RE: RIALTO HOUSING ELEMENT REZONE PROGRAM

Dear Property Owner:

In March 2022, the City of Rialto adopted the 2021 -2029 (6 th Cycle) Housing Element Update. Under State mandate, all cities are required to plan for future housing needs, including affordable housing. As part of this update process, the City identified parcels as potential locations that may accommodate residential development.

It is important to clarify, the adopted Housing Element does not affect property owners’ rights or change what is currently allowed on any properties, but instead identifies parcels having the potential to accommodate and develop residential should the property owner pursue such a project.

The adopted Housing Element identified propert ies within 660 feet of your property as potential sites for future residential development and, as part of implementing the 2021-2029 (6th Cycle) Housing Element Update, those properties are proposed to be included in a residential overlay. As mentioned above, t his will not change the existing land use or current property rights, but in the form of an overlay, would provide for an additional land use that may be utilized for residential development. Being identified as part of a potential residential overlay does not indicate that the City is considering the acquisition of any properties for construction of new housing. The City through the Housing Element Update or its implementation process is not acquiring any property .

The proposed residential overlay would only facilitate residential development should current or future property owners wish to do so. Property owners will retain the right to their existing use now and in the future.

The purpose of this letter is to provide you the opportunity to review and comment on the City’s proposed residential overlay, which is available to view on the City’s website at www.yourrialto.com. Should you have any questions or comments, please contact me by email, phone, or mail at:
