Ana Gonzalez Item #4 – some of the same concerns that Maria Delgado has.

Committee Comments/Questions/Recommendations
Mayor asked about Lilac and Rialto – Paul said that a project application has been submitted. Paul said it is currently zoned industrial. He believes that the application has already purchased the property.

Why was it excluded. Siri said we have to have .5 acre.

CM Scott asked why wouldn’t we be designat ed all Foothill as residential – that’s his recommendation, Mayor concurs.

Siri said that additional environmental work will have to be done. She learned that the overlay doesn’t have to be adopted as well.

CM Scott asked about Riverside (south of Foothill) and the housing that has the ability to have housing upstairs.

They can address the additional parcels with the Foothill Specific plan.

Proceed with the proposal as it is presented, all others take care through specific plan.

CM Scott asked why they didn’t look at north of the 210. Colby wants to propose as many as we can to meet the 8200. CM Scott said it look s discriminatory. Colby said they will look at it.

Mayor said that CM Trujillo asked what about the County’s property pockets in Rialto. We need to look at those areas too. Siri said those donuts are being counted in the County’s element.

CM Scott said that we need to reach out to the church on Lilac and Baseline. Mayor said there is another church too and Kathy said they have reached out to them.

CM Scott asked if someone came in tomorrow would they be able to build.

Mayor asked why did we ask for more time. Siri said to engage City Council Arron had Siri about the committee that is coming to Council.

Timeline for General Plan update is September 2023. Paul explained the timeline based on grants.

Subcommittee asked for a timeline schedule, as well as where they overlap Colby said they will prepare a schedule for each of those grants.

Mayor said hopefully there can be one big meeting with all Council. She wants this information early, possibly a workshop.

Colby said maybe a joint workshop. Mayor agreed.

Colby said for today everything could go as is.

Arron wants to make sure that staff gets exactly what they are asking for.

CM Scott is concerned that an applicant would come in and wouldn’t be able to do something. He wants to make sure that we are not hindering anyone from developi ng their property. Arron is asking about can there be specific wording so that it doesn’t have to come to council each time. Robert recommends that in this period that the city will sponsor the specific plan amendment.

Mayor asked that someone write that out.
