The following technical memorandum provides a focused traffic analysis for the proposed Alice and Willow Avenue Warehouse (project), located at the southwest corner of Willow Avenue and Valley Boulevard in the City of Rialto (City).

The City of Rialto has adopted the vehicle miles traveled (VMT) metric and significance criteria for transportation impact analyses for CEQA compliance and requires level of service ( LOS) analysis for General Plan consistency requirements. This analysis has been prepared consistent with the City of Rialto Traffic Impact Analysis Guidelines for Vehicle Miles Traveled and Level of Service Assessment (October 2021) herein referred to as the "guidelines”, which provides guidance on the requirements to evaluate transportation impacts for projects.

Per the City’s guidelines, the proposed project would not require a full traffic study or LOS analysis. However, per the City Traffic Engineer’s comment on the Traffic Scoping Form (Attachment A), a focused analysis of the Willow Avenue/Valley Boulevard intersection has been included to assess the project’s operational effects on the adjacent roadway network.

1.0 Project Description and Setting
The project would construct an approximately 138,350 square-foot (SF) warehouse, inclu sive of 3,000 SF of ancillary office and 3,000 SF of mezzanine space. Figure 1 shows the project’s location at the southwest corner of Willow Avenue and Valley Boulevard. Regional access to the project site is primarily from Interstate 10 (I-10) to the south and additionally via Interstate 215 (I-215) to the west, and State Route 66 (SR-66) to the north. The project site is designated as Freeway Commercial in the City’s land use map and is within the Gateway Specific Plan. The proposed project would be consistent with the land use designation.

The site plan of the pr oposed project is shown on Figure 2. The proposed project would be accessed via two driveways: Driveway A on Willow Avenue, and Driveway B on Alive Avenue. Driveway A is designated as inbound and outbound for passenger vehicles, and inbound only for trucks. Driveway B is designated as outbound turn only for

trucks and would allow full access for passenger vehicles . The access driveways would be designed per City standards for commercial driveways as included in the City of Rialto General Plan (City of Rialto 2010). The project would provide for parking per the City’s Municipal Code.

Roadways
The City of Rialto foll ows the roadway classification system included in General Plan Circulation chapter. The following roadways are in the vicinity of the project site:

Valley Boulevard is classified as a Major Arterial in the City and in the vicinity of the proposed project. Arterial roadways link freeways with local streets to accommodate larger volumes of through traffic moving at higher speeds than local streets. They carry high traffic volumes and are primary thoroughfares that connects Rialto with adjacent cities of and the regional highway system such as I-10. Valley Boulevard, between Alice Avenue and Willow Avenue, is constructed with two travel lanes in each direction with a center turn lane. Parking is not allowed along this roadway and there are no designated bike facilities, but there are paved, continuous sidewalks along the north side of the roadway, and paved, discontinuous sidewalks on the south side of the roadway . The posted speed limit in the project vicinity is 40 miles per hour (MPH).

Willow Avenue is an undivided (i.e., no median), north-south Collector Street with one travel lane in each direction.

Collector Streets serve as a transition between Local Streets and arterial roadways. On -street parking is allowed along Willow Avenue. There is an existing paved sidewalk on the west side of Willow Avenue. There is no posted speed limit on Willow Avenue in the project vicinity. The signalized intersection of Willow Avenue/Valley Boulevard would provide access to project traffic.

Alice Avenue is non-classified roadway between Valley Boulevard and the project site. Alice Avenue is a two lane, undivided roadway. The roadway has no curb and gutter on either side and the pavement quality is poor. There is no posted speed limit along the roadway. The Alice Avenue/Valley Boulevard intersection would provide a right turn inbound access to the project.

Transit Facilities
Omnitrans provides public transportation throughout the San Bernardino Valley and would serve as the nearest transit service to the project site. The nearest Omnitrans bus stop serves Route 22, is located approximately 200 feet north of the intersection of Riverside Avenue/Valley Boulevard. Route 22 serves north and south Rialto via Riverside Avenue with a frequency of 60 minutes throughout the week.

Pedestrian and Bicycle Facilities
Although the General Plan Circulation Element includes several bicycle classifications, the Rialto Active Transportation Plan (March 2020) provides a more comprehensive and updated overview of the City’s current and future recommendations to enhance multi-modal facilities:

Class I Multi-Use Paths: Class I multi-use paths (frequently referred to as “bicycle paths”) are physically separated from motor vehicle travel routes, with exclusive rights-of-way for non-motorized users like bicyclists and pedestrians.

Class II Bicycle Lanes: Bicycle lanes are one-way route types that carry bicycle traffic in the same direction as the adjacent motor vehicle traffic. They are typically located along the right side of the street (although can be on the

TECHNICAL MEMORANDUM

14856 3 APRIL 2023

left side) and are between the adjacent travel lane and curb, road edge, or parking lane. They are not physically separated from motor vehicle traffic.

Class III Bicycle Routes: A bicycle route is a suggested bicycle path of travel marked by signs designating a preferred path between destinations. They are recommended where traffic volumes and roadway speeds are fairly low (35 mph or less). They do not have pavement marking and are not separated from tra ffic, rather are a share the road facility.

Class IV Separated Bikeways : Separated bikeways, also known as cycle tracks, are bicycle-specific routes that combine the user experience of a multi -use path with the on -street infrastructure of a conventional b icycle lane.

Separated bikeways are physically separated from motor vehicle traffic and designed to be distinct from any adjoining sidewalk.

There are no existing bicycle facilities adjacent to the project site along Valley Boulevard or Riverside Avenue. Per Rialto Active Transportation Plan, the proposed facilities in the vicinity of the project include Class II/III facilities along Riverside Avenue; and, Class II Bike lanes along Valley Boulevard, within the City limits.

2.0 Trip Generation
Trip generation estimates for the project are based on daily and AM and PM peak hour trip generation rates obtained from the Institute of Transportation Engineers (ITE) Trip Generation, 11 th Edition (2021), using the Warehousing land use (ITE Code 150) trip rates. No trip credits for the existing active land use on the site have been assumed in this analysis; therefore, the project’s trip generation estimates are conservative. Per City transportation guidelines, passenger cars would account for 60% trips of the total trips generated by a warehouse facility while the truck trips would account for approximately 40% of the total trips. The City requires that projects with high truck percentages should convert project trips to passenger car equivalent (PCE) trips . Using v ehicle-mix suggested in the City’s guidelines, a 1.5 PCE factor was applied to 2-axle trucks, 2.0 PCE for 3-axle trucks, and a 3.0 PCE factor was applied to 4-axle trucks per the City’s guidelines and the San Bernardino County Congestion Management Program (CMP).

Table 1 presents the project’s daily, and AM and PM peak hour trip generation estimates.

As shown in Table 1, the proposed project would generate approximately 237 daily trips, with 24 trips (19 inbound and 5 outbound) in the AM peak hour, and 25 trips (7 inbound and 18 outbound) in the PM peak hour. Adjusting for PCE, the trip generation is approximately 398 daily PCE trips, 41 AM PCE peak hour trips ( 33 inbound and 8 outbound) and 42 PM PCE peak hour trips (12 inbound and 30 outbound).

3.0 Focused Traffic Analysis
The City’s guidelines require an LOS analysis if a project generates more than 50 AM or PM peak hour trips. Trip generation estimates for the project are summarized above. Based on the project’s trip generation estimates as described above, development of the proposed project would likely not result in a measurable degradation of intersection LOS along Valley Boulevard, or other nearby intersections , due to the low volume of vehicular traffic (less than 50 peak hour trips). Therefore, a detailed LOS analysis would not be required.

However, the City may require a focused traffic study for projects generating 49 or less AM or PM peak hour trips if there are concerns regarding access, or LOS at intersections or roadway segments adjacent to the project. As required in the City’s scoping comments, a focused analysis of the Willow Avenue/Valley Boulevard intersection has been included under the Existing and Existing plus Project conditions to assess the project’s operational effects at the intersection.

3.1 Analysis Methodology
The City uses the High way Capacity Manual (HCM) intersection analysis methodology to analyze the operation of signalized and unsignalized study intersections. The HCM analysis methodology describes the operation of an intersection using a range of LOS, from LOS A (free-flow conditions) to LOS F (severely congested conditions), based on the corresponding control delay experienced per vehicle for intersections.

At the study area intersection, LOS was calculated using the HCM methodology. The Synchro 11 LOS software was used to determine intersection LOS for all study scenarios. Synchro is consistent with the 6th Edition methodology

(TRB 2016). Table 2 shows the LOS values and signalized and unsignalized intersections under the HCM methodology.

3.2 Level of Service Standards for Intersections
The City of Rialto 2010 General Plan Update identifies policies applicable to minimum LOS within the City, as follows:

Policy 4-1.20: Design City streets so that signalized intersections operate at Level of Service (LOS) D or better during the morning and evening peak hours and require new development to mitigate traffic impacts that degrade LOS below that level. The one exception will be Riverside Avenue south of the Metrolink tracks all the way to the City’s southern border, which can operate at LOS E.

Policy 4-1.21: Design City streets so that unsignalized intersections operate with no vehicular movement having an average delay greater than 120 seconds during the morning and evening peak hours and require new development to mitigate traffic impacts that increase delay above that level.

New development is required to mitigate traffic impacts exceeding these levels. Infrastructure deficiencies are deemed to occur at any intersection in which the project causes the LOS to fall below level D or the peak hour delay increases as follows:

LOS A/B = By 10.0 seconds
LOS C = By 8.0 seconds
LOS D = By 5.0 seconds
LOS E = By 2.0 Seconds
LOS F = By 1.0 seconds
The above-mentioned standards would apply to the study area intersection.

3.3 Intersection Analysis
The following section includes a discussion of project’s trip distribution and assignment, existing traffic volumes , and traffic operations with and without project trips at the study area intersection.

Project Trip Distribution and Assignment

Project trip distribution percentages were based on project access control and logical travel paths to commute corridors from the project site; since the project is a primarily an industrial use, most of the project traffic would be passenger cars and trucks. Figure 3 illustrates the project trip distribution for passenger cars and trucks.

Project trips were assigned to the study area intersection and driveways by applying the pr oject trip generation estimates to the trip distribution percentages shown on Figure 3 for project truck and passenger car traffic. The resulting project trip assignment is shown on Figure 4.

Existing Traffic

Existing weekday AM and PM peak hour turn movement counts at the Willow Avenue/Valley Boulevard intersection were collected in March 2023 on a typical non-holiday week when no restrictions were in place.

This analysis focuses on the weekday daily, AM (7:00 a.m. to 9:00 a.m.) and the PM (4:00 p.m. to 6:00 p.m.) peak periods. The peak periods represent the highest volume of traffic for the adjacent street system. Raw traffic count worksheet is provided as Attachment A. There were no pedestrians or bicyclists observed during AM or PM peak hours at the Willow Avenue/Valley Boulevard intersection. PCE volumes for both Existing and Existing plus Project conditions were used per the City’s guidelines.

Existing geometric conditions and weekday AM and PM peak hour volumes at the Willow Avenue/Valley Boulevard intersection are illustrated on Figure 5. Table 2 shows the results of the Existing conditions analysis. The analysis indicates that the intersection currently operates at LOS B during both AM and PM peak hours. The Synchro worksheets are provided in Attachment C.

Existing plus Project

The p roject trip assignment illustrated on Figure 4 were added to Existing traffic volumes to obtain Existing plus Project traffic volumes (see Figure 5). The LOS results at the Willow Avenue/Valley Boulevard intersection are provided in Table 3 for Existing and Existing plus Project conditions. The analysis indicates tha t the intersection would continue to operate at LOS B during both AM and PM peak hours under the Existing plus Project conditions . Synchro worksheets are included in Attachment C.

2 Level of Service (LOS)
Because the proposed project would not increase the delay by 10 seconds at the Willow Avenue/Valley Boulevard intersection which operates at LOS B, the proposed project is consistent with the General Plan LOS standards and would not be required to provide any improvements at the intersection.

4.0 Frontage Improvements
Per City’s General Plan Circulation Element, the cross -section of a Major Arterial is 120 feet right -of-way, 94 feet traveled way, and 18 feet median. The cross-section of a Collector is 64 feet right-of-way and 40 feet traveled way.

The project would be responsible for co nstructing the ultimate half-width frontage improvements (including curb, gutter, sidewalks and raised median) for Valley Boulevard per Major Arterial standards from Willow Avenue to end of project’s boundary. The project would also be responsible for constructing the ultimate half-width improvements and turn-around along Willow Avenue per Collector standards. The existing curb, gutter and sidewalk along Willow Avenue would be modified to accommodate the proposed project driveway.

5.0 Conclusions
Based on the trip generation analysis above, adjusting for PCE, the project would generate approximately 398 daily PCE trips, 41 AM PCE peak hour trips ( 33 inbound and 8 outbound) and 42 PM PCE peak hour trips ( 12 inbound and 30 outbound).

As shown in the focused traffic analysis, the Willow Avenue/Valley Boulevard intersection would continue to operate with acceptable LOS B conditions under Existing plus Project conditions with delay increases of less than 10 seconds.

The project trips would not affect the operation of the intersection and no additional improvements except project frontage improvements would be required. The project would be responsible for completing half-width improvements along Valley Boulevard and Willow Avenue.
