FY 2024-2025 Annual Action Plan
Ms. Lenoue stated HUD puts a limitation of 15 percent of the allocation that can be used for public services. Every dollar of 15 percent is allocated. Utilities Agency for Long-Term Sale of
Wastewater Effluent
Mr. Dopudja stated correct. It will bring revenue that the City can buy recharged water, percolate it into the groundwater basin and have surplus water underneath in the event of a drought and have long -term water reliability.
0o0
Council Member Trujillo asked if this provides flexibility at the neighborhood level with recycled water. He asked if the program guarantees certain water flows.
0o0
Mr. Dopudja stated it is recycled by recharging it in the basin. The City would purchase it and recharge it in the City’s basin.

Most of the growth is occurring outside of the City’s service area. It is predominantly in the West Valley service area. The City is not allowed to provide service in that area. The City’s wastewater collection system is twice the size of its water system. The City is far better off financially selling it and purchase gr oundwater then percolate it and have it as potable water. It is a much better business proposition. 0o0
