Task 2.0 Deliverables:

o Data Collection

Task 3.0 Topographic Survey/Right of Way Mapping

3.1 Aerial Topographic Survey
Psomas will perform a 40 scale Aerial Topographic Survey along South St., Huff St., Carter St., and Orchard St. The mapping limits for this will include the parkway on both the south side and north side of the road. This will allow us to capture the planimetric and utility features that may encumber the proposed improvements. Psomas will establish control around the project site. The horizontal datum will be based upon the North American Datum of 1983 (NAD83) and the vertical datum be based on the North American Vertical Datum of 1988 (NAVD88) tied to a local Benchmark.

3.2 Conventional Topographic Survey
Psomas will perform a conventional topographic survey necessary for locating the following features:

o Top of curb will be located for South St., Huff St., Carter St., and Orchard St. We will also locate the top of ex and bottom of ex of every driveway within the project limits. Ground surveys will also locate the outline of all driveways. The limits of the driveway survey will terminate at the right of way.
o Psomas will perform topographic surveys at fifteen (15) proposed ADA ramp locations. This will also include the tie in survey on the east side of Joyce Ave. o All visible surface utility features at and adjacent to the project site.

3.3 Right of Way Mapping

Task 4.0 Utility Coordination
Psomas will contact utility agencies/owners having facilities within the project area to request record plans for existing utilities. Utilities will be plotted on the base maps. The base maps will be forwarded back to each utility agency/owner for review, correction, and certification of correctness. The utility research will be isolated to areas likely to be affected by the project. The purpose of this task is to initiate dialog with utility owners as early in the project development process as possible to avoid potential delays associated with relocation plan preparation.

Psomas will identify and coordinate with the affected utility companies responsible for the design of relocated facilities, if applicable. First, second, and final plans will be submitted to the utility companies for their review and Utility Relocation Plans will be requested from the utility companies, when applicable. If utilities are required to be relocated, the utility company will provide the prior rights determination and will prepare necessary agreements for each utility relocation within City right-of- way, if needed. Psomas will review Utility Relocation Plans, if applicable, received from the utility companies for conformance with project needs.

It is assumed that the respective utility company will secure any necessary easements from the property owner if relocations are required. Preparation the legal descriptions and plats for such easements are not included in this scope of work but can be added for an additional fee.

This scope of work specifically excludes utility relocation design or coordination of new facilities. If relocation or new facilities are required for any reason, either the respective utility company will perform the design activities, or where appropriate, Psomas will perform required design services based upon authorization by the Client for an additional fee.

Task 4.0 Deliverables:

o Utility Coordination
o Existing Utilities Plotted

Task 5.0 Water Quality Management Plan
Psomas will prepare a Water Quality Management Plan (WQMP) using the County of San Bernardino’s MS4 template for “Low Impact Development: Guidance and Standards for Transportation Projects” based upon the proposed improvements. This report includes a program for maintaining the site through Best Management Practices (BMPs) for pollution control and storm water management. The project WQMP will use the County issued template and include source control, site design, and the applicable post-construction BMPs to reduce and/or eliminate the discharge of pollutants from the completed project into the storm drain system or receiving waters. In-situ testing

o Merrill Avenue – School signage and speed feedback signs

Note that the professional fees established for the various types of plans are based on the following:

o All plan types will be prepared in City of Rialto plan format. o This scope of work is based on the proposed improvements included herein. o Vertical profiles will not be required for new sidewalk that is curb adjacent and are therefore excluded. New sidewalk placement will be controlled by the existing curb and typical sections/details.
o Detailed construction details (1”=5’) will be required for each ADA ramp. A total of 15 curb ramps are included in the scope of work.
o A total of 79 driveways are found within the project limits, none of which appear to be ADA compliant. Each will be assessed and upgraded per current ADA standards. For budgeting purposes, driveway improvements are assumed to be shown on construction detail sheets at a scale of 1”=10’.
o Existing utilities will be shown on the plans per information obtained through existing as- built/record drawings as provided by the utility companies, the City, and field survey data.

Potholing of existing utilities is explicitly excluded from this Scope of Work. Potholing, if needed, can be accommodated upon successful negotiation of a contract amendment. o It is assumed that 4-foot wide sidewalks will not require relocation of the existing overhead power poles. If needed, the sidewalk will meander around the poles. o Utility relocation plans, or new utility facilities required, will be provided by the respective utility company. Psomas has not included utility design in the Scope of Work. o The Scope of Work does not include drainage design services. No catch basins were identified within the project limits. Curb cores were identified in areas that currently have sidewalks and would therefore not be affected by the project. New curb cores are assumed not required and are therefore excluded.
o Erosion Control Plans will address BMPs to be implemented during the construction activities to control sediment and prevent erosion within disturbed areas of a construction site. The Erosion Controls Plans will be consistent with the project specific SWPPP maps capturing municipal and the California General Permit erosion and sediment control requirements. o No striping plans are required and are therefore excluded. o Signage will be shown on the Layout plans. Separate signing plans are excluded. o Speed feedback signs are assumed to be solar powered. Electrical plans are not included in this scope of work.
o Psomas will develop a Traffic Signal Modification Plan at the intersection of Merrill Ave and Sycamore Ave in accordance with the CA MUTCD and City Design Guidelines.

Mr. Art Cervantes
