SUBJECT: Approve the Cost Increase to Granicus Webstreaming Contract, adding Legislative Management Module for Agendas.

BACKGROUND:
In 2007, the City Council approved the purchase of the Granicus Video Web Streaming computer system for broadcasting the city council meetings and special events. The streaming has benefitted those citizens of Rialto that are unable to attend the meetings, but want to stay informed about the happenings of their local government. In 2010 the Council approved other modules to the system for Police and Fire Department information.
ANALYSIS/DISCUSSION:
California Cities have been tasked with providing greater government transparency, being mindful of “green” initiatives; all while reducing costs and doing more with less. In an effort to comply with these tasks while utilizing existing resources, it was discovered that our current system, with the addition of the Legislative Management Suite, would provide solutions to these demands.
The Granicus Legislative Management module will greatly improve the public’s access to the City’s legislative activity. The module includes the Legistar Agenda Management Software which enables the automated paperless preparation of the City Council agenda packet. This will reduce reliance on paper, the associated printing costs and streamline the current paper-base process, shortening the path from agenda creation to final publication for citizen review on the searchable, public facing, web portal, InSite, also included in the module. InSite will be accessible from the City website and integrate with our existing webstreaming and Rialto Municipal Code. Going forward, this will provide citizens with a complete legislative history from council submittal to final codification.
This additional module’s cost will be $20,800 for the upgrade, plus a maximum of $3,200 for travel expenses. The Monthly Service Fees will increase by $980 with current costs at $1,303.85, bringing it to a total cost of $2,283.85. Funding for the increase in service fees will be paid from the Administration Account #010-500-1149-2011 and Council Account #010-500-1148-2011, as the current fees are paid via Public, Education & Government Grant funds.
