A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIALTO, CALIFORNIA APPROVING THE FY22-23 CALIFORNIA CONSTRUCTION COST INDEX (CCCI) 13.4% THREE YEAR PHASE INCREASE TO DEVELOPMENT IMPACT FEES REFERENCED IN RESOLUTIONS 6067, 6068, 6069 WHEREAS, Resolution No. 6067 was approved on December 27, 2011, establishing an automatic inflationary adjustment based on the change in the California Construction Cost Index (CCCI) for the City’s General Municipal Facilities Development Fee, Law Enforcement Services Development Fee, Fire Protection Services Development Fee, Park Development Fee, and Library Facilities Development Fees.
WHEREAS, Resolution No. 6068 was approved on December 27, 2011, establishing an automatic inflationary adjustment based on the change in the California Construction Cost Index (CCCI) for the City’s Storm Drain Facilities Development Fee.
WHEREAS, Resolution No. 6069 was approved on December 27, 2011, establishing an automatic inflationary adjustment based on the change in the California Construction Cost Index (CCCI) for the City’s Water Holding and Distribution Development Fee, Sewage Collection Facilities Development Fee, and Sewage Treatment Facilities Development Fee.
WHEREAS, The Calendar Year 2021 CCCI Increase to apply to the Development Impact Fee Schedule for FY22-23 should be 13.4%.
WHEREAS, The highest CCCI Increase the City of Rialto has experienced in the past ten years is 4.4%.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RIALTO DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: The CCCI increase of 13.4% will be phased in over three years.
Year 1 – 5%
Year 2 – 4.2% - FY23-24
Year 3 – 4.2% - FY24-25
Section 2: The Development Impact Fees described on the attached Attachment A are hereby established and shall become effective August 1, 2022.
Section 3: Year 2 and Year 3 of the phase in increases will be applied in conjunction with the existing CCCI increases applicable for those years and will become effective July 1st of each year. \\\
WHEREFORE, this Resolution is passed, approved and adopted this ____ day of ___________, 2022.
