PROPOSAL FOR STORMWATER ASSET INVENTORY
Dear Mr. Cervantes:
Per your request, and in accordance with the Professional Services Agreement, Contract #1210635000, Harris & Associates (Harris) is proposing to provide civil engineering services for the preparation of a stormwater asset inventory for the City of Rialto (City). Harris is honored to partner with the City on this critical infrastructure project.
PROJECT UNDERSTANDING
An asset management system is crucial for streamlining and reducing life cycle costs to operate and maintain critical infrastructure. The first step in developing an asset management system is an inventory of the existing infrastructure assets, followed by an evaluation of the condition of the assets.
It is Harris’ understanding that the City is requesting an asset inventory of its existing Citywide stormwater drainage infrastructure to more effectively and efficiently facilitate system operation and better capital infrastructure improvement planning and design, as well as preparing for future condition assessments and an asset management system for optimized lifecycle management.
The inventory will be limited to City of Rialto owned and maintained stormwater infrastructure and exclude assets which are owned and maintained by San Bernardino County or other municipalities.
The following outlines our proposed scope of services and estimated fee and schedule to deliver the Stormwater Asset Inventory.
SCOPE OF SERVICES
The services to be provided include:
TASK 1 – Records Research and Mapping/Pre-Field Inventory
Task 1.1 – Kick-off Meeting
The project will commence with a kick-off meeting with City staff. The purpose of the project and the desired objectives will be discussed / confirmed. The project schedule will be reviewed and lines of communication will be established.
Harris & Associates, Inc. Proposal for Stormwater Asset Inventory 2 of 4 Task 1.2 – Data Gathering and Research
Harris will research and review available existing stormwater infrastructure records, including drainage master plans, as- builts, lists of existing storm drain structures, and other available studies and records.
Task 1.3 - Establish GIS Protocols and Criteria
Harris will establish protocols and criteria for inventory of stormwater infrastructure. This includes any initial data coordination such as developing the schema(s) and database(s) to be populated using Esri-based mobile tools such as Collector and/or Field Maps (Mobile GIS Application). Harris will develop a list of stormwater feature categories and subcategories to define asset classes based on existing assets shown in records and review with City staff for concurrence.
Harris will coordinate with City staff to produce an agreed-upon list of subcategories.
The general categories of stormwater features that will be recorded are: catch basins, manholes, storm drain lines larger than 8” diameter, detention systems, ditches (grass-lined and concrete man-made conveyance swales and channels), and outfalls.
Task 1.4 - Digitize data and Develop GIS framework
Harris will digitize the existing infrastructure based on the existing inventory information and develop a baseline GIS database to digitally record information and serve as a stormwater infrastructure management tool for the City’s operations and engineering staff. The database will be an ArcGIS compatible geodatabase of existing stormwater infrastructure.
TASK 2 – Field Verification
Task 2.1 – Field Work
Harris will field-verify the existing stormwater structure asset attribute information collected from Task 1. Harris will gather location information for each structure (catch basins, manholes, ditches, and outfalls), as well as field measurements for each. Measurements and associated traffic control for existing manholes will be performed by subconsultant C-Below.
Each stormwater asset will be attributed with data such as size, invert depth, type, and material. Each structure will be documented with one (1) landscape photograph depicting the asset with distinguishable features in the background and one (1) down photograph taken from topside looking to the bottom of the structure. These photographs will be stored as attachments via the Mobile GIS Application.
Harris will measure openings of catch basins to provide information for future installation of mesh screen filters required for compliance with the National Pollutant Discharge Elimination System (NPDES).
Harris will geolocate via web-based platform (Collector/Field Maps app) any infrastructure not in the Baseline Map. Any additional stormwater features not yet included in the Baseline GIS Database will be identified and recorded. Any new/unmapped assets will be GPS surveyed and included in the final geodatabase deliverable with proper GIS network connectivity (i.e. snapping of point assets to connecting linear assets). Harris personnel and subconsultants will not perform confined space entry.
The end product of this task will be a stormwater system database containing all assessed features including coordinating attribute data.
Based on review of available information, there are assumed to be 800 existing structures (catch basins, manholes, ditches, and outfalls) to be gathered in the field.
Harris & Associates, Inc. Proposal for Stormwater Asset Inventory 3 of 4 TASK 3 – Update Database and QA/QC
Task 3.1 - Update Database with Field Information
Harris will update the Baseline GIS Map & Database with information obtained in the field and ensure that all discovered stormwater infrastructure are included, along with their relevant information. This task will also include meeting with the City’s operations and maintenance staff to document known issues with the system, create GIS categories to define these issues, and assign to affected structures within the GIS database.
Task 3.2 - QA/QC
Harris will perform a desktop review of data collected in the field and ensure that any topology errors, snapping tolerances, and attribute inconsistencies are solved throughout each layer in the GIS database.
Task 3.3 – Network Connectivity
Harris will begin the process of creating a geometric network of the City’s stormwater infrastructure during the QA/QC process as data is input into the database. Harris will run a series of analytic tools to discover where connectivity issues lie within the network connections and fix any errors in the data to rectify connectivity issues by ensuring proper flow direction for each pipeline, as well as identifying manholes, catch basins and other identifiable features which pertain to the network is appropriately represented within the connectivity flow of the system. This will allow the City’s operations and engineering staff to identify the source of flow to a particular point in the network or its path of discharge. This task includes coordination with the City’s GIS consultant, Geoenvironment Consulting, who will perform a system compatibility check, as well as QA/QC the network’s connectivity.
Task 4 – Program & Project Management
Task 4.1 – Program & Project Management
Program and Project Management Services (by Harris) include: Overseeing project coordination, providing general consultation with the City and related stakeholders, overall On-Call contract management, coordination with the City, subconsultants, and other stakeholders, performing scope management, cost and budget management, schedule management, overseeing subconsultants, as-needed internal progress meetings, administrative duties (i.e. correspondence, invoicing, etc.) and other miscellaneous activities required to execute this task.
Deliverable
Harris will provide the City with a GIS map and inventory database of the City’s existing storm water infrastructure assets with key physical attributes for each of the included assets.
Assumptions and Exclusions
The inventory will be limited to City of Rialto owned and maintained stormwater infrastructure and exclude assets which are owned and maintained by San Bernardino County or other municipalities. Harris will coordinate directly with the City’s GIS consultant, Geoenvironment Consulting, who is managing and maintaining the City’s GIS data.
The level of effort proposed is based on an assumed 800-count structures and approximately 19 miles of storm drain pipe. If additional structures are discovered, Harris will provide a proposal to field-verify and inventory additional structures. Structures to be inventoried include gravity-flow conveyance infrastructure only and exclude curb & gutter, cross gutters, cross drains, sump pumps, permanent BMPs, detention and retention basins, percolation facilities, street sweeping, and other stormwater maintenance assets. The work outlined in this proposal does not include a condition assessment of the existing infrastructure. Upon completion of the inventory, Harris can provide a proposal the subsequent steps of condition assessment and an asset management system if requested by the City.
