SUBJECT: Proposal to Provide Engineering Services for the Rialto Foothill Central Specific Plan Update - Water Supply Assessment
Dear Mr. Crowley,
Dopudja & Wells Consulting (Dopudja & Wells) understands that the City of Rialto is requesting a proposal to develop a Water Supply Assessment (WSA) in accordance with Senate Bill 610 (SB 610) and related provisions of the California Environmental Quality Act for the Rialto Foothill Central Specific Plan Update. The following letter proposal provides the Scope of Work, Proposed Fee, and Schedule for this effort.
Scope of Work
The following tasks comprise the scope of work required to develop a WSA for the Rialto Foothill Central Specific Plan Update (Specific Plan Update).
Task 1. Identify Existing and Future Water Supplies for the proposed Specific Plan Update.
Using information provided by the City of Rialto and from available water resource planning efforts, Dopudja & Wells will identify existing water supply entitlements, water rights, or water service contracts relevant for the proposed Specific Plan Update. Water service for the City of Rialto is provided by three different water service providers, this task will coordinate and collect relevant data from each underlying service provider as necessary for the Specific Plan Update. A description of each water source and corresponding quantity of supply will be identified for the analysis.
Task 1 Summary: The preliminary results will be provided in figure and table format. The results will be discussed with City staff and refinements made as appropriate.
Task 2. Establish Current and Determine Future Water Demands This task will evaluate water demands for existing uses, planned future uses and for the proposed Specific Plan Update. Using information provided by the City of Rialto and from available water resource planning efforts, Dopudja & Wells will quantify past, and identify current and projected water use among the various water use sectors. Information will be established to the extent records are available and provided in five-year increments.
Demands will be categorized based on the following conditions:

Existing uses – demand related to current customers, including system uses/losses. Planned future uses – demands related to projects that are expected to be complete, or likely to begin construction during the period under consideration.
Task 2 Summary: The preliminary results will be provided in figure and table format. The results will be discussed with City staff and refinements made as appropriate.
Task 3. Perform Water Supply Analysis
The objective of this task is to determine if the total available water supply is sufficient for the proposed Specific Plan Update. The analysis will evaluate normal, single-dry, and multiple-dry years. Single-dry and multiple-dry year conditions will be established from historic hydrologic records for the watershed. The analysis will be performed using detailed water supply and demand data to assess water supply sufficiency over a 20-year projection.
Dopudja & Wells will collaborate with City staff prior to finalizing the criteria used to establish dry year estimates.
Task 3 Summary: The preliminary results will be provided in figure and table format. The results will be discussed with City staff and refinements made as appropriate. The task includes a phone call/virtual meeting to discuss preliminary results.
Task 4. Develop a Water Supply Assessment Report for the Specific Plan Update Using the results of the prior tasks, Dopudja & Wells will prepare a WSA Report in accordance with SB 610 evaluating whether sufficient water supply is available for the proposed Specific Plan Update. The WAS Report will include the following sections:
Description of the water service provider, including current and projected population, climate, and other demographic factors affecting the City’s water management planning. Projections will be in five-year increments to 20 years, or as far as data is available. Identify existing and planned sources of available water supplies, including future opportunities for exchanges and/or transfers if applicable.
Identify existing and future projected water demands among the various land use categories. Describe water demand management measures being implemented and scheduled to be implemented. Describe the reliability of water supplies under normal, single-dry, and multiple-dry years.
A draft report will be submitted for review and comment. A final report will be submitted in both hard copy and electronic formats after all comments have been addressed. Dopudja & Wells may submit individual draft report sections throughout the effort to gain feedback from City staff in advance of preparing deliverables.
Task 4 Summary: Submit the Draft and Final WSA for the Specific Plan Update.

Task 5. Project Control
Project control activities include coordination of project activities with City staff, management of internal project staff, monitoring of schedule and budget, and internal review of work products (QA/QC).
Task 5 Summary: Dopudja & Wells will provide project status and schedule updates via email, as well as monthly work summaries attached to invoices.
Proposed Fee
The tasks in the Scope of Work described above will be performed on a time and materials basis, with the total fee not to exceed $66,470. The task-level details of this fee are provided in Attachment A. Dopudja & Wells will not exceed the fee shown in Attachment A without written authorization from the City of Rialto.
Schedule
Dopudja & Wells will provide the draft WSA report approximately six weeks from Notice to Proceed. Dopudja & Wells is ready to start immediately and understands that the final report needs to be complete by October 12, 2023, or sooner.
Dopudja & Wells understands the importance of this project to the City of Rialto, and we look forward to partnering on a rapid and successful evaluation. Please do not hesitate to contact Stephen Dopudja via email at [email protected] or at 949-842-4370 if there are any questions.
Sincerely,
