2. 21-0622 – Black Creek Group - Proposed Industrial Building at 436 W. Rialto Ave.

Presented by: Jim McLaughlin, McLaughlin Industrial Partners Peter Schafer, Black Creek Group w/PowerPoint

Peter Schafer gave overview of property for industrial building 308,070 no current tenant. Current Rail line will be decommissioned.

Committee Comments/Recommendations
Mayor Robertson corrected them about the Railroad parcel adjacent to this sight that it is not owned by the City, but that it is under the jurisdiction by San Bernardino Transportation Authority. Jim McLaughlin will look into that and verify.

Jim talked about the meeting that he had with the Mayor and Mayor Pro Tem to discuss the project and talk about the two building concept. Mayor was addressing the fencing and wants to make sure that it will be in compliance and would like to see more laid out on north side, as will be on south side. MPT asked if the proposal is that they would do the improvements on the trail. They said that they are open to discussing that and Committee felt it was already discussed. Mayor and Mayor Pro Tem said when they left the meeting with Jim, they did speak specifically on the developer paying for the improvements. Peter said whether it’s writing a check or managing the construction, that they do expect it to be a condition of approval.

Mayor talked about.

Peter said that they expect it to be a part of Conditional permit and understand that it will be at their expense. Mayor gave direction for them to get the information to SBCTA as soon as possible. Orange Lumber has already been in discussion.

Mayor said that she is not feeling it, she’d rather have a retail development. Mayor Pro Tem Scott asked Eric if we have the ability to dictate what is built on private property, other than by the zoning? Eric said as long as it is within the zoning, and it seems like it is.

Mayor Pro Tem said maybe we do our own study or he said if applicant wants to take the chance to move it to Planning Commission they are free to go.
