RESOLUTION NO. _________
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIALTO,
CALIFORNIA RECEIVING AND APPROVING A RESOLUTION APPROVING THE FISCAL YEAR 2024 -2025 ANNUAL ACTION PLAN (AAP); AUTHORIZING THE CITY MANAGER TO SUBMIT THE AAP TO THE U.S. DEPAR TMENT OF HOUSING AND URBAN DEVELOPMENT (HUD); AND AUTHORIZING THE CITY
MANAGER TO TAKE ALL ACTIONS NECESSARY TO IMPLEMENT THE
PROGRAMS IDENTIFIED IN THE ANNUAL ACTION PLAN
WHEREAS, HUD requires all jurisdictions that receive federal entitlement funds to prepare an Annual Action Plan that identifies the projects to be funded with Community Development Block Grant (CDBG) and HOME Investment Partnerships (“HOME”); and WHEREAS, the City of Rialto (the “City”) prepared and adopted a Five -Year Consolidated Plan for the City covering the period July 1, 20 20 to June 30, 202 5; and WHEREAS, the City has previously enacted a conflict of interest code in compliance with the PRA and conducted the required biennial reviews; and
WHEREAS, the purpose of the Consolidated Plan and the Annual Action Plan is to identify housing and community development needs and to develop specific goals and objectives to address those needs over a five-year period and is a requirement of the U.S. Department of Housing and Urban Development that the City must meet in order for the City to continue to receive federal housing and community development funds; and
WHEREAS, City staff published a public notice announcing the availability of the draft Annual Action Plan in the San Bernardino County Sun on March 22, 2024, triggering a 30-day public comment period.
NOW, THEREFORE, the City Council of the City of Rialto California, does resolve, declare, determine and order as follows:
SECTION ONE. The above recitals are true and correct and incorporated herein by reference.
SECTION TWO. The City Council of the City of Rialto does hereby adopt the 2024-2025 Annual Action Plan.

SECTION THREE. The City Manager is hereby authorized to make all conforming modifications and edits and to execute all implementing documents required by HUD to receive and reallocate funding identified under the approved Annual Action Plan.
SECTION FOUR. The City Manager is hereby directed to file a copy of said Annual Action Plan to HUD.
SECTION FIVE. The City Manager and/or the Community Services Director is hereby authorized to enter into agreements with eligible sub-recipients.
SECTION SIX. The City Clerk shall certify to the adoption of this Resolution which shall be effective upon its adoption.
