Specific Plan Update Overview
What is a specific plan?
A Specific Plan is a comprehensive planning and zoning document for a defined geographic region of the City. It implements the General Plan by providing a special set of development standards applied to a particular geographic area.
Specific Plan Update Overview
The City of Rialto is updating two important land use plans, the Central Area Specific Plan and Foothill Boulevard Specific Plan.
The Central Area Specific Plan was last updated in 1983 The Foothill Boulevard Specific Plan was last updated in 2010

Specific Plan Update Overview
Vision Statement
For the next 30 years, Central Rialto will continue to be the heart of the City, defined by its hometown character and functioning as an important job center and transportation hub. The historic Route 66, Foothill Boulevard, will continue to serve as a gateway corridor through the City and to the downtown core. The Foothill Central Specific Plan area will continue to evolve as a lively mixed-use destination that integrates housing for all incomes and ages with shopping, restaurants, entertainment, and civic and arts uses and preserves existing landmarks.
The Specific Plan will be a tool to implement high-quality development standards along Foothill Boulevard and within Central Rialto that complement and enrich a public realm that is safe, green, and beautiful, incorporating landscaping, lighting, and public art. Streets and sidewalks will be designed for all ages, abilities, and modes including pedestrians, bicyclists, transit, and cars.

6th Cycle Housing Element
Housing Program 2B: Rezone to Provide Adequate Sites to Accommodate RHNA The City has identified seven (7) opportunity sites to be rezoned with potential to accommodate a total of 8,262 dwelling units. Two (2) of these opportunity areas fall within the Plan Area:
Opportunity Area 1: Foothill Boulevard – The City has identified 108 parcels totaling 159 acres for rezone to a new zone which will accommodate an assumed density of 35 dwelling units/acre. The rezone can accommodate a total of 5,530 units.
Opportunity Area 4: Central Area – The City has identified 60 parcels totaling 14 acres for rezone to R-X which will accommodate a maximum density of 48 dwelling units/acre. The rezone can accommodate a total of 470 units.

Specific Plan Highlights
Setting the Stage for a Multimodal Mobility Network and Streetscape Improvements The planned mobility network for the Plan Area is designed to serve all travel modes and will consist of roadways and dedicated facilities that serve pedestrians, cyclists, transit, and private vehicles.
Streetscape elements have been identified to be constructed at select points along the streets to separate pedestrians from travel lanes, beautify the streets, and identify Rialto as a unique community.
The mobility network in the Plan Area is based on existing plans for Bus Rapid Transit (BRT).
Streetscape improvements were updated from the 2010 Foothill Boulevard Specific Plan, while keeping the overall layout, goals, and design.

Specific Plan Highlights
Detailing required Infrastructure Improvements
The Plan provides information about stormwater, water, sewer, solid waste, and public utilities within the Plan Area.
The Plan highlights the improvements required to the infrastructure to accommodate new residential and commercial uses.
California requires that all Specific Plans must ensure that any infrastructure improvements that might be necessary to accommodate full buildout are feasible.
Specific Plan Highlights
Simplified Zoning Designations and Associated Development Standards The Plan identifies seven land use districts for the Foothill Central Area that are tailored to recognize and support future economic and market demand conditions.
The Development Standards are meant to:
Provide opportunities for innovative, high-quality community design Improve the aesthetics of the Plan Area and encourage new development Facilitate pedestrian uses
Updated development standards are necessary for the new higher densities in the Plan Area.
These densities reflect the densities in the adopted 6th Cycle Housing Element.
Simplified zoning designations allow for clearer understanding of zones.

Specific Plan Highlights
Providing an Implementation Strategy
The Implementation Plan of the Specific Plan is intended to identify the actions proposed to be taken to achieve the program or project, the length of time to complete the actions, the responsible department, and potential funding sources associated with the program.
California requires that all Specific Plans provide an implementation plan to ensure the Plan is feasible.
