The Water Subcommittee has discussed the matter at great length related to the need for projects, infrastructure capital projects that were identified and deferred off. The constant struggle to determine if a rate increase is needed has been ongoing. The rate study needs to move forward. The system was brought up with the understanding there would not be a rate increase, but some things cannot be control led such as external cost factors. She is glad it is fully transparent to make a definitive decision. She will move forward to authorize the payment. 0o0
