Scope of Services
for
Morgan Elementary SRTS
City of Rialto, CA
Proactive Engineering Consultants (PEC) agrees to perform the following Scope of Services. The scope of work is based on the Site Plan provided by the Client on shown as Exhibit C.
Preliminary Design
Task 0001 Topographic Field Survey
Establish the proper control for the basis of the project and provide ground-based topo for the following areas within the public right-of-way:
Approximately 600’ of cross sections along N. Sycamore Avenue as noted more specifically in Exhibit ‘C’
Seven (7) curb ramps
Six (6) driveway aprons
Five (5) cross-gutters
Task 0002 Preliminary Design & Project Scoping (T&M)
The purpose of the preliminary project scoping task is to provide the City with a design document including preliminary design exhibits, details and sections in the specific areas noted in the RFP that can be used to define both the existing condition/constraints versus the proposed improvements the City wishes to undertake.
Many of the improvement being proposed will impact the existing residences beyond simply constructing sidewalk and/or ramps with the Public Right-of-Way. Many of the owners have sloped areas immediately behind the existing curb which could require grading beyond the right-of-way and/or the construction of retaining curbs/walls to make up the grade difference to the proposed walks/ramps. There are six (6) existing driveway aprons to the residences that would also require removal and reconstruction with the construction of the proposed parkway improvements. There are existing power poles within the right-of- way that will impact the proposed improvements.
The field topographic survey provided in the task herein will be the first step in this process and will be used as the basis to provide preliminary design exhibits within the areas impacted by the proposed improvements. Cross-sections will be provided at key locations along the proposed areas of improvements to clarify the scope of work involved in both the construction of the new facilities and any additional grading required outside the street right-of-way to blend the new improvements back into the surrounding areas.
The precise number of hours to complete this task is unknown at this time therefore an initial budget of eighty (80) hours is provided for the City. This item shall be billed against on a time-and-material not to exceed without prior authorization form the Client.
Task 0003 Preliminary Quantity & Cost Estimate
Prepare a preliminary quantity and cost estimate based on the project scope of work as directed by the City. Estimate will be prepared using the City furnished cost estimate or recent unit prices PEC has received on other current projects if one is not available from the City.
Task 0004 Meetings and Coordination (T&M)
Attend meetings as directed by City and provide consultation assistance with the City of Rialto and all other Consultants, to facilitate project interface and to maintain coordination with other consultants for the work tasks defined within this Scope of Services. A maximum of twenty (20) hours of meeting and consultation time has been budgeted. This item shall be billed against on a time-and-material not to exceed without prior authorization form the Client.
Final Engineering
Task 0020 Public Street Improvement Plan
Prepare one (1) Public Street Improvement Plan in accordance with the approved preliminary street design and scope of work provided in Task 0002 herein and approved by the City of Rialto. Plans will detail the proposed surface improvements of the following off-site public streets:
N. Sycamore Ave. n/o E. Winchester Dr. (noted as Item ‘C’ on Exhibit ‘C’): Construct approximately 150 lineal feet of parkway improvements on the westerly portion of N. Sycamore Avenue where there are currently no parkway improvements. This includes construction of approximately 150 lineal feet of new sidewalk connecting the end of the existing walk south of E. Cascade Drive, reconstruction of the existing driveway apron to 280 E. Winchester Drive and the construction of a new curb ramp at the NW corner of this intersection. Note that there are two (2) existing power poles along this alignment which would impact the design of any parkway improvements. A grading plan is required in the plan set to delineate the limits of daylight grading to join back into existing grade along the project frontage. Cross-sections will be provided as needed to clarify the scope of work. A demolition plan is required in the plan set to delineate the limit of removals. An existing palm tree where the proposed curb ramp would be may also impact the design. The City will need to coordinate this construction activity with the homeowner. N. Sycamore Ave. n/o E. Home St. (noted as Item ‘D’ on Exhibit ‘C’): Construct approximately 450 lineal feet of parkway improvements on the westerly portion of N. Sycamore Avenue where there are currently no parkway improvements. This includes construction of approximately 450 lineal feet of new sidewalk connecting the end of the existing walk approximately 150 feet south of E.
Winchester Drive and reconstruction of the five (5) existing driveway aprons serving various residences. There is an existing power/light pole along this alignment which would impact the design of any parkway improvements. Some residences have constructed private improvements through the public right-of-way out to the existing back of curb. This includes but not limited to stone paths, brick edges, concrete banding, fences, block walls and concrete walks. The City will need to coordinate this demolition and construction activity with these homeowners. A grading plan is required in the plan set to delineate the limits of daylight grading to join back into existing grade along the project frontage. Cross-sections will be provided as needed to clarify the scope of work. A demolition plan is required in the plan set to delineate the limit of removals. N. Sycamore Avenue Curb Ramps: Prepare fifteen (15) precise grade curb ramp details. Based on our knowledge of current state and federal accessibility requirements it appears that potentially most if not all the existing curb ramps in the areas being improved would not be compliant under current requirements. Curb ramps appear to be deficient in required turning movement space and grade criteria as well as landing requirements (top and bottom of ramp). This task assumes that the list of following ramps below that are adjacent to the proposed re-striping areas would require removal and reconstruction.
N. Sycamore Ave. @ E. Walnut Ave.: (8) directional ramps to replace the (4) ex. diagonal ramps.
N. Sycamore Ave. @ E. Scott St.: (4) directional ramps to replace the (2) ex. Diagonal ramps.
N. Sycamore Ave. @ E. Scott St.: (1) receiving ramp (reconstruct existing on east side of road) N. Sycamore Ave. @ E. Winchester Dr.: (2) directional ramps to replace the (1) ex. Diagonal ramp.
Task 0021 Public Street Signing & Striping Plan
Prepare one (1) Public Street Signing & Striping Plan in accordance with the approved preliminary street design provided in Task 0002 herein and approved by the City of Rialto. Plans will detail the proposed signage and pavement markings/striping to the City of Rialto standards for the following public streets:
N. Sycamore Ave. @ Walnut Ave.: 4-way high-vis (ladder style) crosswalk striping w/ SW24-3 (CA) signage
The signing & striping for the Sycamore Ave. @ Scott Street will be part of the lighted in-road crosswalk plan being prepared in Task 0022 herein.
Task 0022 Public Steet In-Road Lighted Crosswalk Plan
Prepare one (1) Public Street In-Road Lighted Crosswalk Plan at the intersection of Sycamore Drive & Scott Street (noted as Item ‘B’ on Exhibit ‘C’). Plan includes horizontal layout of signing and striping, lane light controller, lighted LED road markers & pedestrian push buttons (PPB). A conductor schedule will be provided. This plan can be stand-alone or incorporated into the street improvement plan Task 0020. Task assumes the lighted crosswalk will be powered by a proprietary solar powered light control unit and no electrical plans or calculations will be required.
Task 0023 Dry Utility Coordination (T&M)
Attend meetings and coordinate project plans with the City and their dry utility consultant to facilitate project interface. An initial budget of twenty (20) hours is provided for the Client. This item shall be billed against on a time-and-material not to exceed without prior authorization form the Client.
Task 0024 Quantity and Cost Estimate
Prepare quantity and cost estimate as required by the City of Rialto.
Task 0025 Meetings and Coordination (T&M)
Attend meetings as directed by Client and provide consultation assistance with the City of Rialto and all other Consultants, to facilitate project interface and to maintain coordination with other consultants for the work tasks defined within this Scope of Services. A maximum of twenty (20) hours of meeting and consultation time has been budgeted. This item shall be billed against on a time-and-material not to exceed without prior authorization form the Client.
Task 0026 Plan Processing (T&M)
Assemble submittal packages and complete required application forms. Provide periodic inquiries into the status of plan review. Meet with staff members to answer questions. Provide written responses to City comments. A maximum of twenty (20) hours of time has been budgeted. This item shall be billed against on a time-and-material not to exceed without prior authorization form the Client.
