3 B. Background
From our research, we have gathered that the City of Rialto is most interested in funding projects related to active transportation, climate adaptation, and public infrastructure to support the creation and maintenance of the active community. Fortunately, we have experience in applying for grants related to these categories amongst others. Due to our diligent research for new federal, state, and local funding opportunities, our staff keeps up with the newest opportunities such as the Clean California Local Grant Program that intends to beautify and improve local public spaces such as streets, roads, and parks.

Depending on the City’s needs, our team will use our resources and network to update the City with applicable, upcoming, and new grant opportunities. Our team’s experience with the full grant process including funding identification, grant writing, grant administration/procurement, and grant closeout, provides our team with a unique perspective and is prepared to assist the City with any step of the grant process.

Similar to the City of Rialto, Villa Civil is committed to being fully transparent. Although there may be various funding opportunities that align with the needs of the City, our team regularly attends funding workshops to obtain additional insight about each grant program. This means that we use our additional research to be fully transparent about the likelihood of the City being awarded an opportunity in an effort to only allocate resources to funding opportunities that are worth the time, budget, and effort. At Villa Civil, our objective is to provide the City with up-to-date information about funding opportunities, advise the City to pursue strategic funding opportunities, and successfully execute the grant applications to obtain funding that allows the City to grow and provide a healthy environment for its residents.

Villa Civil’s funding support team has a proven track record in identifying funding opportunities, delivering grant writing services, and providing ongoing grant administration support to municipal agencies throughout Southern California. We take pride in partnering closely with our clients to provide customized support through all parts of the grant and loan funding life cycle. In the past four years, Villa Civil staff have helped clients secure $130M in grants and loan financing, including successful Caltrans ATP awards to the tune of $6M, and Clean California awards in the amount of $4.63M. We believe this funding success is built on our team’s ability to comprehend the true objectives and intentions of a grant program, to work collaboratively with an agency to intrinsically understand their project’s objectives and desired outcomes, and to weave those understandings into the most compelling and competitive grant application. The Villa Civil Team has the capability and capacity to perform any and all of the following tasks at the direction of the City:

Task 1 – Identification of Appropriate City Projects for Funding Villa Civil is well practiced in reviewing an agency’s capital improvement and operational projects for clients to identify potential funding opportunities. Our team will proactively meet with City staff in order to define priority projects, City goals, and other funding needs in order to align projects with the best fitted funding opportunities.

Task 1 Deliverables: Meeting minutes, matrix of budget deficient projects

Task 1.1 - Identifying Funding Deficiencies
At the direction of the City, the Villa Civil Team will work with City staff to develop a funding needs list that can be used as a baseline to identify funding opportunities. In our experience, this exercise is best conducted by facilitating a workshop with City staff in addition to other City- defined stakeholders and personnel to comprehensively identify funding deficiency scenarios, and to fully understand the City’s funding objectives and needs. The goal of the workshop is to identify both near-term and long-term funding goals at both the City and project-specific level.

Villa Civil will also present a list of currently known funding opportunities in order to vet strategic grant pursuits, teaming opportunities with other agencies, and potential upcoming funding sources.

Following this workshop, and at the direction of the City, the Villa Civil Team will prepare a matrix of budget deficient projects that have been targeted by the City (Figure 1). This matrix is intended to be an adaptable, living document, which Villa Civil will continue to manage and update as new projects are added to the list, current projects are implemented, and as project priorities and City

5 objectives evolve. Using this strategy, the Villa Civil Team is prepared to provide the City with periodic summaries and updates with all the necessary information, as requested by the City.

Task 1.2 – Funding Strategy Plan
The Villa Civil Team understands the importance of analyzing both short-, mid-, and long-term funding goals. Therefore, Villa Civil staff are prepared to use the City’s goals to provide a funding strategy framework for the City that can be used to leverage outside funding and loans to supplement the City’s Capital Improvement budget. Development of a funding strategy involves an analysis of the City’s planned Capital Improvement Program to better understand how the City’s projects can be grouped, streamlined, and funded. A funding strategy will include an implementation plan and schedule, identifying key milestones and pathways to funding for the City.

Figure 1. Example Project Identification List
Task 2 – Identification of New Sources of Grant Funding & Grant Resources With our in-depth knowledge of local, State, and Federal funding programs and resources, our team excels at pairing existing and planned project needs with the most opportunistic funding resources.

Task 2 Deliverables: Funding Program Matrix, Competitiveness Assessments, Scope of Work, Project Schedule, Budget

Task 2.1 - Identifying Grant Funding Opportunities
Our grant team is known for applying a creative and innovative approach to identifying funding opportunities. Paramount to this approach is extensive knowledge of each grant program’s key objectives, goals, and performance metrics so that the most compelling grant application can be developed for the project. We are able to discover new funding opportunities by staying updated on impending legislation and industry trends.

At the request of the City, the Villa Civil Team will utilize the customized matrix developed in Task

1.1 to align City projects with potential funding programs in a separate spreadsheet (Figure 2).

6 This live spreadsheet will summarize key funding program information, including funding program objectives, goals, and performance metrics, qualifying project types, average awards amounts, match requirements, eligibility criteria, and application windows. Alternatively, our team has provided monthly PowerPoint updates to our clients, which showcases our ability to adapt to the City’s preferred methods of communication and frequency. The Villa Civil Team will present funding recommendations for specified projects as funding opportunities become available, at the direction of the City.

This resource can be used as
an adaptable roadmap,
allowing the City’s identified
projects to be quickly aligned
with funding opportunities as
they are announced. To stay
current with state, federal and
regional funding
opportunities, Villa Civil staff
regularly screens funding
agency database websites,
peruses specific granting
agency websites, enlists in a
multitude of grant program
email distribution lists, and
routinely attends funding
seminars to obtain timely
updates on legislative status
and anticipated funding
availability notifications for a
wide range of funding
opportunities. Efficient
tracking requires the use of an
Excel spreadsheet to document
which projects have potential funding opportunities. At a minimum, the spreadsheet will contain the following information:
 Project Name
 Type of Capital Project
 Funding Opportunity
 Application Open Date
 Key Eligibility Criteria
 Submittal Deadline

Figure 2. Example Grant Funding Opportunity List

7 Upon the City’s direction, Villa Civil will conduct a preliminary competitiveness assessment, at no cost to the City, to ensure that the basic requirements outlined in a funding opportunity’s guidelines are met before pursuing the opportunity.

Task 2.2 – Identification of Grant Resources
In our experience with grant writing and management, organizational skills are critical to successful grant application submittals and grant administration. As part of this task, Villa Civil understands that there are grant opportunities that may align with the interests of the City, but are highly competitive. After identification of the best possible funding opportunities for each project, Villa Civil will create a live document indicating the necessary components for each grant application. Therefore, Villa Civil is prepared to conduct a grant assessment in which the City’s projects will be scored against the grant’s guidelines criteria to determine whether it is feasible and in the best interest of the City to use resources to pursue the funding opportunity.

Furthermore, at the direction of the City, the Villa Civil Team is prepared to generate, review, submit, or help facilitate the process of gathering all necessary documentation to support each grant application. Updates will be given at the City’s request to ensure open communication and a smooth process.

Task 2.3 – Project Management
Ms. Villa will be responsible for refining the scopes of work, defining the appropriate team for each as-needed assignment, developing each project schedule, and developing each project budget for City approval. Upon receiving the notice to proceed, Ms. Villa will oversee each project and periodically check each step/deliverable for quality. Additional responsibilities of the Project Manager include but are not limited to the following: attending required City staff and City Council meetings, providing project updates and regular check-ins to City staff, preparing reports for City staff and City Council, and keeping an open line of communication between all parties.

Our team is also available to provide any necessary technical assistance.

Task 3 – Grant Application Preparation Process
The Villa Civil Team partners closely with clients to coordinate the preparation of grant applications and credit assistance application packages to ensure a successful, competitive submittal. Each application format is unique, and a customized approach in developing project work plans and justification, budgets, schedules, supporting graphics (including exhibits, graphs, schematics, animations, etc.), supporting documentation and certifications is paramount to ensure an application is responsive to the evaluation criteria set forth by the funding agency. Once our client is notified of a funding award, Villa Civil can assist in post-award activities which includes engaging with funding agencies to complete the negotiation and contracting process. The Villa Civil Team will implement the following tasks to prepare a grant application for submittal: Task 3 Deliverables: Meeting Minutes, Data Request, Work Plan, Graphics (as necessary), Draft Grant Application, Final Grant Application

8 Task 3.1 – Grant Application Kick-off Meeting
Villa Civil will conduct a kick-off meeting to review the City’s project scope, proposed budget, available local funds, project schedule, City objectives, milestones, and other considerations that may be pertinent to the project “story” for the grant application. Villa Civil will also review the grant application requirements and submittal deadlines with the City’s Project Manager and will present an internal schedule for the City’s review. The schedule will identify intermediate and ultimate tasks and milestone dates of completion in order to provide the City with ample review and submittal time. Furthermore, the schedule will define roles and responsibilities associated with each task for the project team. Clear and defined roles, responsibilities, tasks, and schedule milestones will ensure that the grant application can be submitted on-time. Meeting notes summarizing the discussion and agreed upon schedule will be provided to the City following the meeting.

Task 3.2 – Generate Grant Application Data Request
Villa Civil will prepare a data request that summarizes the grant application information needs that will need to be provided and/or confirmed by the City. Information requests typically include:
project scope details, schedule details, budget information (existing or proposed), local funding (if available), and other resources that may be used to supplement the application. Villa Civil will track all data received and will compile for inclusion in the grant application, as necessary.

Task 3.3 – Provide Community Outreach Services
Villa Civil is well-versed in communicating and corresponding with the community and related project stakeholders. The Villa Civil Team is prepared to coordinate requests for Letters of Support, facilitate community meetings, develop a community involvement strategy, and conduct other community and stakeholder coordination as necessary to generate the most competitive application for the City. Our experience consists of developing short animations for our clients that engage the community and key stakeholders.

Task 3.4 – Generate DRAFT Grant Application Submittal
The Villa Civil team will prepare a draft grant application for City review. Grant applications typically include a project narrative, project cost estimate and budget detail, project maps and exhibits, and other grant-specific information to completely respond to the grant application guidelines. Our team will work collaboratively and rely on our engineering expertise to develop a thoughtful, strategic, and technically sound grant application. A draft grant application will be provided for the City’s review in compliance with the applicable grant program guidelines. Villa Civil will request the City’s review in order to generate a final grant application submittal.

Alternatively, should the City choose to write the grant application, the Villa Civil team is able to provide a general outline to guide the City in providing a compelling grant application. The outline shall include key concepts and ideas that address the grant guidelines and requirements.

Task 3.5 – Generate FINAL Grant Application Submittal
Villa Civil will review and address comments received and prepare a final grant application for City review. Final grant applications will ensure consistency of messaging, integration of all

9 applicable grant requirements, and succinctness prior to the City’s final review and submittal.

Villa Civil staff are prepared and equipped to submit applications through online portals and by mail.

Task 4 – Grant Application Review, Approval Process & Grant Administration Ms. Villa will serve as the Project Manager for the project team and will provide the final level of QA/QC for each deliverable generated as part of this scope of work. Additionally, Ms. Villa will support the City in any coordination, communication, or response to comments & questions that a funding agency may require. Ms. Villa is well versed in coordinating with funding agencies and relies on a proactive approach to engaging grant administrators early in the application process to ensure the most competitive and successful grant application. As part of this process, Ms. Villa will liaise between the funding agency and the City as necessary to ensure that potential grant applications are well vetted with a funding agency.

Furthermore, during the application process, Ms. Villa is dedicated to engaging with grant administrators as necessary to sufficiently complete the grant application process.

As the project manager and primary point of contact for this project, Ms. Villa will oversee all client interface, grant administrator interface, and all project management duties, including schedule submittals, invoicing, and task order management. The following subtasks summarize the project management duties that will be provided as part of this effort.

Task 4 Deliverables: Letters of Acceptance, Resolution Acceptance, Necessary Paperwork, Funding Allocation Requests, Grant Invoices, Grant Reports

Task 4.1 – Quality Assurance & Quality Control
The Villa Civil Team believes that the quality of the grant application submittal is critical to the City’s funding success. Failure to comply with grant guidelines is unacceptable and to this end all content generated by the Villa Civil Team will be QA/QC’d by Ms. Christy Villa prior to submittal to the City. Our approach is simple but effective; we are committed to providing the City with the benefit of our Principal Engineer’s technical expertise in the grant writing world, and we take great pride in the deliverables that are provided to our clients and the funding agency.

Task 4.2 – Accepting Grants
Upon the award of a grant, Villa Civil will assist City staff with the formal acceptance process. This includes, but is not limited to City Council approvals, obtaining letters of acceptance, resolution acceptance and any necessary paperwork required to facilitate the award process. If necessary, Villa Civil is prepared to coordinate with the City Attorney for grant agreement preparation and assist with the process of grant amendments.

Task 4.3 – Funding Allocation Requests
Under the direction of the City, our team is prepared to assist with all necessary funding allocation requests to ensure that the City receives its awarded grant funds in a timely manner. This also includes coordinating with the grant administrator to ensure a smooth process, ensuring funding match requests, and the completion and submission of all necessary forms.

10 Task 4.4 – Grant Invoicing
Villa Civil is well versed in creating, reviewing, and submitting invoices in compliance with grant guidelines and requirements. We understand that grant invoicing can be nuanced and complex, and because of this, and we pride ourselves on providing a reliable, accurate budget tracking tool to ensure that all project expenses are appropriately categorized and eligible for grant reimbursement. This tool assists us in making the invoicing process as transparent as possible for both the City and the granting agency. With the ability to track both grant funding, local match, and local additional funds, we can create a reliable resource for the funding aspect of the project.

We have extensive experience with State and Federal invoicing requirements, most recently providing invoicing grant administration services to the City of Encinitas and the City of National City for programs including Caltrans Active Transportation and Caltrans Highway Safety Improvement Program.

Task 4.5 – Grant Reporting
Villa Civil is prepared to submit all intermittent project reports (quarterly or according to the requirements of each grant award contract), draft reports, and final reports in compliance with grant guidelines. All reports shall follow the granting agency’s required guidelines and document the actual work done, accounting summary, a progress schedule, and upcoming milestones for the following grant period. Grant reporting for completion reports shall include amendments to the project, a final schedule analyzing the overall progress in comparison to what was proposed, and copies of the final documents and reports generated during the duration of the project, as needed.

Task 5 – Cultivating Partnerships with Other Organizations Villa Civil recognizes the immense importance of developing and sustaining community partnerships to progress funding strategies. Our staff work closely with agencies to identify meaningful stakeholders and partnerships for each and every project. We are experienced in coordinating with community organizations such as Downtown and Mainstreet Associations, Chambers of Commerce, School Districts, Regional Transit Districts, MPOs, and neighboring agencies to form collaborative grant applications. In addition to cultivating agency partnerships, our firm is experienced in fostering relationships with Non- Governmental Organizations (NGOs). In fact, many complementary project elements can be gained by engaging NGOs in the grant application process. For example, in Encinitas, partnerships with NGOs such as San Diego Bike Coalition and Circulate San Diego have resulted in hundreds of thousands of dollars in grant funds that support encouragement, education and outreach activities at local schools within the project vicinity. Our experience and ease in working with various clients and organizations has allowed us to establish meaningful connections with key stakeholders that can lead to successful funding awards.

Our approach is simple: we establish clear, concise, and professional lines of communication with stakeholders. We identify stakeholder/partner needs and objectives that will be complementary to a project, which allows for stakeholders and partners to be willing to come to the table and collaborate on funding strategies. Most importantly, we stay engaged throughout the project to ensure that all commitment and expectations are honored.

Task 5 Deliverables: Letters of Support

11 Grant Timeline Estimate
Villa Civil works hard to ensure the satisfaction of our clients and stakeholders. This involves strong communication and responsiveness throughout the duration of the project. After each grant component is completed and if time permits, we generally allot 1 week in our project schedule for the City to provide any comments or questions. The overall time of completion estimate found below assumes that the City reciprocates this level of responsiveness and cooperation. Although each grant application process varies based on expectations, requirements, and level of effort, the following table outlines a general timeline for Villa Civil to complete each grant component:

Grant Component Time Estimate
Internal Grant Feasibility Research 1 week
Data Request 1 week
Draft Application 1-2 weeks
Final Draft 1-2 weeks
Overall Time of Completion 4-8 weeks
