RE: Request for American Rescue Plan Act Funds; Birdsall Park Snack Bar and Restroom facility Supervisor Baca,
The City of Rialto respectfully requests your consideration to fund design and construction of a new snack bar and park restroom for Birdsall Park. The project includes demolition of the current snack bar and restroom. Birdsall Park is the home of North Rialto Little League which provides baseball opportunities to our youth. This Park is located across the street from Carter High School and surrounding homes for Rialto Residents. The current building at the park has challenges in addition to being past its service life. The building consistently floods during rain events due to roots impacting and compromising the building's foundation. The facility is beyond repair and needs to be demolished Birdsall Park also has on going challenges with its old ball field lighting infrastructure. Birdsall Park is one of the remaining parks that needs to have it sports lighting system upgraded to the Musco lighting system. A new facility will assist the sports programs and community in being able to have upgraded facilities that don't flood and provide improved ADA walkways to create a safer space for the leagues and the community.
The City is currently seeking additional funding opportunities so that we can continue to improve our parks. In addition to improving the deteriorating facilities located at this Birdsall Park, the city will also be seeking grants to improve sports lighting and upgrade the existing lighting from Metal Halide lights to LED lighting. The support of $3,028,817 from the County's American Rescue Plan Act funds will significantly help make this project a reality for our youth athletes. I have enclosed as Attachment 1 a Project Cost Estimate and Funding Schedule for this project.
We sincerely appreciate your recognition of the benefits this recreational facility will have on our community, and how the County's limited discretionary ARPA Funds for the 5th District will be put to its greatest use by investing in this critical project for the community.
