Task Order for PFAS Investigation and Remediation Alter native Recommendation for Fire Station 203 GEI Consultants, Inc. A-1 City of Rialto
ATTACHMENT A – SCOPE OF SERVICES
The scope of services included in this task order is for GEI Consultants, Inc. (GEI) to investigate the potential presence of PFAS in soil that may have resulted from use of PFAS-containing aqueous film forming foam (AFFF) used at the fire training facility behind (west of) the City of Rialto (City) Fire Station 203 at 1550 N. Ayala Drive in Rialto, California (the Site). GEI will also evaluate the feasibility of remedial alternatives appropriate to the levels of PFAS observed and goals for cleanup and recommend a preferred alternative.
TASK 1 – WORK PLAN
GEI will prepare a work plan to identify the desired investigation sampling locations and depths.
Development of the work plan will require knowledge of current and historical AFFF use and storage practices at the Site, including
■ Types of AFFF used and stored at the Site
■ Quantities of AFFF used and stored at the Site
■ Storage locations
■ Potential accidental discharges of AFFF
■ Locations where AFFF was used during fire training
■ Schedule or frequency of fire training during which AFFF was used GEI will interview City of Rialto Fire Department personnel with knowledge of these details and review documentation provided by the Fire Department. GEI will develop a work plan for a soil investigation based on the information provided. GEI will submit a draft for City review and, as necessary, will revise the work plan to address any City comments.
The City has indicated that a regulatory agency should be engaged to provide oversight and approval of site characterization activities and eventual remediation of PFAS-affected soil. The Santa Ana Regional Water Quality Control Board (Water Board) is the local authority currently engaged in overseeing the investigation of PFAS. In parallel with work plan development, GEI, in close consultation with the City, will submit a request to the Water Board to open a voluntary oversight case. After enrolling in voluntary oversight, GEI will submit the investigation work plan to the Water Board for their review and, as necessary, will respond to the Water Board and/or revise the work plan to address any comments.
TASK 2 – INVESTIGATION
Prior to investigation, GEI will develop a site- and task-specific health and safety plan (HASP) and will clear the investigation area for utilities and other underground obstructions. Underground utility clearance will include Dig-Alert notification, a review of facility and municipal utility records/drawings and oversight of a utility locate survey performed by a subcontractor. No San Bernardino County permit is necessary for the proposed soil borings, which are proposed to be less than 20 feet deep.
Investigation is proposed to occur in up to three phases and include Task Order for PFAS Investigation and Remediation Alter native Recommendation for Fire Station 203 GEI Consultants, Inc. A-2 City of Rialto
■ up to 72 soil samples from the upper one foot of soil in the first one or two phases of investigation followed by
■ up to 96 samples at up to 24 locations to a maximum depth of less than 20 feet in the second and possibly third phases of investigation.
Based on current and historical use and storage, GEI proposes to conduct the investigation as follows:
■ A first phase of investigation will be conducted in surface soil only (upper one foot) to characterize the lateral extent of PFAS-affected soil.
■ GEI will review the results of the first phase of investigation to determine whether lateral step out locations are necessary to complete characterization of the lateral extent of PFAS-affected soil.
■ If necessary, characterization of the lateral extent of PFAS-affected soil will be completed during a second phase of investigation.
■ GEI will review the results of the first and second (if conducted) phases of surface soil characterization to determine locations where subsurface soil samples will be collected between one and 20 feet below ground surface (bgs) for characterization of the vertical extent of PFAS- affected soil.
■ GEI will conduct subsurface sampling during a second and, if necessary, third phase of characterization.
Soil sample collection will be conducted in a manner that minimizes the potential for cross-contamination from PFAS containing materials not associated with the Site. The PFAS Sampling Guidelines for Non- Drinking Water published by the California State Water Quality Control Board in September 2020 provides guidance for sample collection procedures that will, as appropriate, be applied.
Soil samples may be analyzed by United States Environmental Protection Agency (USEPA) Method 537, which has in the past been specified by the Water Board for laboratory analysis of PFAS in soil. However, draft USEPA Method 1633 is currently under review and is anticipated to be finalized and potentially adopted by the Water Board as the preferred analytical method in the near future. Given this uncertainty, Method 1633, which is more expensive, is used to provide a conservative estimate of laboratory costs.
Final determination of the laboratory analytical method will be made in consultation with the Water Board.
Investigation derived waste (IDW) including soil cuttings and water used to decontaminate equipment between sampling locations will be disposed of in compliance with applicable state and federal regulations. Currently, PFAS are not designated as hazardous substances, and disposal costs assume IDW will be classified as non-hazardous.
GEI proposes that soil cores from some of the subsurface soil borings be retained on site to provide samples in the event that geotechnical characterization is relevant to evaluation of potential remedial alternatives.
All sampling locations will be surveyed by a California-licensed surveyor.
TASK 3 – REPORTING
Following completion of each field mobilization and receipt of laboratory data reports, GEI will perform a Level 2 data validation to assess the quality of the data. The data will be incorporated into a Task Order for PFAS Investigation and Remediation Alter native Recommendation for Fire Station 203 GEI Consultants, Inc. A-3 City of Rialto
comprehensive database for the site and visualized after each mobilization to support the planning for subsequent sampling locations and for inclusion in a final report. Iso-concentration maps of the total analyzed PFAS concentrations and selected individual PFAS will be prepared at multiple depth intervals, for example, 1 foot bgs, 2 to 10 feet bgs, and 10 to 20 feet bgs.
A report will be prepared documenting field activities and laboratory analysis and presenting characterization of the distribution of PFAS in soil at the site. A draft report will be prepared for review by the City. Following resolution of comments on the draft report, a final report will be prepared for submittal to the Water Board.
TASK 4 – FEASIBILITY STUDY & REMEDIAL ACTION PLAN
To evaluate the feasibility of alternatives for remediation of PFAS-affected soil, GEI will first develop a conceptual site model (CSM). The CSM will include an evaluation of the potential exposure risks associated with PFAS-affected soil and will be used to develop Site-specific proposed soil cleanup goals.
Based on these cleanup goals, GEI will then assess the feasibility of remedial alternatives for achieving the cleanup goals. GEI will use standard remedial alternative feasibility evaluation criteria established by for CERCLA (National Contingency Plan (40CFR300.430(e)(9))):
■ Threshold criteria of
1. overall protection of human health and the environment
2. compliance with applicable or relevant and appropriate requirements (ARARs) ■ Primary balancing criteria of
3. long-term effectiveness and permanence
4. reduction of toxicity, mobility, or volume through treatment
5. short-term effectiveness
6. implementability
7. cost
■ Modifying criterion 1 of
8. community acceptance
Initial screening of remedial alternatives will focus on the threshold criteria. Balancing criteria, including costs, will be evaluated for remedial alternatives that meet the threshold criteria screening step. For feasibility studies, an AACE Class 4 cost estimate is appropriate 2. This approach uses a project definition (design) of up to 15% and is expected to be accurate to within +50% to -30%. Modifying criteria are evaluated as necessary to discriminate between functionally equivalent alternatives. GEI understands that the Rialto Fire Department will want to pave the fire training area so that water and any other fluids used during fire training will be captured for treatment and/or disposal as appropriate. Remedial alternatives will consider both compatibility with this site use and how paving can enhance effectiveness of remedial alternatives.
1 Note for federal projects there is also a state acceptance criterion, however because regulatory oversight on this project will be state lead, state acceptance is effectively the threshold criteria of compliance with ARARs 2 AACE International. 2020. Recommended Practice No. 18R-97, Cost Estimate Classification System – As Applied in Engineering, Procurement, and Construction for the Process Industries. August 7.
Task Order for PFAS Investigation and Remediation Alter native Recommendation for Fire Station 203 GEI Consultants, Inc. A-4 City of Rialto
One alternative will be recommended following the screening process, and a draft feasibility study and remedial action plan (FS/RAP) will be prepared for City review. Assuming City concurrence with the recommendation, GEI will prepare an AACE Class 3 cost estimate accurate to within +30% to -20% and appropriate for budget authorization at up to a 40% design level. Following satisfactory resolution of City comments, GEI will submit the FS/RAP to the Water Board. Alternatively, and in consultation with the City and the Water Board, this may be submitted as an interim remedial action plan, which may have advantages for streamlining the shorter-term regulatory approval process.
TASK 5 – WATER BOARD OVERSIGHT COST RECOVERY
The Water Board’s Site Cleanup Program (SCP) is set up so that reasonable expenses incurred by the Water Board in overseeing soil and water quality matters can be recovered from the responsible party.
Reasonable expenses will be billed to identified responsible parties. The intent of this process is to ensure that oversight costs are properly documented and collected. This program is designed to cover those facilities in which responsible parties agree to pay oversight costs. As part of enrollment of the Site with the Water Board for voluntary oversight, the City will agree to cost recovery. The Water Board provides annual estimates of oversight costs for all active projects. GEI estimates that the Water Board will seek cost recovery of approximately $40,000 for oversight of the tasks described above. Cost recovery will be billed directly from the Water Board to the City. GEI can review the Water Board’s cost recovery invoices to confirm that the expenses being billed are reasonable.
