Exhibit A
Scope of Services
for
Bemis Elementary SRTS
City of Rialto, CA

Proactive Engineering Consultants (PEC) agrees to perform the following Scope of Services. The scope of work is based on the exhibit provided by the City on 12/14/2023 entitled “Bemis Elementary School- Draft Engineering & Operational Improvement Callouts ” and also shown on Exhibit C herein.

Preliminary Design
Task 0001 Topographic Field Survey
Establish the proper control for the basis of the project and provide ground-based topo for the following areas within the public right-of-way:
• Curb Return/Curb Ramps + 4 ramps at Intersection A
Topo 47 curb ramps/curb returns at 23 separate intersections as shown on the City’s scope of work exhibit. The ramps will be shot to provide only minimal grade info within the ramp area itself (since they will be demolished) but will include all features; additional detail for the join areas, 25’ each way from the BCR/ECR, including all features (signs, utilities, back of walk, FL, LIP, & FS). Include minimal topo for the cross gutter or path of travel between ramps (the scope of work does not involve removal and reconstruction of street improvements beyond the curb ramp construction or re-construction and connections back to existing sidewalks). Topo four (4) existing curb ramps at Acacia Ave. & Etiwanda Ave. to confirm accessibility compliance. • Intersections B and C
Topo the two (2) intersections (50’ each way from BCR/ECR). Include features (signs, utilities, back of walk, FL, LIP, & FS) and shoot FS on a 10’x10’ grid approximately 50’ from BCR/ECR. • Record Mapping
Provide record mapping (CL and R/W) for the areas adjacent to the 47 ramps and within the aerial limits based on available mapping only (no title reports).

Task 0002 Aerial Topographic Survey
Contract the services of a qualified photogrammetri st to provide aerial topography and existing planimetric data for the project site. The topography will be compiled at a scale of 1”=40’, with one- foot contour intervals. Perform the necessary fieldwork to establish ground control for the aerial. A color ortho-photo will also be provided.

The aerial topographic survey is being used for the addition of the Class III bike route on Etiwanda A ve. between Acacia Ave. & Pepper Ave. as shown on the scope of work exhibit provided by the City. Generally, the aerial survey which also captures the existing signing and pavement striping and is a more cost- effective solution the providing a field survey over this much area (1/2 mile in length). Typically, the field survey would only be needed if there were street improvements/widening planned which the bike route does not have.

Task 003 Preliminary Design & Project Scoping (T&M)
The purpose of the preliminary project scoping task is to provide the City with a design document including preliminary design exhibits, details and sections in the specific areas noted in the RFP that can be used to define both the existing condition/constraints vers us the proposed improvements the City wishes to undertake.

Based on previous work in the City, there is potent ial that the proposed improvements being proposed will impact the existing residences beyond simply c onstructing curb ramps and sidewalk connections within the Public Right-of-Way where individual home owners have extended their private improvements into the public right-of-way.

The topographic field survey and record mapping dat a provided in the Task 0001 herein will be the firs t step in this process and will be used as the basis to provide preliminary design exhibits within the a reas impacted by the proposed improvements. Cross-secti ons will be provided, if needed, at key locations along the proposed areas of improvements to clarify the scope of work involved in both the construction of the new facilities and any additional grading required outside the street right-of-way to blend the new improvements back into the surrounding areas.

The precise number of hours to complete this task i s unknown at this time therefore an initial budget of eighty (80) hours is provided for the City. This item shall be billed against on a time-and-mat erial not to exceed without prior authorization form the Client.

Task 0004 Preliminary Quantity & Cost Estimate
Prepare a preliminary quantity and cost estimate ba sed on the project scope of work as directed by the City. Estimate will be prepared using the City fur nished cost estimate or recent unit prices PEC has received on other current projects if one is not available from the City.
