strategic Funding Plan: Utilizing the information gathered during the onboarding process, TPA will coordinate with the City to develop a proactive and comprehensive strategic funding plan that serves the needs of the City’s priorities. The plan will do more than simply identify City projects; it will outline and prioritize multiple funding options for each project, and develop a specific plan of work tailored for each project. It will also identify key “strings attached” to help assess the cost/benefit ratio for each grant opportunity.
• Implement the Funding Advocacy Strategy: TPA will advocate for the City’s legislative agenda utilizing the following methods:
o Build and Strengthen Relevant Relationships: TPA has cultivated a network of valuable relationships that will be leveraged to promote the City’s funding agenda , including those in the State Legislature and Federal Government.

• Grant Application Development and Submittal: TPA will develop, draft, submit, and follow up on each City grant application through the following process:
o Establishment of Clear Accountabilities: TPA will coordinate with the City to ensure the assignment of responsibilities and tasks are made clear so that confusion and inefficiency are avoided and the City is burdened as little as possible while TPA pursues a grant opportunity.
o Provide Overview of Full Application Requirements: For each grant application, TPA will provide the City with a detailed overview of the requirements for the grant program and corresponding application to ensure that the program is a strong fit for the City’s project. This will include:
▪ Application timeline
▪ Eligible project types
▪ Funding availability and award maximum and minimums
▪ List of application components, including proposal questions and any required attachments

in order to provide the City with tracking and delivery confirmation for the application.
TPA will also obtain a receipt for proof of submission and provide the City with a final copy of all submitted application documents.
o Funding Advocacy: Throughout grant application process TP A will leverage relationships with relevant officials and program officers in various state and federal funding agencies to ensure that City grant applications are aligned with the goals of the specific grant program and that the applications are well -crafted and well - positioned for funding.
o State Budget Funding Opportunities: In an effort to maximize state funding, TPA will work with the City to identify projects and other funding priorities that may be suitable for funding through the State Budget. TPA will coordinate with the City to develop supporting materials for the budget request. TPA will also work with members of the City’s state legislative delegation, along with the Assembly and Senate Budget Committees, to gain support for the inclusion of the City’s project in the final State Budget approved by the Legislature.

This assistance will include interacting with granting agencies on behalf of the City, providing support for the drafting and submission of required reports, evaluations, and other tasks related to the successful monitoring of and compliance with the program requirements.
• Comprehensive Follow-Up on Unsuccessful Applications: Despite all best efforts, some grant applications are not selected for funding. In those instances where grant applications are unsuccessful, TPA will work with the relevant state and federal funding agencies to set up in-person or telephone debriefing sessions to discuss the grant applications and how to best revise the grant applications for the next funding round to ensure success.
• Provide Monthly Progress Reports: TPA will confer regularly with the City on our activities.
TPA will provide timely electronic monthly reports on the status of all funding activity, such current funding opportunities, current applications, submitted applications, and post -grant submittal advocacy. In addition to written reports, TPA will be available to the City for conference calls, in-person briefings, and meetings.
