CDBG PUBLIC SERVICES APPLICATION
Sunrise Church of California
Mobile Food Distribution Program

Applicant Sunrise Church
Proposed Program NameMobile Food Distribution Program
Proposed Program Description
The Food Distribution Program aims to enhance access to nutritious foods for low- income individuals at the Rialto Peace Center and in low-to-moderate-income neighborhoods via a mobile food distribution initiative. This program is designed to dedicate one day each month exclusively to serving low-income residents of Rialto with a variety of food items at the Rialto Peace Center. Additionally, every month, the mobile service will deliver emergency relief boxes, baby essentials, and senior products to four specifically targeted communities.

Focusing on vulnerable populations within low-to- moderate-income (LMI) designated census tracts-where at least 51 % of households earn below 80% of the Area Median Income (Am)--the program prioritizes areas also recognized as Opportunity Zones.

These zones have an average poverty rate that exceeds the state average by twenty percentage points, and the median family income here is about half of the statewide average. The project has initially identified several affordable housing communities for its operations, including Renaissance Village at 220 N. Glenwood Ave. in census tract 003510, with a low/mod income percentage of 62.76%; TELACU La Paz at 200 W.

Merrill Ave., and the Crossings at 177 W. South St., both 55+ affordable housing communities in census tract 003700, with a low/mod income percentage of 73.81 %; and the Citrus Grove community at 1432 N. Willow Ave., another 55+ affordable housing site, located in census tract 003506, with a low/mod income percentage of

55.24%. Collectively, these communities account for a total of 508 housing units.

Carl Johnson Center

Applicant City of Rialto, Engineering Services Department Proposed Program NameCarl Johnson Center
Proposed Program Description
The Carl Johnson Center has provided a space for many generations in our community to participate in basketball, volleyball or other types of sports activities like clinics. Every year the Gym is host to over 900 athletes who participate in basketball and volleyball programming. There are three seasons that happen within a year. During the 12 weeks of each season hundreds of people are in the facility for practices and all day Saturday games are going on from 8:30am- 8:30pm. On Saturdays the facility is not only a place for our athletes but their families and friends. More recently our facility housed the COVID testing and vaccination center that was operated through San Bernardino County where thousand of individuals have come through for testing or vaccines. With the everyday wear and tear it is time to give the facility an uplift so the community can continue to enjoy the space and the programs.

The Carl Johnson Project will focus on resurfacing the floor; sanding it down to make the floor one even space, and getting the lines and logo redone, and seal the floor. The facility needs to be completely painted, the crash pads need to be replaced, and the basketball wenches need to be repaired and upgraded to electric. With all the years of wear and tear, two of our basketball backboards are stuck because the wenches no longer work. Earlier this year we had one snap and the backboard was no longer sturdy enough to hang on its own. Staff were able to fix the broken cord, but it needs to be replaced.
