RE: Request for American Rescue Plan Act Funds; Rialto City Park Snack Bar and Club House facilities Supervisor Baca,
The City of Rialto respectfully requests your consideration to fund design and construction of a new snack bar and club house for Rialto City Park. The project includes demolition of the current snack bar and the community building (Clubhouse) located by the John Silva Football Field which the Rialto Panthers use to host the Junior All-American Football league program. Rialto City Park is the home of Little League Baseball and Junior All-American Football which provide sporting opportunities to our youth. Rialto City Park experiences high visitor traffic due to its proximity to shopping centers, apartments, houses, and mobile home residences. The current condition of these two facilities have severe challenges. The snack bar's dilapidated structure doesn't allow for the successful approval of a health permit, and the building has severe roof damage resulting in unsafe operating conditions.

Construction of a new facility will allow for expansion of the sports programs, a new safe space that will will address required ADA improvements. pass county health inspections, will provide additional space for registration and parent meetings, and The City is seeking additional funding opportunities so we can continue to improve our parks. In addition to improving the deteriorating facilities at Rialto City Park, the city will also be seeking grants to improve sports lighting by upgrading the existing lights from Metal Halide lights to LED lighting. The city secured funding through the Prop 68 Per Capita Grant to better secure the announcer booths windows with metal coverings and to replace broken windows. The support of $5,106,816 from the County's American Rescue Plan Act funds will significantly help make this project a reality for our youth athletes. I have enclosed as Attachment 1 a Project Cost Estimate and Funding Schedule for this project.

We sincerely appreciate your recognition of the benefits this recreational facility will have on our community, and how the County's limited discretionary ARPA Funds for the 5th District will be put to its greatest use by investing in this critical project for the community.
