Subject: S1.1 Digester No.1 Wall Cap and Coating Project – Cost Amendment Memo
Date: April 28, 2015
This memorandum serves as an amendment to the memorandum Veolia submitted to Rialto Water Services (RWS) and Rialto Utility Authority (RUA) dated February 5, 2015 for a change order that resulted from an Unknown Site Condition (Attachment 1).
In accordance with Section 8.9 – Adjustm ents, of the executed Concession Agreement (CA) and Operation and Maintenance Subcontract, compensation for project management services for Veolia is limited to 5% of the additional construction cost. As such, Veolia has reduced its project management fee and the total cost as per the amended cost sheet provided in Attachment 2 .
With this change, the final cost for the requested change order is reduced from $5589 to $4890 .
Sincerely,
Soomodh Abraham

Introduction
This memorandum is to obtain approval from City of Rialto (City) and Rialto Water Services (RWS) for a change order that resulted from a change in site condition. Construction contractor, DN Tanks, currently is performing tasks at the Site; however, the contractor will require approval soon to proceed with the minor design changes resulting from the chang e in site condition.
While performing sand blasting of digester walls, the DN Tank’s construction crew noticed that the tendons (rebar) within digester walls were unevenly spaced, contrary to what was known from as‐built drawings obtained from the City. On January 16, 2015, DN Tanks provided a Request For Information (RFI) to Veolia (Appendix A). Based on consultation with West Yost, the team decided that be
cause of this uneven spacing of the tendons, minor design changes need to be made to properly allocate the wall cap anchors (steel rebar).
Change Order Request
Design changes require that additional number of anchors, from 190 to 224, will be needed to provide adequate strength to the wall cap that is being added. Moreover, these anchors need to be drilled seven (7) inches deeper into the digester wall than what was previously designed.
Based on the RFI response requiring minor des ign changes, DN Tanks provided a cost estimate for a change order so as to get compensated for the required changes. A breakdown of the costs provided by DN Tanks is shown in Appendix B. The total cost of the change order, including Veolia’s costs as stated in the contract for non‐recurring Facilit
y Improvement Projects, for these design changes are also provided in the Appendix

After completion of the Top of Wall sandblasting our crews were able to investigate the locations of the vertical tendons and original roof anchor system. The vertical tendons are spaced at approximately 22” apart on average, the spacing is very inconsistent and are recessed into the top of the wall approximately 7”. The recesses appear to be filled with a non-shrink grout and may not have the structural support that the design engineer requires.
Further investigation into the original drawings, that were located in our archives,1 show the vertical tendons have a significantly larger anchor plate, this may impact where location of the required drilling for rebar imbeds.
The original roof support anchors are located approximately 13’ but also have a “foot print” of approximately
10.5”.
The conditions referenced above leaves limited area to provide for 190 drilled anchors for the required new wall cap. Spacing of the rebar dowels would have to be spaced in an inconsistent manner and may not provide for a proper structural connection. Please provide direction on how you would like us to proceed.
Note: Please see attached Wall Cap Detail.

Response to RFI:
The 51" span shown on the RFI drawing forms a "pattern" with two tendons in 36" long 7" deep recess. The spacing of the dowels can vary to accommodate the tendon locations. Place two dowels between each tendon for a total of 4 dowels per "pattern". Adjust the dowel location based on the field condition not to exceed a maximum spacing of 20". This will result in a total of 224 dowels compared with 190 indicated on the plans.
Due to the presence of the tendon recesses and uncertain condition of the "ridges" all anchors should be extended to provide 15" of dowel depth below the base of the recess. This results in dowels which are 7" longer than submitted.
